HomeMy Public PortalAboutCouncil on Aging Board -- 2022-11-17 MinutesMinutes of Brewster Council on Aging Advisory Board Meeting November 17, 2022 Present: Denise Rego, Director, Co-chairs Andrea Nevins and Sharon Tennstedt, Annie Rapaport (COA Program Coordinator), Honey Pivirotto (Fin Com Liaison), Laura Usher, Steve Holmes, Penny Holeman, Jill Beardsley Absent: Cindy Bingham, Jay Greene Meeting called to order and Governors' Orders read by Andrea Nevins at 1:00 pm Documents and ex1 Minutes of October 20, 2022, Meeting Agenda, Directors' Report, Action Plan Implementation FY23, Brewster CPC Application Minutes of October 20, 2022 were unanimously accepted. DIRECTORS' REPORT: I See Report - Denise noted that she and Tom Thatcher are working on a plan of building usage in order to conserve fuel oil this winter There was discussion of the details of Regina's job and how well she handled individual needs and difficult issues. • Program Reports - Most program - There is a planned Market Basket and Christmas Tree shopping trip planned in February. Retirement Party for Denise at the COA is scheduled for January 27th at 1:00 pm. All other programs are on schedule (see list). Sharon mentioned that the town has a goal to set up a centralized volunteer program and that the work already accomplished by the COA will be helpful in i their planning. Andrea asked about the emergency supply of food in the event of storms this winter. Denise said that the COA has a supply ready and a replenishment plan is in place. Needs Assessment, Update on UMass contract for needs assessment and development for the next 5 -year Action Plan. Sharon mentioned that June is the end of the current 5 -year plan and it will be tight to get the Wass assessment done and the resulting work will be compressed. r Committee Reports The COA Annual Report needs to be completed for the end of January submission. We will discuss at the next board meeting in December. 11 - Grant Options: Sharon has set up the CPC Grant application for the benches and picnic tables for Freemans Way Field, which was approved by the board for Denise to submit to the CPC. There was more discussion on the possible Realtor Grant for Brewster Road and the new housing area, with an addition of a small library kiosk, more benches and lighting. A sub -committee will be formed to address this and other issues for the grant application. - A park area was discussed for Brewster Road. - Recreation Committee: Recreation spent $2,000 to repair a defective playground area at Drummer Boy Park. A question was asked if the town has a budget for the park. Tennis and Pickleball court upgrades have been completed. Work to repair the deteriorated shed at the courts was completed by Tom Thatcher. - Al Ryone is the new voting member for the Pond Property. - Vision Plannin��Committee: At the Town Meeting, the proposal for structural work at Drummer Boy Park included a boardwalk to Wing Island." This was voted down by several attendees. The decision was made to bring the LCP back to the Vision Planning Committee. - Bay Property Committee: There was a discussion on the opening of the pool on the property to Brewster resident only. i A Parking lot is'to be developed for 50 cars along with access roads. An event for walking (Senior Striders) is to be established in the spring. - Board of Health: The committee is working on identifying older septic systems as there are new regulations coming from the state `Which will be more stringent on town waste water discharge. Finance Committee: Meeting called�for November 30 to discuss the huge impact of cost to Nauset Regional High School. Need to have people come to the meeting as they did with the Drummer Boy Park meeting. i r - Housing Committee - Laura shared the Jill Scalese wanted to thank the COA for involvement in the Community Housing Forum. Over 50 people attended the Forum. - Brewster Woods has begun accepting applications for occupancy. Construction will be completed in 2022 and occupancy will occur in 2023. - Permitting for the new housing area will be in December for the new affordable housing mentioned last month. ' - Assistance Funds are still available for rehab and upgrades. - Housing availal?ility is up over last year.
