ATTENDEES: Paul Wolff, Stan Bearden, Tom Groover, Barry Brown, George Reese, Diane Schleicher, Bill Nicholson and Bill Lovett. Approve the minutes of the previous meeting – Paul Wolff called the meeting to order. Paul asked for a motion to approve the minutes from the last meeting (Nov 10th, 2011) Barry Brown moved to approve; Tom Groover seconded. New Business: I. REVIEW PROPOSALS FOR SLUDGE DEWATERING EQUIPMENT A. George Reese states, we put out a RFP for our Sludge Dewatering Equipment; we received 3 bids. We also did pilot tests on 3 different pieces of equipment. On the pilots, only one put a bid in, and that is what is in front of you. We think this piece of equipment will do us best; the other 2 bids were for Belt Presses and we already have a Belt Press which costs a lot of money to run and maintain. We had a Screw Press, Volute Press and a Rotary Fan Press do a pilot test on our sludge dewatering. The Fan Press gave us much better results, from what we put in, from the amount of percentage solids that we wanted taken out and it was the most efficient. It is also self operating; you don’t have to stand over it all day long and watch it like you have to with the Belt Press. Right now, we’re running about 60,000 gallons of water through the Belt Press every day; with this Fan Press, you only use water to wash it. We’re on re-use water now but when our solids get heavy we have to go back to potable water. It will also save on electricity; we have 5-6 motors on our present Belt Press and the Fan Press has 2-3 motors that turn at very low RPM’s. B. Barry Brown states, so the Fan Press is basically the most expensive one that you priced, right? George states, yes it is. If you will go to page 2 of the handout, you will see the bid prices. You need to understand that 2 of them are Belt Presses; which is the same thing that we already have and they did not meet our specifications on the RFP either. The Fan Press is the best piece of equipment that we could get. C. Paul Wolff asked, if all goes as proposed here, we will be paying $248,000ish for this piece of equipment, does that include installation? George states, no but it comes just like you see there, on a skid, it’s portable and we just have to mount it. Paul states, so if these savings are legitimate, we’re looking at about 1 to 1 1/2 years payback; that’s pretty good. Paul asked, what’s the design life on this? George states, 20 years. Stan Bearden states, plus if we need to expand it, we don’t have to buy another Press; we can just add a section to it which is cheaper too. Paul asked, how long has this equipment been in service? George states, about 7 years. Paul asked, what has been the main problem with the one’s that’s out there? George states, none. D. Tom Groover states, I’ve talked to 4 people from the list of references that we have and I couldn’t get any of them to say anything bad about the equipment. E. Diane Schleicher states, we did a RFP and this is the high one. Diane asked Stan if he said the other two didn’t meet the specifications of the RFP. Stan replied that’s true; no where nears the specifications. Diane states, then the City would have the right to basically throw the other two out if they wanted to accept this one. F. Paul Wolff states if there are no more questions, could I have a recommendation to Council that we approve this bid for this machine. Barry Brown moved to approve. Tom Groover seconded. Old Business: Paul Wolff states we probably need to elect a chair since this is a new Council; do you want me to keep going? I’m happy to continue. Both Barry Brown and Tom Groover agree to continue with Paul as the chair. I. TE GRANT BIKE PATH PHASE I CONCEPT PLAN A. Bill Lovett and Bill Nicholson shows and explains plans of the projected bike path. Discussed width of the path for multiple usages, e.g., bikes, joggers, walkers, and emergency vehicles. B. Paul Wolff suggests sticking with 8ft width due to the larger you go, the harder permitting will be. C. Bill Nicholson passes out handouts of the scheduled work. Bill states with a $200,000 Grant, matching funds would be $50,000. The matching funds can be money or services. Paul Wolff states that Joe Wilson said that laying the base could be $50,000. Bill Nicholson states that next month we will come in with a cost proposal for the work to be done; the design. II. PROPOSED BUTLER AVENUE TE GRANT REVISED CONCEPT PLAN A. Bill Lovett states that Diane Schleicher talked with us about redoing the Butler Ave. project. We have looked at doing away with the median and the palms in the median, keeping the 11 ft. lanes, same parking as before, and the same accesses as before. We would move the existing curb on both sides, out about 2 ft. B. Paul Wolff asked how does the cost on this compare to the original design. Bill Nicholson states, it is higher; I have done a cost estimate. (Passes out handouts) We have twice as many trees now and twice as many pavers. C. Barry Brown asked if these pavers are the same width as the pavers on 16th St. In my opinion, I think these should match the pavers on 16th St. D. Bill Lovett states you can save a lot of money if yo u don’t have to move the curb; put the pavers in the grass area. I just don’t know how much width that will give you on the sidewalks. E. Diane Schleicher states if we want to do what we have done on Tybrisa, we can widen the sidewalk as much as possible and then go back and look at the width of the pavers, and be consistent with that and then just add to the concrete. F. Bill Lovett states that I think we have enough survey that we can just look at that and come back next month and say, here is what you would get. Let us come back next month and we will have a better idea of what is there and what you would gain by just putting in those dirt pavers. III. GROUNDWATER WITHDRAWAL PERMIT A. Effective January 1, 2012 1. Monthly Average remains at 1.600 MGD a. Highest 2011 month – July at 1.345 MGD 2. Annual Average reduced from 0.960 MGD to 0.916 MGD a. 2011 Annual average was 0.831 MGD B. Seasonal Permit?? – George Reese states that we have a seasonal Wastewater permit and I think we should have a seasonal water permit as well. Bill Lovett states they will work on that. IV. WATERSHED PROTECTION PLAN A. Submitted to EPD on October 27, 2011 B. Approved by Council December 8, 2011 C. Under review by EPD V. T – SPLOST A. Voting July 31, 2012 B. $120,000± per year for 10 years – estimated Tybee unencumbered funds C. Any transportation related project is eligible D. Planning 1. Diane Schleicher states that Joe Wilson already has a pretty good plan of roads that need to be resurfaced. 2. Paul Wolff states that the big news on the T-SPLOST, if it passes, both the Bull River Bridge and Lazaretto Bridge are on the “short list” of priorities, for widening and bike paths. 3. Diane states Jones Ave could be put on the list of repaving. The ones on the list have been those that have new water lines, the drainage has been addressed and sewer. Diane asked do you want to look at adding a shoulder for biking and walking to Jones. 4. Barry Brown motioned to make the paving of Jones Ave a priority. Tom Groover seconded. 5. Paul Wolff called a break in the meeting. Meeting will resume at 5:00. 6. Paul Wolff called the meeting to order. Bill Nicholson and Bill Lovett joined the meeting. VI. GEFA LOANS A. Georgia Fund 1. Loan rate at 3.13% B. SRF Loans 1. Clean Water and Drinking Water loan rates at 2.13% 2. Water Conservation SRF project loan rate at 1.13% a. List of possible water conservation projects VII. GOVERNOR’S WATER SUPPLY PROGRAM A. Purpose is to assist local governments with developing new sources of water supply B. Loan rates 3.13% C. Application workshop – March 2, 2012 D. Application deadline – April 30, 2012 With no further business to discuss, Paul Wolff adjourned the meeting. There may be quorum of city council members present which would constitute a meeting.
