Constable of the Town of Brewster
Greetings:
In the race of the Commonwealth of Massachusetts you are hereby directed to
notify and warn the inhabitants of the Town of Brewster qualified to vote in Town
affairs to meet in the Nauset Regional Middle School gymnasium on Monday, the
tenth day of May next at seven o'clock in the evening, then and there to act on
the following articles:
ARTICLE 1. To act on the Annual Report of the Selectmen and other Town
Officers.
ARTICLE 2. To hear the report of any special committee.
ARTICLE 3. To see if the Town will vote to authorize the Town Treasurer,
with the approval of the Selectmen, to borrow money from time to time in antici-
pation of the revenue of the financial year beginning July 1, 1976, in accordance
with the provisions of General Laws, Chapter 44, Section 4, and to issue a note
or notes therefore, payable within one year, and to renew any note or notes as may
be given for a period of less than one (1) year in accordance with General Laws,
Chapter 44, Section 17.
ARTICLE 4. To see if the Town -will vote to raise and appropriate as payment
due, the sum of Two Hundred Forty-two and 43/100 ($242.43) Dollars for the year
1975, under the provisions of Chapter 32, Section 59A of the General Laws, and
authorize the Town Treasurer to pay said appropriation to the Town of Arlington,
Mass. , said Chapter referring to the non-contributory pension payments made to
veterans.
ARTICLE 5. To see if the Town will vote to raise and appropriate, as payment
due, the sup. of Five Hundred Nineteen and 10/100 ($519.10) Dollars for the year
1975, under the provisions of Chapter 32, Section 59A of the General Laws and
authorize the Town Treasurer to pay said appropriation to the Commonwealth of
Massachusetts, said Chapter referring to the non-contributory pension payments
made to veterans.
ARTICLE 6. To see if the Town will vote to raise and appropriate the sum
of Twelve Hundred ($1,200.00) Dollars for the period from. July 1, 1976 to June
30, 1977, under the provisions of Chapter 944, Sections 1 and 2, Acts of 1971,
an Act providing that cities and towns grant an annual pension to certain retired
teachers and that the Commonwealth reimburse said cities and towns for the amount
of all such pensions.
ARTICLE 7. To see if the Town will vote to transfer from Federal Revenue
Sharing Funds the sum of Thirty Thousand ($30,000.00) Dollars to pay the principal
due December 1, 1976 on the Municipal Purpose Bond (Fire - Police Station and Land
for the Municipal Disposal Area) .
ARTICLE 8. To see if the Town will assume liability in the mammer provided
by Section 29 of Chapter 91 of the General Laws, as amended by Chapters 516 and
524, Acts of 1950 for all damages that may be incurred by work to be performed by
the Department of Public Works of Iiassachusetts for the improvement, development,
maintenance and protection of tidal and non-tidal rivers and streams, harbors,
tide-waters, foreshores and shores along a public beach outside Boston Harbor, in-
eluding the Merrimack and Connecticut Rivers, in accordance with Section 11 of

Chapter 91 of the General Laws, and authorize the Selectmen to execute and deliver
a bond of indemnity therefore to the Commonwealth.
ARTICLE 9. To see if the Town will vote to authorize and instruct the Town
Treasurer to pay the Dog Tax returns from the assessments of 1975 to the Brewster
Ladies' Library Association in accordance with Chapter 1.40, Section 1.72.
ARTICLE 10. To see if the Town will vote to transfer from Available Funds
in the Treasury, funds received from the Commonwealth, the sum of One Thousand
($1,000.00) Dollars to the Brewster ladies' Library Association.
kRTICLE ll. To see if the Town will vote to raise and appropriate the sum
of Five Hundred ($500.00) Dollars to be added to the Conservation Fund.
ARTICLE 12. To see if the Town will vote to raise and appropriate the stem.
of Two Hundred Six and 80/100 ($206.$0) Dollars under the provisions of Chapter 358,
Acts of 1954, amended by Chapter 433 of 1955. Control of Greenhead Fly and autho-
rize.-the Town Treasurer to pay said appropriation into the State Treasury.
ARTICLE 13. To see if the Town will vote to raise and appropriate the sum
of One Hundred Fifty-five ($155.00) Dollars for membership dues of the Town in
the Massachusetts League of Cities and Towns for fiscal year ending June 30, 1977.
