AN ORDINANCE AMENDING SECTION 1 "ANIMAL SHELTER
ADVISORY BOARD", SECTION 2 "ECONOMIC
DEVELOPMENT ADVISORY BOARD", SECTION 4 "CRIl1~iE
PREVENTION ADVISORY BOARD", AND SECTION 6 "KEEP
RICHLAND HILLS BEAUTIFUL COMMISSION", ALL OF
CHAPTER 13 "ADVISORY BOARDS" OF THE CODE OF
ORDINANCES OF THE CITY OF RICHLAND HILLS, TEXAS,
AS AMENDED; RELAXING MEETING REQUIREMENTS FOR
THE ANIMAL SHELTER ADVISORY BOARD; PROVIDING FOR
ALTERNATE MEMBERS TO THE ECONOMIC DEVELOPMENT
ADVISORY BOARD; PROVIDING FOR AT LARGE MEMBERS
ON THE CRIlVIE PREVENTION ADVISORY BOARD; AND
PROVIDING FOR ALTERNATE MEMBERS ON THE KEEP
RICHLAND HILLS BEAUTIFUL COMMISSION; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING SAVING CLAUSE AND
AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Richland Hills, Texas, has reviewed
the City's ordinances concerning advisory boards, commissions and committees; and
WHEREAS, after such study, the City Council has found and determined that the
following revisions to certain ordinances concerning City boards, commissions and
committees will best serve the health, safety and welfare of the citizens of the City
• of Richland Hills, Texas.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF RICHLAND HILLS, TEXAS:
I.
That Subsection E "MEETINGS, RULES OF PROCEDURE AND QUORUM" of
Section 1 "ANIMAL SHELTER ADVISORY BOARD" of Chapter 13 "ADVISORY
BOARDS" of the Code of Ordinances of the City of Richland Hills, Texas, as
amended, be hereby amended to hereafter be and read as follows:
E. MEETINGS. RULES OF PROCEDURE AND QUORUM
The Board shall hold meetings every quarter at a time and place
designated by a majority vote of the members. The Board shall, in all
matters of procedure, be governed by Robert's Rules of Order, and may
adopt such additional rules of procedure as it may deem necessary. A
majority of the currently appointed members shall constitute a quorum for
the transaction of business. (A quorum is one more than half the currently
appointed members.

That Subsection B "COMPOSITION, APPOINTMENTS AND TERMS OF
• MEMBERS" of Section 2 "ECONOMIC DEVELOPMENT ADVISORY BOARD" of
Chapter 13 "ADVISORY BOARDS" of the Code of Ordinances of the City of Richland
Hills, Texas, as amended, be hereby amended to hereafter be and read as follows.

• B. COMPOSITION. APPOINTMENTS AND TERMS OF MEMBERS
(1) The Economic Development Advisory Board shall be composed of ten
(10) regular members who shall hold designated places la, lb, 2a, 2b,
3a, 3b, 4a, 4b, Sa and Sb, along with two (2) alternate members who
shall be appointed "at large" and not by Council place. Each
councilmember shall be entitled to nominate persons to serve on said
board in the numbered place corresponding to the numbered place on
the City Council held by said councilmember. Any councilmember
may appoint an at-large alternate member. Both alternate members
shall be registered voters within the City on the date of
appointment. Alternate members shall serve two-year terms. All
nominations shall be approved unless rejected by the affirmative
vote of four (4) councilmembers. Regular members shall be
appointed according to council places 1 through 5. Their term
coinciding to the respective councilmember term. All appointments
to boards, commissions, and committees shall be made by the City
Council.
(2) Any three (3) regular places may be held by persons not registered to
vote within the City but having business interests within the City.
(3) The city staff representative to the board shall be the City Manager
or his designated representative.
III.
• That paragraph (1) of Subsection B "COMPOSITION, APPOINTMENTS AND
TERMS OF MEMBERS" of Section 4 "CRIME PREVENTION ADVISORY BOARD" of
Chapter 13 "ADVISORY BOARDS" of the Code of Ordinances of the City of Richland
Hills, Texas, as amended, be hereby amended to hereafter be and read as follows:

(1) The Crime Prevention Advisory Board shall be composed of eight (8)
members, five (5) of whom shall hold designated places numbered la
through Sa, and shall serve terms corresponding to the term of office
of the councilmember making the appointment. Each councilmember
shall be entitled to nominate persons to serve on said board in the
numbered place corresponding to the numbered place on the City
Council held by said councilmember. The other three (3) members
shall be appointed at-large by any councilmember for two-year
terms. All nominations shall be approved unless rejected by the
affirmative vote of four councilmembers. All appointments to
boards, commissions and committees shall be made by the City
Council.
IV.
That paragraph (1) of Subsection B "COMPOSITION, APPOINTMENTS AND
TERMS OF MEMBERS", together with Subsection E "MEETINGS, RULES OF
PROCEDURE AND QUORUM" of Section 6 "KEEP RICHLAND HILLS BEAUTIFUL
• COMMISSION" (formerly Clean City Commission) of Chapter 13 "ADVISORY
BOARDS" of the Code of Ordinances of the City of Richland Hills, Texas, as
amended, be hereby amended to hereafter be and read as follows:

B. COMPOSITION. APPOINTMENTS AND TERMS OF MEMBERS
(1) The Keep Richland Hills Beautiful Commission shall be composed of
ten (10) regular members who shall hold designated places la, lb, 2a,
2b, 3a, 3b, 4a, 4b, Sa, Sb, and who shall serve terms corresponding to
the term of the appointing councilmember. Each councilmember
shall be entitled to nominate persons to serve on said commission in
the numbered place corresponding to the numbered place on the City
Council held by said councilmember. In addition, there shall be three
alternate members appointed at large for two-year terms, who need
not be registered voters within the City. One of these alternate
members shall be a representative of the Birdville Independent
School District, one shall be a representative of the City's waste
disposal franchisee, and the third shall be a member of another City
board, commission or committee. Any councilmember may appoint
alternate, at-large members. All nominations shall be approved
unless rejected by the affirmative vote of four (4) councilmembers.
All appointments to boards, commissions and committees shall be
made by the City Council.
E. MEETINGS. RULES OF PROCEDURE AND OUORUM
The commission shall hold meetings regularly at least one each month at a
time and place designated by the majority vote of the members. The
commission shall, in matters of procedure, be governed by Robert's Rules
of Order, and may adopt such additional rules of procedure as it may deem
• necessary. A majority of the currently appointed regular members shall
constitute a quorum for the transaction of business. (A quorum is one
more than half the currently appointed regular members).
V.
Severability Clause. That it is hereby declared to be the intention of the City
Council that the sections, paragraphs, sentences, clauses and phrases of this
ordinance are severable, and if any phrase, clause, sentence, paragraph or section of
this ordinance shall be declared invalid or unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such invalidity or unconstitutionality
shall not affect any of the remaining phrases, clauses, sentences, paragraphs and
sections of this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such invalid or
unconstitutional phrase, clause, sentence, paragraph or section.
VI.
Saving Clause. That Chapter 13 of the Code of Ordinances, City of Richland
Hills, Texas, as amended, shall remain in full force and effect, save and except as
amended by this ordinance.
VII.
Effective Date. This ordinance shall be in full force and effect from and after
• its passage and publication as provided by the Richland Hills City Charter and the
laws of the State of Texas.
