AUTHORIZING A PROFESSIONAL ENGINEERING AND SURVEYING SERVICES
CONTRACT WITH CME ASSOCIATES, FEE ESTINIA.TE FOR THE
NJDOT FY 2020 LOCAL FREIGHT IMPACT FUND GRANT
IMPROVEMENTS TO MILIK AND MINUE STREETS
WHEREAS, the Borough of Carteret is in need of specialized engineering and surveying
services in connection with the NJDOT Fiscal Year 2020 Local Freight Impact Fund Grant
Program with regard to Improvements to Milik and Minue Streets; and
WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731, possesses the
requisite experience and expertise to provide said services; and
WHEREAS, CME Associates has submitted a proposal to provide said services at a total cost not
to exceed $139,000.00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said
purpose. Acct. #
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough of
Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from CME Associates for engineering services related to the
NJDOT FY 2020 Local Freight Impact Fund Grant Program with regard to
Improvements to Milik and Minue Streets at a cost not to exceed $139,000.00 is
hereby approved.
2. This action is approved as an award of a professional services contract pursuant
to N.LS.A 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open
Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purehasing.Department,
the Borough Director of Engineering and CME Associates.

Dear John:
We are pleased to present our estimate of fees for professional engineering services for the above -
referenced project.
We understand that the Borough has long sought funding to effectuate improvements to Milik Street
and Minus Street which are major truck routes for commercial traffic associated with NJ Turnpike Exit
12 and the millions of square feet of warehouse and distribution space in West Carteret.
In 2019 our office conducted traffic and speed studies along the roadways in support of the Borough's
application to the NJDOT's Local Freight Impact Fund (LFIF). The purpose of the LFIF program is to
provide assistance to municipalities whose roadways are affected by heavy truck traffic associated
with warehouses, shipping, and port terminals. This study concluded that Milik and Minue Streets saw
average daily traffic (ADT) counts of 2,276 and 13,784, respectively, with large truck traffic
percentages of 32% and 37 %, respectively, exceeding the minimum 10% criterion.
Our office prepared a scope of work, cost estimate, and grant application to the LFIF for necessary
improvements to these roadways. The preliminary construction estimate for the reconstruction and
resurfacing of the roadways as submitted to the NJDOT was approximately $4,032,000. NJDOT
awarded a grant in the amount of $3,000,000 toward these improvement efforts. These improvements
will be a continuation of a previous project undertaken by the Borough and our office to reconstruct
and correct drainage issues along the eastern section of Milik Street and Bryla Street.
The improvements will include the following:
• A combination of mill & overlay or full reconstruction as needed of the existing roadways;
• Realignment of the 'S' curve along Milik Street at the former Conrail grade crossing to improve
roadway geometry for truck circulation. The project limits for Milik Street are from the limits of the
Phase I project to Blair Road;

• Filling of Minue Street at the location of the former Conrail overpass;
• Concrete curb and storm sewer removal and replacement where required to improve drainage;
• Driveway apron, sidewalk, and handicap ramp reconstruction where required;
• Installation of sidewalk in designated areas;
• Storm sewer improvements along Milik Street;
• Miscellaneous drainage repairs including installation of bicycle safe grates and 'ECO' castings in
accordance with NJDEP Stormwater Regulations.
• Guide rail replacement; and,
• Traffic striping and signage
With this being said, we anticipate that the following tasks will be required:
A) Survey and Base Mau Phase Services — We will prepare a base map to be utilized during the
design phase services for Milik and Minue Streets. The base map will include Geographic
Information System (GIS) mapping along with supplemental information, as necessary, to prepare
construction plans. The supplemental information will use NAD83 horizontal and NAVD 88 vertical
datum and will include:
1. Top of curb and gutter grades;
2. Roadway centerline grades;
3. Location of existing physical features;
4. Areas of proposed drainage repairs, as needed; and
5. Driveway aprons and handicap ramp locations.
B) Utility Inspectlon Phase Services — We will develop a plan of utilities within the limits of the
project to be reviewed and inspected prior to construction. This scope of work will include
developing an RFQ for sanitary sewer inspection contractors to perform CCTV inspections of
approximately 3,500 feet of lines within the limits to determine if additional maintenance or repairs
will be required. This phase budgets approximately three (3) days of sewer cleaning and
inspection.

C) Design Phase Services — This work will consist of the preparation of construction plans and
quantities. The services have been divided into tasks as detailed below:
1. Perform site visits and collect existing site information and assess conditions;
2. Coordinate with utility companies for possible upgrades;
3. Prepare Construction Plans, including:
L Cover Sheet and Legend;
ii. Construction Plans, Profiles, and Cross Sections
Iii. Storm Sewer Plans and Profiles
iv. Striping and Signage Plans
V, Soil Erosion and Sediment Control Plans and Details
vi. Traffic Control Plans
vii. Construction Details
4. Prepare Specifications in accordance with NJDOT and Borough standards;
5. Prepare Construction Cost Estimate; and,
6. Submit plans and specifications to NJDOT for review and authorization to bid.
D) Permit Phase Services — This work will include the preparation and submission of permit
applications to outside agencies for review and approval. The roadway work will require
coordination with the NJDOT Local Aid Office and the Freehold Soil Conservation District.
NJDOT Loc al Aid District III — As the project will be the recipient of NJDOT funding, our office
will coordinate with the NJDOT Local Aid office to receive authorization to bid the project,
review pre- construction and post- construction submissions and process payment vouchers to
ensure the project is carried out within the requirements of the funding body. Work in this
phase will also include the preparation of an EO -215 Environmental Assessment form as
construction costs exceed $1,000,000.
2. Freeh Soil Conservation D istrict (FSCD) — As the project involves the disturbance of more
than 5,000 square feet of soil, our office will prepare an application to FSCD as well as obtain
a Construction Stormwater Permit from the NJDEP.
E) Bid Phase Services — Work in this phase will provide the following services to publicly bid the
project in accordance with the Local Public Contracts Law:
1. Provide bid documents to prospective bidders as needed;
2. Answer prospective bidder's requests for information;

5. Analyze responsible bids and recommend contract award

F) Construction Phase Services — Generally, we prefer to quote services for construction phase
upon the completion of the Bid Phase as the ultimate cost for our services will depend upon a
number of factors including the final design, the contractor to whom the contract is awarded and
the desired level of construction observation required. The following services will be provided
under this phase:
1. Contract preparation including review of bonds, Insurance certificates, and project manning
reports;
2. Attend preconstruction meeting;
3. Provide assistance with interpretation of the contract documents;
4. Review shop drawings for site - related items;
5. Provide daily construction observation services and prepare contractor punch lists; and,
6. Review and approve monthly progress pay estimates
We will provide the necessary engineering services as described above based upon the cost
breakdown as noted below:

Any work not specified as listed in the above phases shall be considered additional services and
will be invoiced at the time said work is authorized by the Borough.
Application fees are considered extra and will be requested at time of submission.
The above fee estimates are based on information provided to us by the Borough. Should this fee
estimate meet your approval, please provide our office with a professional services agreement or
Resolution as an indication of the work to proceed. In the meantime, should you have any questions