ARTICLE 14. To see if the Town will vote to adopt the following By-Law:
No person shall fire or discharge any firearms or explosives of any kind within
the limits of any highway, park, or other public property except with the written
permission of the Board of Selectmen or on any private property, except with the
written consent of the owner or legal occupant thereof; provided, however, that
this By-Law shall not apply to the lawful defense of life or property nor to any
law enforcement officer acting in the discharge of his duties. Any person violating
this By-Law shall be punished by a fine of not more than Two Hundred ($200.00)
Dollars for each offense.
ARTICLE 15. To see if the Town will vote an expression of opinion in the
form of a Resolution regarding the Old King's Highway Regional Historic District
Act as established by Chapter 470 of the Acts of 1973 and amended by Chapters 298
and 845 of the Acts of 1975 as follows:
Whereas the Act allows by Section 2 the inclusion of more than 95% of the
land area of Brewster and all but twelve of the more than four hundred roads in
Brewster.
whereas the Act by Section 3 governs the exterior architectural feature of
all buildings and structures visible from all public places and all but twelve M ,
ways within the Town.
Whereas the Act by its entirety does not allow for any areas within the
district to be considered in a different .manner than any other regardless of
locations within the Town or their proximity to buildings, areas, or landmarks
compatible with the historic, cultural, 'Literary, and aesthetic tradition of
Brewster, as it existed in the early days of Cape Cod.
Therefore, be it resolved that the Chairman of the Brewster Old King's
Highway Regional. Historic District Committee as a member of the Old King's
Highway Regional Historic District Commission as established by Section 4 of the
Act be instructed to inform the Commission:
1. That the Town of Brewster shall for the purpose of this Act be
divided into three (3) zones consisting of Zone A, the area
visible from streets which have been determined to be of
historic and scenic value to the Towh, including residential,
commercial, municipal, State and Federal Government owned areas;
Zone B, the area abutting Zone A providing buffer areas between
Zone A and Zone C, areas bordering arterial streets or roads into
the Town, undeveloped sub-divisions and sub-divisions which all
buildings to date have had Certificates of Appropriateness issued,
including residential, commercial, municipal, State and Federal
Government owned areas; Zone C, the areas of Dickerson 'ark not
visible from Zone A, disposal area, developed sub-divisions, resi-
dential, commercial, municipal, State and Federal Government owned
areas.

2. That the Brewster Old King's Highway Regional. Historic District
Committee shall in their deliberations consider each zone indepen-
dent of each other zone but each building and/or structure within
a zone in the same manner, always keeping in mind the best interests
of the Town of Brewster.
3. That the Brewster Old King's Highway Regional Historic District
Committee shall continue to maintain the purpose of the Act as
stated in Section 1.
ARTICLE 16. To see if the Town will vote an expression of opinion in the
form of a Resolution regarding the Old King's Highway Regional Historic District
Commission as follows:
Whereas the Act establishing the Old King's Highway Regional Historic
District (Chapter 474 of Acts of 1973 and amended by Chapters 293 and 845 of the
Acts of 1975) allows in Section 14 an apportionment of expenses among the member
towns comprising the district.
Whereas the Act does not regulate the manner in which and for which funds
may be expended.
Whereas the Act does not specify 'what shall be done with surplus funds in.
the Commission Treasury at the end of fiscal years.
Whereas the Act does not require any financial accountability by the
Commission.
Therefore, be it resolved that the Chairman of the Brewster Old King's
Highway Regional Historic District Committee as the member of the Old King's
Highway Regional Historic District Commission as established by Section 4 of
the Act be instructed to request that the Commission:
1. Supply each member town with . . financial statement quarterly.
2. Return, to each of the nine town treasurers their share of any
monies surplus at the end of the fiscal year or decrease each
town's appropriation for the next fiscal year by their share
of surplus funds.
3. Not contract for any professional services without negotiation
and advertising. (Including executive secretary and/or
planners.)
ARTICLE 17. To see if the Town will vote to fix the salary and compensation
of all elective officers of the Town as provided by Section 108, Chapter 41,
General Laws as amended, for the twelve month period beginning July 1, 1976 to
be effective July 1, 3976.
ARTICLE 18. To see if the Town will vote to raise and appropriate such sums
of money as may be deemed necessary to defray Town charges and expenses (excluding
educational funding) for the year July 1, 1976 - June 30, 1977.
