The Agenda Meeting of the Mayor and Council of the Borough of
Carteret, preceding the Regular Meeting April 23, 2020, was held
April 9, 2020, 6:00 p.m. remotely, via telephone call -in.
The following were noted present:

Also noted present were Carmela Pogorzelski, Acting Municipal Clerk
and Robert J. Bergen, Esq., Law Director.
Mayor Reiman welcomed everyone to the remote teleconference call -
in meeting for the April 9, 2020 Agenda Meeting and explained the
process.
The meeting was opened with a moment of silent prayer and the
Pledge led by Councilmember Krum.
The Clerk stated that the 2020 Annual Meeting Notice was mailed to
The Home News Tribune, The Star Ledger and posted on the bulletin
board on December 31, 2019. Notice was published in The Home
News Tribune and The Star Ledger on January 7, 2020. Notice of
tonight's meeting was sent to the Home News Tribune and posted on
the Borough's website and bulletin board and the doors of the
Memorial Municipal Building on April 3, 2020. Notice was published
in the Home News Tribune on April 7, 2020,
Mayor Reiman added that notice was posted on the Borough's
website, www.carteret.net where the Agenda, minutes from the last
meeting, all resolutions and ordinances and the bill list for tonight's
meeting were posted for all who wished to see them.

ORDINANCE #20 -8 The Clerk stated that Ordinance #20 -8 was introduced and adopted on
ESTABLISHING First Reading on March 5, 2020. It was duly published in the Star
2020 CAP BANK Ledger on March 13, 2020, with notice that it will be considered for
final passage after Public Hearing to be held on April 9, 2020 at
approximately 6:00 p.m. The Ordinance was posted on the bulletin
board and copies were made available to the general public and
according to law, she read the Ordinance by title.
PUBLIC HEARING Upon MMS &C, by Councilmember Diaz and Bellino and unanimous
affirmative vote of the full membership present, Mayor Reiman
declared the Public Hearing to be open.
IIEARING CLOSED There being no comments or objections to the Ordinance, Mayor
Reiman declared the Public Hearing to be closed, upon MMS &C, by
Councilmembers Diaz and Krum and unanimous affirmative vote of
the full membership present.

business.

items or new business, upon MMS &C, by Councilmembers Diaz and

ordered to be paid. Upon individual Roll Call Vote, Councilmembers
Bellino, Diaz, DiMascio, Johal, Drum and Naples voted in the
affirmative.
Reports:

Upon MMS &C, by Councilmembers Krum and Bellino, and
unanimous affirmative vote of the full membership present, all reports
were ordered to be received and placed on file.
Mayor Reiman asked the Councilmembers if they had anything to add.
Councilmember DiMascio said a lot of branches and leaves are being
picked up because now that everyone is home, they are cleaning their
yards, he said speed bumps are being reinstalled around town and
reported progress in Public Works.
Councilmember Krum said career, volunteer fire and EMS are on the
f ontlines fighting the virus, he wished for an end to this pandemic
shortly and said stay healthy.
Councilmember Naples said our police officers are on the frontline
keeping everything calm, and said stay well. She said the remote
learning is going fairly well. She said the schools are shortening their
break and will be back to remote learning on Tuesday.
Councilmember Diaz thanked the Borough employees and recognized
the first responders who help ensure our safety and make the well-
being of the town their top priority. He said he will have a formal
report at the next meeting.

Councilmember Bellino said he echoed Councilmember Diaz's
comments about all employees and said he felt they are all dedicated to
the people of our town. He reported progress in Parks & Recreation.
Councilmember Johal reported Progress and said everyone stay safe.
MAYOR REIMAN Mayor Reiman said Governor Murphy signed an Executive Order
which restricts construction and explained that town, city, county and
state government projects are exempt. He said any employees
working in the Performing Arts Center are required to use masks,
gloves, hard hats, goggles and social distance themselves from other
employees, they operate under PEOSHA standard protocol which has
been updated for COVID 19. He said he took a tour of the facility and
it is looking absolutely spectacular, he said he is glad they decided to
delay the opening until September and explained the delays. He spoke
about some of the other restrictions in the governor's Executive Order,
he said markets, Shop Rite and Walgreens are restricted to 50%
capacity according to the fire code capacity; he said Shop Rite said
they are operating at 30% and someone is at the door to make sure
people are 6 feet apart and count how many people are permitted in the
store. He said starting Friday, employees and shoppers are required
to wear masks or at least face coverings in stores. He thanked the
municipal staff, public works, parks employees who are working to get
the town ready for when we open. He said the police, fire, EMS and
OEM are all doing a great job; the offices are closed to the public but
they are open and operating on a skeleton crew, 2 days; on 2 days off
or 3 days on; 3 days off, there are one or two people per department.
He said right now there are 150 residents who tested positive for
COVID 19 and gave statistics.
Mayor Reiman asked if the Council had any questions before we
closed the meeting.
Councilmember Diaz said if a resident has an outstanding permit with
a deadline, will it be extended or does it have to be completed by the
deadline date.
Mayor Reiman said there is a drop box outside the buildings and the
employees are faxing and emailing permits, he explained. He said if
requested, an extension is automatically given on construction and
property maintenance approvals.

Councilmember Krum said with the bad weather, what if someone is
in need of roof repairs.
Mayor Reiman said emergency work is allowed and explained. IIe
said the Borough was able to secure a limited number of COVID 19
test kits through the Jewish Renaissance Center. He said testing will
be offered to our I" responders on April 18 here in the Borough, he
said he encourages l responders to get tested and said 85% of the
people could have the virus and not know they have it. He said they
are trying to secure additional masks.
Mayor Reiman reminded everyone that we will be doing the next five
Council Meeting remotely and asked for a motion to adjourn.
There being no further comments or discussion, upon MMS &C, by ADJOURNED
Councilmembers Diaz and Naples and unanimous affirmative vote of
the full membership present, the meeting was adjourned at
approximately 6:21p.m.
