AWARDING BID FOR TAE REHABILITATION
OF ROOSEVELT AVENUE PUMP STATION
WHEREAS, the Borough has publicly advertised for the receipt of bids for the
Rehabilitation of the Roosevelt Avenue Pump Station; and
WHEREAS, the Borough has solicited and received nine (9) bid proposals for the
Rehabilitation of the Roosevelt Avenue Pump Station Project as follows:

3. DeMain Flectrical Co., Inc.
4. Fred Devens Construction

WHEREAS, Coppola Services, Inc., of Ringwood, NJ has submitted the lowest bid for
said contract as evidenced by the response on file with the Borough's Purchasing
Department and with the Borough Engineer; and
WHEREAS, the Borough Engineer has reviewed the above bid proposals and has
recommended the award of a contract to Coppola Services, Inc., in a total amount not to
exceed $3,514,890.00, per attached award letter; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Acct. #
NOW 'WHEREFORE BE IT RESOLVED by the Mayor and Council of -the #Borough of
Carteret as follows:
1. That the appropriate Borough Officials are hereby authorized to enter
into a contract with Coppola Services, Inc., of Ringwood, N.J. for the
Project for the sum of $3,514,890.00. in accordance in all respects with
the request for proposals and bid on same.
2. That a copy of this Resolution shall be forwarded to the Borough's
Purchasing Department, the Borough's Consulting Engineers Mott
MacDonald and the Borough's Director of Engineering. .

3. That the aforementioned award of bid is contingent upon formal
approval from the New Jersey Department of Labor, Division of Wage
and Hour Compliance.
4. That the aforementioned award of bid is contingent upon NJDEP
authorization.

Freehold NJ 07728 As requested, we have reviewed bids received by the Borough of Carteret
United states of America (Borough) on April 9, 2020 for Contract No. 2019 -2, Rehabilitation of Roosevelt
T +1 (732) 780 6565 Avenue Pump Station. As the Borough is aware, the base scope of work under this
F +1 (732) 577 0551 contract includes the rehabilitation of the Roosevelt Avenue Pump Station to restore
mottmac.com the Borough's primary wastewater conveyance facility to a state of good repair.
The project involves critical repair and improvement of the Roosevelt Avenue Pump
Station and most importantly includes the replacement of the three (3) existing
sewage pumps, one of which is out -of- service and the others are aged and beyond
their useful life expectancy, associated pump motor drives, pump suction and
discharge valves and piping, and the replacement of the station's discharge flow
meter. In addition to these process improvements, significant facility improvements
are proposed including the replacement of heating and ventilation systems,
replacement of building roof, replacement of power distribution and electrical
equipment and the replacement of lighting throughout the pump station to bring the
station into compliance with current codes and standards. Finally, the
improvements include the installation of a necessary pump station bypass
connection for the purpose of construction of the upgrades as well as long term use
should bypassing of the station be required in the future.

of which, nine (9) contractors submitted proposals. The results of the bids received

With regard to the bids received, the apparent low bidder was Coppola Services,
Inc., (herein referred to as Coppola), 28 Executive Parkway, Ringwood, NJ 07456
with a Total Bid (including Allowance) of $3,514,890. The apparent second lowest
bidder was BR Welding & Industrial Services, Inc., 3 Brook Rd, Howell Township,
NJ 007731 with a Base Bid price of $3,593,000. The apparent third lowest bidder
was DeMaio Electrical Co., Inc., 330 Roycefield Rd, Unit D, Hillsborough Township,
NJ 08844 with a Base Bid price of $3,810,000.
The bid documents of each of the three lowest bidders were reviewed for
mathematical errors as well as inconsistencies with regard to bid form
endorsements and supplemental documents. Fortunately, no mathematical or
submission errors were identified in any of the three lowest bidders' documents
however we recommend review by the Borough's Law Department.
With regard to the bid prices received, the apparent low bidder's total Bid Price of
$3,510,890 is approximately 2.3% less than the second bidder and 7.9% percent
less than the third lowest bidder. In general, the bid prices received by the four (4)
lowest bidders were within 10% of each other and in our opinion, this reflects the
current competitive bidding environment.
Based upon the bid cost difference between the apparent low bidder and second
lowest bidder as well as the difference between the apparent low bidder and
Engineer's Estimate, it appears that the Borough has received competitive and
favorable pricing for the proposed work. Mott MacDonald has contacted the
apparent low bidder and received confirmation that Coppola is satisfied with its bid.
Coppola offered reassurance that its price is reflective of the full scope of the work
and incorporates the use of named equipment and compliance with Buy- American
provisions.
Coppola has demonstrated their ability to complete projects of similar or greater
complexity with successful results. We have contacted several references provided
and all have provided favorable reviews of Coppola's work and noted the
professional nature to Coppola's staff and organization. Mott MacDonald has had
positive experience working with Coppola on current and previously completed
utility construction projects.

M Accordingly with respect to our review of the bid documents submitted and the
M prices received and favorable review of Coppola's past work history, it is our
recommendation that Contract No. 2019 -2, Rehabilitation of Roosevelt Avenue
MOTT Pump Station, be awarded to Coppola Services Inc. in the amount of $3,510,890
MACDONALD contingent upon favorable review and concurrence by the Borough's Director of
Law as well as formal written Authorization to Award by the NJDEP.

An important item to note is that the NJDEP must provide their written "Authorization of Award" before the Borough
can provide their own award to the contractor ( I attached the NJDEP requirement word document for reference [page
2]). We have been working with them and will continue to work with them to speed up this process.
I'll be at Borough Hall today around 3pm to hand over the original copies of the bids received, I'll give you a call when I
arrive.