ARTICLE 19. To see if the Town will vote to raise and appropriate Five
Hundred Fifty-seven Thousand, Two Hundred Sixty-five ($557,265.00) Dollars to
fund the needs of Brewster Elementary School for fiscal year July 1, 1976 through
June 30, 1977 as follows:
Elementary School Operations $554,382.00
School Committee Iviembers Expense 700.00
Out of State Travel 2,183.00
Grand Total $557x265.00
ARTICLE 20. To see if the Town will vote to raise and appropriate the sum
of Eight Hundred Sixty-eight Thousand, Four Hundred Ninety-nine and 32/100
_.._ ($868,499.32) Dollars to pay the assessment of Nauset Regional School District
for fiscal year ending June 30, 1977.
ARTICLE 21. To see if the Town will vote to raise and appropriate the sum
of One hundred Forty-seven Thousand, Two and 14/100 ($147,002.14) Dollars to pay
the assessment of the Regional Vocational Technical High School for fiscal year
.. ending June 20, 1977.
ARTICLE 22. To see if the Town will vote to raise and appropriate a sum
of money to be used for maintenance and custodial care of the Old Brewster
Elementary School building to cover the period from vacating by the Elementary
School, to the time when the old building is put to new use.
ARTICLE 23. To see if the Town will vote to raise and appropriate a sum
of money for the purchase of office equipment.
ARTICLE 24. To see if the Town will vote to raise and appropriate a sum
of money (about Five Thousand ($5,000.00) Dollars for masonry and stone-work
at the millsite.
ARTICLE 25. To see if the Town will vote to raise and appropriate a sum
of money to repair and resurface Millstone Road, from Route 6A to Pole 181 at
the entrance to Pinewood Drive, a distance of approximately three thousand,
four hundred (3,400) feet.
ARTICLE 26. To see if the Town will vote to raise and appropriate a sum
of money to install drainage on Foster Road.
ARTICLE 27. To see if the Town will vote to raise and appropriate a scars
of money to install drainage on Jonathan's Way.
ARTICLE 28. To see if the Town will vote to raise and appropriate a sum
of money to reconstruct, install drainage and pave with bitwrinous concrete a
section of Tubman Road from Route bA toward Route 124, a distance of approxi-
mately one thousand (1,000) feet.
ARTICLE 29. To see if the Town will vote to raise and appropriate a sum
of money to install drainage, repair and resurface Alden Drive from Route 6A
to Tubman Road. (By request)
ARTICLE 30. To see if the Town will vote to raise and appropriate a sum
of money to reconstruct, install drainage and pave with bituminous concrete a
section of Great Fields Road from Harwich Road to the entrance of the Highlands
subdivision.
ARTICLE 31. To see if the Town will vote to raise and appropriate a sum
of money to repair and resurface the Town parking area at Breakwater Beach.
ARTICLE 32. To see if the Town will vote to raise and appropriate a sum
of money to repair the bulkhead at Breakwater Beach.
ARTICLE 33. To see if the Town will vote to raise and appropriate a sum
of money to install school zone warning controls on Underpass Road.
ARTICLE .34. To see if the Town will vote to accept the provisions of
Chapter 40, Section 6L of the General Laws, permitting the appropriation of
money for the lease or rental of work clothes for Town employees.
ARTICLE 35. To see if the Town will vote to transfer from the Road Machinery
General Fund to the Road Machinery Expense Account, a sum of money to be used for
the purchase, maintenance and operation of road machinery.
ARTICLE 36. To see if the Town will vote to accept the report of the Select-
men in laying out, locating and making public the private way known as Aller. Drive,
as shown on a plan of Land entitled "Subdivision Plan of Land in Brewster, Mass.
made for Theodore B. Ellis Scale 1 in. = 60ft May 1968 Nickerson & Berger Civil
Engineers-.Eastham 8 Chatham Mass." and recorded in the Barnstable County Registry
of Deeds in Plan Book 231, Page 75 and on file in the office of the Town Clerk
under the Betterment Assessment Program and that the Selectmen be authorized to
acquire by gift, purchase or eminent domain the land, easements and rights therein
and to further authorize and instruct the Selectmen to proceed with the construction
of said way when it has been determined by them that all of the provisions of
Article 50 of the Annual Town Meeting of May, 1974 have been complied with and
authorize the Town Treasurer,with the approval of the Selectmen, to fund the total
costs of said acquisition, construction, engineering and other expenses incidental
thereto, through the issuance of notes or bonds or borrowing a sura of money for a
period not to exceed ten (1C) years. Said total sum to be repaid to the Town by
the owners of lots abutting the way as provided in said Article 50.
