HomeMy Public PortalAbout05-07-20 AgendaMAY 7, 2020 The Agenda Meeting of the Mayor and Council of the Borough of Carteret, preceding the Regular Meeting May 21, 2020, was held May 7, 2020, 6:00 p.m. remotely, via telephone call -in. The following were noted present: Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Ajmar Johal " Randy Krum " Susan Naples Also noted present were Carmela Pogorzelski, Acting Municipal Cleric and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of silent prayer and the Pledge led by Councilmember Krum. The 2020 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on December 31, 2019. Notice was published in The Home News Tribune and the Star Ledger on January 7, 2020. Notice of tonight's meeting was sent to The Home News Tribune, posted on the Borough's website, bulletin board and the doors of the Memorial Municipal Building on April 3, 2020. Notice was published in The Home News Tribune on April 7, 2020. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Mayor Reiman explained the call -in process. Upon MMS &C by Councilnrembers Bellino and Krum and unanimous affirmative vote of the fill membership present, the minutes of April 23, 2020 were approved as transcribed and engrossed by the Clerk. AGENDA MEETING ROLL CALL PRAYER, PLEDGE OF ALLEGIANCE STATEMENT OF MEETING NOTICE APPROVAL OF MINUTES MAY 7, 2020 (continued) ORDINANCE, #20 -9 The Clerk stated that Ordinance #20 -9 was introduced and adopted on AMENDING First Reading on March 5, 2020. It was duly published in the Star CHAPTER 25, FIRE Ledger on April 24, 2020, with notice that it will be considered for DEPARTMENT final passage after Public Hearing to be held on May 7, 2020 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmember Diaz and Bellino and unanimous PUBLIC HEARING affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. Mayor Reiman said this is updating the Code relative to the Fire Department. HEARING CLOSED There being no further comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Bellino and Krum and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Bellino and Krum "AMENDING & SUPPLEMENTING CHAPTER 25 OF THE CODE OF THE BOROUGH OF CARTERET" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Reiman Advertised as Finally Adopted: May 13,202 MAY 7, 2020 (continued) Mayor Reiman said before opening the public portion of the meeting, the Agenda would be amended to add a Resolution Awarding the Bid for the Rehabilitation of the Roosevelt Avenue Pump Station, which would be G -6. He said bids came in a few weeks ago but the Law Department and Engineering Department were vetting the bids to be sure all is were dotted and is were crossed; the low bid was Coppola and asked Mr. Bergen for a brief report. Robert Bergen, Law Director said our Ordinance requires anyone who bids on public works projects in the Borough is required to have a certified public works apprenticeship program that is approved by the New Jersey Department of Labor and the United States Department of Labor. He said they reviewed all bids and the top three bidders have a qualifying program according to the law. Mayor Reiman asked Mr. Bergen if he did all the research and if they have met all state, federal and local ordinances with regard to this and if we have no choice; award to the lowest bidder. Mr. Bergen said yes, we have no choice but to award to the low bidder. Mayor Reiman asked for a motion to amend the Agenda to add G -6, Awarding Bid for the Rehabilitation of the Roosevelt Avenue Pump Station. Upon MMS &C, by Councilmembers Bellino and Diaz and unanimous affirmative vote of the full membership present, the Agenda was amended to add G -6. A copy of each Resolution was placed on the table for public review prior to the meeting in accordance with the Rules of Council and upon MMS &C, by Councilmembers Diaz and Naples and unanimous affirmative vote of the full membership present, the meeting was opened for public input on all Resolutions /Agenda items and new business. There being no comments or objections to the Resolutions /Agenda items or new business, upon MMS &C, by Councilmembers Krum and Diaz and unanimous affirmative vote of the fall membership present, the public discussion portion of the meeting was closed. CONSENT AGENDA Mayor Reiman asked for a motion on the Consent Agenda as Amended. Resolutions #20 -79 through #20 -84 were introduced by Mayor Reiman and referred to the Council for action. Upon MMS &C, by Councilmembers Diaz and Bellino, all bills PAYMENT OF BILLS appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Reports: 1. Inspection of Buildings — April 2020 2. Board of Health —April 2020 Upon MMS &C, by Councilmembers Diaz and Bellino, and unanimous affirmative vote of the full membership present, all reports were ordered to be received and placed on file.
