EXECUTIVE SESSION MINUTES
PLACE: Remote Participation
REMOTE PARTICIPANTS: Chair Bingham (joined at 5;52pm), Vice Chair Whitney, Selectperson Chaffee,
Selectperson Hoffmarn, Selectperson Chatelain, Town Administrator Peter Lombardi, Human Resources
Director Susan Broderick.
Vice Chair Whitney called the meeting to order at 5:50pm and read the meeting participation and recording
statements. A quorum was declared, with members of the Select Board announced.
Selectperson Chatelain moved to enter executive session. Selectperson Chaffee second. A roll call vote was
taken. Selectperson Chatelain-yes, Selectperson Chaffee -yes, Selectperson Hoffmann -yes, Vice Chair
Whitney -yes. The vote was 4 -Yes, 0 -No.

Chair Bingham joined �i:he meeting at 5;52pm. All Select Board members and Peter Lombardi recited the
following statement: "No other person is present or able to hear the discussion at this remote location."

Mr. Lombardi noted that the OPEIU has a step system in place, not merit based, but based on longevity for
about 4.5years. The cdntract is silent as to the extent to which you can bring new hires in at a step other
than step 1. On almost all occasions positions have been posted with a range of salaries with• up to generally
the 4th or 5th step to provide flexibility to place them on a step that coincides with their work experience. Mr.
Lombardi noted that part of doing this is to make sure the Town is competitive. The union has raised an issue
with this process, as i� was not in the contract. Mr. Lombardi noted that since the contract was silent on this
topic, it was a management right. The union's point is that the step scale is there for a reason, when hiring
new employees that a;re placed above step 1 it can impact people currently in the role who may then be paid
less than the new hire;; an internal equity issue. When this occurred, the current employees in the same
grade and step were reviewed and management was sensitive to it and used discretion.
As a reasonable comp;�omise, which gives the Town the ability effectively to continue to post for positions up
to step 3 within the scale for the next year and a half and up to step 4 starting in July of 2023.
Selectperson Chatelain moved to return to Open Session at 5;54pm. Selectperson Hoffmann second. A roll
call vote was taken. Selectperson Chaffee -yes, Selectperson Whitney- yes, Selectperson Chatelain-yes,
Selectperson Hoffmann -yes, Chair Bingham -yes. The Board vote was 5 -Yes, 0 -No.
