A quorum was declared, with all five Select Board members present. Chair Bingham read the meeting participation and recording statements. Executive Session • To conduct strategy sessions in preparation for negotiations with nonunion personnel or to conduct collective bargaining sessions or contract negotiations with nonunion personnel (Police Personnel Bylaw; Fire Chief) • To discuss strategy with respect to collective bargaining if an open meeting may have a detrimental effect on the bargaining position of the public body and the chair so declares (SEIU Library Union) Selectperson Chatelaih moved to enter executive session, the Board will return to open session. Selectperson Hoffmann second. A roll call vote was taken. Selectperson Chaffee -yes, Selectperson Whitney - yes, Selectperson Chatelain-yes, Selectperson Hoffmann -yes, Chair Bingham -yes, The Board vote was 5 -Yes, 0 -No. I All Select Board members, Peter Lombardi and Susan Broderick recited the following statement: "No other person is present or able to hear the discussion at this remote location." { Mr. Lombardi noted that the Police Personnel bylaw is for those employees (executive assistant, animal control officer, dispat' hers, and command staff) who are not included in the two collective bargaining agreements for the Police Department. The command staff was informally including in the personnel bylaw; however, part of the process has been to formalize their inclusion and wage scale. Based on the recommendations thdt the consultant provided, the data was reviewed and extrapolated, the intent is to mirror a similar wage ykale, steps, and grades to the personnel bylaw. This includes a 10 -step system, with a 3% increment betweeh steps, and proposed 3 grades for the civil positions. Included in packet is information on costing relative to the incremental costs to FY22. As well as funding for both these changes as well as the library employees who were impacted by the Compensation and Classification plan in the FY23 operating budgets. As a reminder in the F4Y23 budget, we included $40,000 in contractual obligations as the last couple of pieces implantation of the study. Once approved we moved the funding for the increase into the police budget and the library budget. For the three civilian positions, the changes included in the new wage scale are retro back to July 11 2022, For the Lieute" nant position and Detective Sargent these will take effect July 1, 2023. r. Lombardi reviewed that Fire Chief Moran's contract ends June 30th, Performance evaluation is P nmnleted by the Town Administrator this as completed last eek and had good discussion, the feedback s all very positive, an Mr. Lombardi stated that Chief Moran is excellent at his job. A new 3�year contract is proposed, the salary doesn't include any additional adjustments for FY23 beyond what he is eligible for in his current contract, a 2% merit increase and a 2.7% COLA (same as all other Town employees), For FY 24 and FY25 the contract foll ws the applicable cost of living adjustments and eligible for a 2% merit, same as the Police Chief. Mr. Lombardi noted that in discussion Chief Moran noted his retirement before the end of the 3�year contract, There is no exact date, but we should have at least one full year from the start of this contract, Chief Mora will provide sufficient time for the Town to go through the process. r. Lombardi noted that with the Library Union SEIU, there is a contract in place, and these changes are to mplement the recommendations from the Compensation and Classification study. The process involved working with the barg ; aining unit, their steward and involved the Brewster Ladies Library Association board as they are the signat6ry on this particular employment agreement. This standardizes the increment between steps at 3%, 4 includes a 10�step scale and made a series of adjustments to positions to bring them to the next nearest step.� A couple positions were increased above the initial recommendations of the study to t Mbilities. The union took a ratification vote, and the Ladies Library Association board reflect their IT respon' I 1 0 a I authorized the new aireement. This will retro back to July 1 of this fiscal year, we have shifted the funding in the FY23 budgeL I I Uillcontractual obligations to the library budget, a difference of about $13,000. Mr. Lombardi noted t at these are the last two elements to fully implement the recommendations from the Compensation�ancl Classification study across the entire organization.
