CITY OF TYBEE ISLAND
APRIL 12, 2012
5:00 P.M.
ATTENDEES: Paul Wolff, Danny Carpenter, Diane Schleicher, Tom Groover, George
Reese, Barry Brown, Jennifer Oetgen, Gus Bell Jr. and Bill Nicholson.
Approve the minutes of the previous meeting – Paul Wolff called the meeting to order and
asked for a motion to approve the minutes from the previous meeting. Tom Groover
moved to approve; Barry Brown seconded.
New Business:
I. Status of Georgia Power Upgrades
A. Georgia Power representative stated that they plan to have their current
upgrades completed by the middle of May.
B. The final phase to upgrade from the power station to Hwy 80 on Jones Ave
should be done in June and completed by the end of July; because of tourist
season, it may be postponed.
C. There are plans for parking and landscaping around the sub-station.
Old Business:
I. WATERSHED PROTECTION PLAN
A. HGBD Resubmitted to EPD (minor comments) – HGBD concurred with
EPD’s comments.
II. WASTE WATER TREATMENT PLANT
A. 5-Year CIP – Diane Schleicher passed out copies of the 5 year Wastewater
Treatment Plant Improvements.
III. HISTORIC BUTLER AVENUE TE GRANT
A. Updated construction cost estimate
1. Barry Brown made a motion to let HGBD go ahead and get their hard
numbers together but cut out some items, such as striping. Tom
Groover seconded.
B. Engineering Fee Proposal
1. $24,000 as stated in the hand out from HGBD
2. Tom Groover made a motion to approve the $24,000 Engineering Fee.
Barry Brown seconded.
IV. HISTORIC RAILS TO TRAILS TE GRANT
A. Thomas and Hutton Engineering Fee Proposal
1. Hand-outs passed out for fee proposal include 8ft. wide bike trail to
begin at Byers St. and head west approximately 5,850 linear ft. They
estimate the cost at $25-$30/linear ft. Projected total to include any
misc. fees which may arise, such as printing, will cost $152,000-
$153,000.
2. Diane Schleicher states that Georgia Power is interested in
contributing to the project as they will need access along the bike path
and possibly a turnaround “T” for their vehicles.
B. HGBD Amended Engineering Fee Proposal
1. Hand-outs passed out for fee proposal. Bill Nicholson stated that the
full project total would be $357,000. He also noted that the grant
amount is $200,000 plus 20% matching by the City of Tybee.
C. The Infrastructure Committee is going to take time to look over both
proposals and they plan to have a decision made at the next meeting.
With no further business to discuss, Tom Groover motioned to adjourn.
All other members were in favor.
A quorum of city council members may be present which would constitute a meeting.