ARTICLE 37. To see if the Town will vote to accept the report of the
Selectmen in laying out, locating and making public the private way known as
Spring Lane, as shown on a plan of land entitled 'BRIER ACRE'S Subdivision of
Land in BREWSTER, MASS. belonging to WARRENTON A. WILLIAMS ET UX Scales: 1 in
= 60 ft May 1960 Schofield Brothers Civil Engineers & Land Surveyors Orleans
& Framingham., Mass." and recorded in the Barnstable County Registry of Deeds
in Flan Book 1.57, Page 57, and on file in the office of the Town Clerk under
the Betterment Assessment Program and that the Selectmen be authorized to
acquire by gift, purchase or eminent domain the land, easements and rights
therein and to further authorize and instruct the Selectmen to proceed with
the construction of said way when it has been determined by them that all of
the provisions of Article 50 of the Annual, Town Meeting of May, 1974 have been
complied with and authorize the Town Treasurer, with the approval of the Select-
men, to fund the total costs of said acquisition, construction, engineering and
other expenses incidental thereto, through the issuance of notes or bonds or
borrowing a sum of :Honey for a period not to exceed ten (10) years. Said total
sum to be repaid to the Town by the owners of lots abutting the way as provided
in said Article 50.
ARTICLE �8. To see if the Town will vote to accept the report of the
Selectmen laying out and making public the private ways known as Park Lane,
Great Oak Road and Stone Ridge Road, as shown on a plan of land entitled

Assessment Program; and also a private way known as Gage's Way, as shown on a
plan to be filed with the Town Clerk under the Betterment Assessment Program and
that the Selectmen be authorized to acquire by gift, purchase or eminent domain
the land, easements and rights therein and to further authorize and instruct the
Selectmen to proceed with the construction of said way when it has been deter-
mined by them that all of the provisions of Article 50 of the Annual Town Meeting
of May, 1974 have been complied with and authorize the Town Treasurer, with the
approval of the Selectmen, to fund the total costs of said acquisition, construc-
tion, engineering and other expenses incidental thereto, through the issuance of
notes or bonds or borrowing a sum of money for a period not to exceed ten (10)
years. Said total sum to be repaid to the Town by the owners of lots abutting
the way as provided in said Article 50.
ARTICLE �9. To see if the Town will vote to accept the report of the
Selectmen in axing out, locating and making public the private ways known as
Leland Road and Ramey Lane, as shown on a plan of land entitled "Subdivision
Plan of land in BrewsteE Nass. made for SAI�`UFL L. DUNAIF being a subdivision of
land shown on LCP 23236 Scale 1 in. = 60 ft. Aug. 1964 Nickerson & Berger Civil
Engineers Orleans Mass." and recorded in the Barnstable County Registry of Deeds
in Plan Book 196, Page 155, and on file in the office of the Town Clerk under the
Betterment Assessment Program and that the Selectmen be authorized to acquire by
gift, purchase or eminent domain the land, easements and rights therein and to
further authorize and instruct the Selectmen to proceed with the construction of
said way, when it has been determined by them that all of the provisions of
Article 50 of the Annual Town Meeting of Kay, 1974 have been complied with and
authorize the Town Treasurer, with the approval of the Selectmen, to fund the
total costs of said acquisition, construction, engineering and other expenses
incidental thereto, through the issuance of notes or bonds or borrowing a sum of
money for a period not to exceed ten (10) years. Said total sum to be repaid to
the Town by the owners of lots abutting the way as provided in said Article 50.
ARTICLE 40. To see if the Town will raise and appropriate a sum of money
to restore the sidewalk along Route 6A from Old North Road to Foster Road.

ARTICLE 41. To see if the Town will vote to raise and appropriate the sum
of One Thousand Five Hundred ($1,500.00) Dollars for the purchase of 2j" hose
for the Fire Department.
ARTICLE 42. To see if the Town, -rill vote to raise and appropriate the sum
of One Thousand Seven Hundred and Fifty ($1,750.00) Dollars for the purchase of
a Deluge Gun for the Fire Department.
ARTICLE 43. To see if the Town will vote to raise and appropriate the sum
of Two Thousand Five Hundred ($2,500.00) Dollars for the purchase of large diameter
hose for the Fire Department.
