WITH CME ASSOCIATES, FEE ESTIMATE FOR LAND. SURVEYING AND ENGINEERING SERVICES FOR THE CARTERET AVENUE EXTENSION PROJECT WHEREAS, the Borough of Carteret is in need of specialized land surveying and engineering services in connection with the Carteret Avenue Extension Project; and WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731, possesses the requisite experience and expertise to provide said services; and WHEREAS, CME Associates has submitted a.proposal to provide said services at a total cost not to exceed $75,000.00; and WHEREAS, the Mayor and the Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. Account # NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from CME Associates for engineering and surveying services related to the Carteret Avenue Extension Project, at a total cost not to exceed $75,000.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing . Department, the Borough Director of Engineering and CME Associates. Reiman Re: Estimate of Fees for Professional Land Surveying and Engineering Services Carteret Avenue Extension Borough of Carteret, Middlesex County, New Jersey Proposal No. 2020 -102 Dear Mayor Reiman: We are pleased to present our estimate of fees for the survey, traffic engineering and conceptual design phase services for the above - referenced project. As you are aware, the Borough was awarded a $700,000 grant from the NJDOT Local Aid program for the extension of Carteret Avenue from the intersection with Roosevelt Avenue (CR602) to the intersection of Memorial Boulevard and Peter J. Sica Industrial Highway. This roadway extension will accommodate a shorter and safer route for motorists and pedestrians accessing Waterfront Park, the Municipal Marina, and the future ferry terminal. The proposed right -of -way will extend partly along an existing driveway and parking aisle in Meridian Square as well as a portion of the existing stormwater detention basin for Meridian Terrace. The preliminary construction estimate for this work is $1,096,000. The initial phase of this project will involve the necessary survey and field work to establish the right -of -way line, property lines and existing controlling factors for the proposed design. Traffic engineering and conceptual design phase scope will include, but not be limited to, performing existing traffic counts, forecasting trip generation for the future ferry terminal, performing warrant analyses for.the proposed traffic signals and modifications to existing signals. With this being said, our proposed scope of work is as follows: A. Survey and Base Map Phase Services 1. Establish a balanced control survey, traverse line with recoverable ties. Basis of the horizontal and vertical control will be the New Jersey State Plane Coordinate System, NAD 1983 U.S. Survey Foot, and NAVD 1988, respectively. GPS methodology will be used to establish horizontal and vertical control. 2. Preparation of a Topographic Plan showing natural and manmade features, including: existing above and, where possible, underground utilities, survey traverse line, spot elevations and contours at an interval of one foot within and adjacent to the project limits only. Topographic plan will be compiled from field locations and edits. Cross sections will be collected to facilitate the design process. Plan will be drafted at a scale of 1 " =30'. The limits of the survey work will be as follows: • Carteret Avenue: Locust Street to Roosevelt Avenue • Roosevelt Avenue: Middlesex Avenue to Emily Lane • Meridian Square: northern property line to 50' south of existing curb line • Meridian Terrace: existing detention basin lot • Industrial Avenue: Liebig Lane to Middlesex Avenue 3. Cross section elevations will be taken at the proposed roadway centerline, at the top and bottom of curb, existing grade breaks and edge of pavement. Spot elevations will be taken, if and where required, in order to supplement the cross - section data. 4. The bandwidth for the topographic mapping shall be 100 -feet minimum centered about the design roads. 5. Locate Right -of -Way lines in the immediate vicinity of the improvements. 6. Private property or public right -of -way lines in the immediate vicinity of the proposed improvements shall be based upon filed maps, found property corners and Tax Map information. 7. Underground utility information shall be based upon documents provided by the Borough and various utility owner(s) and those utilities that are visible at grade. 8. As -built drawings of existing utilities will be prepared to support the design process. 9. We will cooperate with the Borough to obtain surveys, designs, as -built or construction drawings, in their possession, regarding the property in question and /or immediate adjoiners for use by our office. Easement sketches, property maps and /or metes and bounds descriptions of areas to be determined based on the ultimate design and requirements of the respective property owners, utility companies, and the County are not included in this proposal. B. Traffic Engineering and Preliminary Design Phase Services As part of this phase, CME Associates will perform a comprehensive traffic study to collect data; analyze existing conditions; perform traffic simulation modeling; and review traffic signal warrants for three (3) intersections to support the project. As the project is funded by the NJDOT, a full traffic report to legitimize the proposed traffic signals will be required, including a supporting resolution from the Borough for said signals. The proposal includes the recommended tasks needed to evaluate existing traffic conditions and future traffic conditions under improvement alternatives. We anticipate performing the following traffic study tasks which are outlined below: Collect 12 -hour pedestrian and vehicular / truck traffic volume data through manual turning movement counts at the following study intersections: Signalized intersection of Roosevelt Avenue (CR 604), Pulaski Avenue, and Middlesex Avenue Unsignalized intersection of Roosevelt Avenue (CR 604) and Carteret Avenue /Abbi Road (Meridian Square) iii. Unsignalized intersection of Industrial Highway and Waterfront Park Access Road 2. Collect AM and PM peak hour pedestrian and vehicular / truck traffic volume data through manual turning movement counts at the following study intersections: Unsignalized intersection of Industrial Highway and Middlesex Avenue ii. Signalized intersection of Roosevelt Avenue (CR 604) and Industrial Highway 3. Request and review crash data for the last three years from the Borough of Carteret at the Study Intersections 4. Perform traffic volume growth to the design year in accordance with NJDOT background growth rates Develop trip distribution and trip assignment for the roadway network under the future build conditions with the extension of Carteret Avenue in place and the Carteret Ferry Terminal in operation. 8. Perform future level of service, capacity, and delay analyses in accordance with the latest Highway Capacity Manual at the study intersections 9. Prepare traffic signal warrant analyses for the (3) three 12 -hour count intersections in accordance with the latest Manual on Uniform Traffic Control Devices (MUTCD). 10. Develop potential traffic signal phasing, timing, and lane configuration modifications for analysis purposes only 11. Develop a traffic simulation model utilizing Synchro SimTraffic signal timing & analysis software for the purpose of evaluating the operations and performance of the study intersections as an integrated roadway network under existing conditions and future conditions with improvement alternatives implemented 12. Prepare a traffic study summary report with improvement recommendations 13. Prepare preliminary improvement plan and cost estimate 14. Provide coordination services between the Borough and the County to facilitate the approval and implementation of preferred improvement recommendations We will provide the necessary survey and engineering services as described above based upon the cost breakdown as noted below: 21 k V A.
