Sealed bids for the Rehabilitation of two water tanks will be received at the Office of the
Town Manager, Brewster Town Hall, 2198 Main St., Brewster, MA 02631 until the time
specified below at which time the bids will be publicly opened and read.
Bidding documents are available in electronic PDF file format and hard copy format.
Electronic file can be obtained by contacting Haley Ward, Inc. at (978) 648-6025
aford@haleyward.com. Hard copy documents may be obtained from the office of Haley Ward,
Inc. 63 Great Road,0 Suite 200, Maynard, MA 01754-2097, 8:00 A.M. to 4:30 P.M. local time,
Monday through Friday, and may be reviewed at the Office of the Town Manager Monday
through Friday between 8:30 a.m. and 4:00 p.m.
Hard copy set of the Bidding Documents may be obtained for a deposit of Fifty Dollars
($50.00) or Twenty Dollars ($20.00) for plans only in cash or check, made payable to Haley
Ward, Inc. This deposit will be refunded to document holders of record who return the Bidding
Documents to the Engineer in good condition within fourteen (14) days after the opening of
Bids. All requests for mailing Bidding Documents shall be accompanied by a separate,
nonrefundable handling and mailing fee in the amount of Twenty-Five Dollars ($25.00) in cash
or a separate check made payable to Haley Ward, Inc. One (1) set of Bidding Documents will be
furnished for the deposit and mailing fee stated.
Bids will be opened in the Office of the Town Manager on Wednesday, March 29, 2023,
at 1:00 p.m. local time. Each Bid must be accompanied by a bid security consisting of a BID
BOND, CASH, or, CERTIFIED CHECK issued by a responsible bank or trust company in the
amount of 5% of the bid price.
The project consists of, but is not limited to, providing site protection, power washing, spot
surface preparation and coating rehabilitation of interior and exterior coatings, and application of
exterior high performance overcoat coatings. Standpipe No. 1 is 2.0 million gallon in capacity,
constructed of welded steel plate, and is 61-feet in diameter and 92-feet in height to overflow.
Standpipe No. 2 is 3.0 million gallon in capacity, constructed of welded steel plate and is 76-feet
in diameter and 90.5-feet in height to overflow. The two standpipes are located off Yankee Village
Drive off Route 137 in the Town of Brewster, Massachusetts.
The intent is to complete rehabilitation of both tanks in fall of 2023. The first tank is
scheduled to be taken offline by the first week of September, potentially sooner. Once the first
tank is back online, the second tank will be drained immediately, and work is expected to be
completed by mid-November 2023.
A voluntary Pre-Bid Conference and Site Visit will be held at the Tank Location located
at 23 Yankee Drive, Brewster, MA, on Wednesday, March 15, 2023 at 1:00 p.m, where the
present condition of the tanks and site can be observed.
A performance bond in an amount equal to 100 percent of the total amount of the contract
price with a surety company qualified to do business in the Commonwealth of Massachusetts
will be required for the faithful performance of the contract, as well as a labor and materials bond
in an amount equal to 100 percent of the total contract price.
All bids for this project are subject to applicable public bidding laws of Massachusetts,
including, but not limited to G.L. c.30, §39M.
Attention is directed to the minimum wage rates to be paid as determined by the
Commissioner of Labor and Workforce Development and the weekly payroll record submittal
requirements under the provisions of Massachusetts General Laws, Chapter 149, Section 26
through 27D inclusive.
Selection of the contractor will be based upon bidder qualifications, including evidence
of past performance in similar projects, and bid price. The contract will be awarded to the bidder
deemed by the awarding authority to be the lowest responsible and eligible bidder, provided
construction funding is approved at the Spring Town Meeting on May 1, 2023.
The bidder agrees that its bid shall be good and may not be withdrawn for a period of 45
days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids.
The Town reserves the right to waive any informalities, to accept or reject, in whole or in
part any or all bids, or take whatever other action may be deemed to be in the best interest of the
Town.
