HomeMy Public PortalAbout04-23-20 councilAPRIL 23, 2020 Regular Meeting of the Mayor and Council of the Borough of Carteret COUNCIL MEETING was called to order by Mayor Daniel J. Reiman at approximately 6:00 p.m. on Thursday, April 23, 2020, remotely, via telephone call -in. Upon individual roll call, the following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMaseio " Ajmar Johal " Randy Krum " Susan Naples Also noted present were Carmela Pogorzelski, Acting Municipal Clerk, Patrick DeBlasio, Borough CFO and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of silent prayer and the SILENT PRAYER Pledge of Allegiance led by Council President Randy Krum, PLEDGE OF ALLEGIANCE Mayor Reiman explained the call -in process. The 2020 Annual Notice was mailed to The Home News Tribune, The STATEMENT OF Star Ledger and posted on the bulletin board on December 31, 2019, MEETING NOTICE Notice was published in The Home News Tribune and the Star Ledger on January 7, 2020. Notice of tonight's meeting was sent to The Home News Tribune, posted on the Borough's website, bulletin board and the doors of the Memorial Municipal Building on April 3, 2020. Notice was published in The Home News Tribune on April 7, 2020. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS &C, by Councilmembers Diaz and Krum and unanimous APPROVAL OF affirmative vote of the full membership present, the minutes of April MINUTES 9, 2020 were approved as transcribed and engrossed by the Clerk. APRIL 23, 2020 (continued) 2020 LOCAL PUBLIC HEARING MUNICIPAL BUDGET a) 2020 Local Municipal Budget PUBLIC HEARING Upon MMS &C, by Councilmembers Krum and Diaz and tmanimous affirmative vote of the full membership present, the Public Hearing on the 2020 Local Municipal Budget was open. Mayor Reiman said this is the introduced budget, we are waiting for continents from the state before making the final adoption. He said the 2020 budget is below last year's budget, the estimated tax rate is 1.224 and said we will continue to tighten our belts throughout the year. HEARING There being no further comments or objections Mayor Reiman CLOSED declared the Public Hearing on the 2020 Local Municipal Budget to be closed, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the Rill membership present. A copy of each Resolution was placed on the table for public review PUBLIC PORTION prior to the meeting in accordance with the Rules of Council and upon RESOLUTIONS/ MMS &C, by Councilmembers Krum and Bellino and unanimous AGENDA ITEMS affirmative vote of the full membership present, the meeting was & NEW BUSINESS opened for public input on all Resolutions /Agenda items and new business. There being no comments or objections to the Resolutions /Agenda PUBLIC PORTION items or new business, upon MMS &C, by Councilmembers Bellino CLOSED and Naples and unanimous affirmative vote of the full membership present, the meeting was closed for public discussion. RESOLUTIONS RESOLUTIONS: 1. #20 -74 Professional Services, Excel Environmental Resources, Inc., Re: File Review & Biennial Certification 278 -282 Pershing Avenue. 2. #20 -75 Authorizing Refund of Tax and /or Sewer Fees 2 APRIL 23, 2020 (continued) Overpayment. 3. #20 -76 Professional Services, CME Associates, Re: Fee Estimate, Arts District Streetscape Phase II. 4. #20 -77 Professional Services, CME Associates, Re: Carteret Avenue Extension Project. 5. #20 -78 Professional Services — DeCotiis, FitzPatrick, Cole & Giblin, LLP, Re: Legal Services. Mayor Reiman asked for a motion on the Consent Agenda. CONSENT AGENDA Resolutions 420 -74 through #20 -78 were introduced by Mayor Reiman and referred to the Council for action. Upon MMS &C, by Councilmembers Bellino and Diaz RESOLUTION 420 -74 RESOLUTION #20 -74 PROFESSIONAL "AUTHORIZING A PROFESSIONAL SERVICES CONTRACT ENVIRONMENTAL WITH EXCEL ENVIRONMENTAL RESOURCES, INC. SERVICES, RE: 278.282 PERSHING RE: FILE REVIEW & BIENNIAL CERTIFICATION 278 -282 PERSHING AVENUE" Mayor Reiman said this is for the ONRR NJDEP Biennial Certification. RESOLUTION #20 -75 RESOLUTION #20 -75 REFUND OF TAX /SEWER FEES "AUTHORIZING REFUND OF TAX AND /OR SEWER FEES OVERPAYMENT" RESOLUTION #20 -76 RESOLUTION #20 -76 PROFESSIONAL "AUTHORIZING A PROFESSIONAL ENGINEERING ENGINEERING CONTRACT WITH CME ASSOCIATES, FEE ESTIMATE FOR SERVICES, RE: ARTS TIIE ARTS DISTRICT STREETSCAPE PHASE IF" DISTRICT STREETSCAPE Mayor Reiman said this is a $571,000 NJDOT grant. PHASE II APRIL 23, 2020 (continued) RESOLUTION #20 -77 PROFESSIONAL LAND SURVEYING & ENGINEERING SERVICES, RE: CARTERET AVENUE EXTENSION RESOLUTION #20 -78 PROFESSIONAL LEGAL SERVICES ADOPTED RESOLUTION #20 -77 "AUTHORIZING A PROFESSIONAL SERVICES CONTRACT WITH CMF, ASSOCIATES, FEE ESTIMATE FOR LAND SURVEYING AND ENGINEERING SERVICES FOR THE CARTERET AVENUE EXTENSION PROJECT" Mayor Reiman said this is a $700,000 grant for the Carteret Avenue extension. RESOLUTION #20 -78 "AUTHORIZING A PROFESSIONAL SERVICES CONTRACT WITH DECOTIIS, FITZPATRICK, COLE & GIBLIN, LLP" were Adopted. Bellino, Diaz, affirmative. Upon individual Roll Call Vote, Councilmembers DiMascio, Johal, Krum and Naples voted in the PAYMENT OF BILLS Upon MMS &C, by Councilmembers Diaz and Bellino, all bills appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. REPORTS Reports: 1. Board of Health — March 2020 2. Inspection of Buildings — March 2020 Upon MMS &C, by Councilmembers Diaz and Bellino, and unanimous affirmative vote of the full membership present, all reports were ordered to be received and placed on file. C! APRIL 23, 2020 (continued) Mayor Reiman said the committee chairs gave their reports at the last meeting and reported progress in all departments. He asked if the governing body had any questions; hearing none, he asked for a motion to adjourn.