ARTICLE' 44. To see if the Town will vote to raise and appropriate or
transfer from Available Funds the sum of Eight Thousand. Three Hundred
($8,300.00) Dollars to equip the new brush-utility truck for the Fire Depart-
ment.
ARTICLE 45. To see if the Town will vote to raise and appropriate the
scam of Five Hundred Fifty ($550.00) Dollars for the purchase of a Portable Tana
for the Fire Department.
ARTICLE 46. To see if the Town will vote to raise and appropriate and/or
transfer from Available Funds the sum of Thirty-nine Thousand ($39,000.00)
Dollars to purchase and equip a new Rescue Vehicle.
ARTICLE 47. To see if the Town will transfer from Available Federal
Revenue Sharing Funds a sum of money to make repairs to the gable ends of the
fare apparatus room.
ARTICLE 4.$. To see of the Town -will vote to amend the Zoning By-Law,
Section III,B by changing the Zoning Districts Map dated January, 1970, revised
April, 1975 as follows:
Change the Industrial Distract (short name - "I") boundaries to be
as follows:
Along the Diad-Cape Highway (Route 6) from the intersection of
the Ydd-Cape Highway and Freeman's Way to the Brewster-Orleans
town boundary, thence along said boundary southerly to the
easement or right-of-way of the New Bedford Gas and Edison
Light Company, thence along said easement southwesterly to
Freeman's Way, thence along Freeman's Way in a northwesterly
direction to the intersection of the Mid-Cape Highway and
Freeman's Way.
ARTICLE 49. To see of the Town will vote to amend the Zoning By-Law,
Section VI, Table 2. , Area Regulations by adding note 9 and the asterisk to the
front setback requirement referring to note 9 as follows:

NOTES:
9. No building may be permitted, within 200 feet of the boundary line of an
Industrial District.
ARTICLE 50. To see if the Town will vote to amend the Zoning By-Law,
Section III,B by changing the Zoning Districts Map dated January, 1970
revised April, 1975 as follows:
Change the CH District at the intersection of Route 137 and
Ydilstone Road and Freeman's Way by extending the southerly
boundary of the district along Freeman's Way to the inter-
section with the Old Freeman's Way thence northwesterly along
Old Freeman's Way to the intersection with I.dllstone Road,
thence westerly along Pdllstone Road to join the present dis-
trict boundary.
r.11�TICLE 5l. To see if the Town wil vote to mend the Zoning Ey-Law,
Section V, Table 1, Use Regulations, Wholesale and Yznufacturing, by changing
the references in parentheses as follows:

ARTICLE 52. To see if the Town will vote to amend the Zoning By-Law,
Section B,E by eliminating the present Paragraph #1 and substituting the
following:
1. No premises in the Town of Brewster shall be used for the
parking or storage or occupancy of travel trailers, tents,
all types of mobile camping vehicles, or mobile homes
except lander the following circumstances:
a. A single travel trailer or camping vehicle which may
be stored on the premises of a residence but not occu-
pied.
b. Camping vehicles or travel trailers or tents may be
occupied in commercial trailer parks or camps only.
ARTICLE 53. To see if the Town will vote to amend the Zoning By-Law,
Section. II, DEFINITIONS, by eliminating existing definitions for '!Trailer"
and by adding the following definitions to be inserted in proper alpha-
betical order:
TRAVEL A vehicular, portable structure built on a chassis
TRATLF'R and designed to be used for temporary occupancy for
travel, recreation or vacation use and when equip-
ped for the road, it shall have a body width not
exceeding eight (8) feet, and a body length not ex-
ceeding thirty-two (32) feet.
MOBILE Any vehicle or object on wheels which is so designed
CAriTDdG or constructed or reconstructed or added to by means
VEHICLE of accessories, to permit the vehicle to travel over
the highways and to be used for camping purposes,
whether resting on wheels, Jacks or other foundation.
This definition includes self powered camping units,
expandable camping units, truck mo,,:nted campers, vans
equipped for camping and similar camping devices.
ARTICLE 54. To see if the Town: will vote to amend the Zoning By-Law,
Section VIII, C, 2, f by deleting 10175" and inserting 1175" so the sentence will
read as follows:
"Ary portion of a driveway for a parking or loading area associated with
a non-residential use which enters or leaves an arterial street shall
be at least seventy-five (75) feet from any street intersection."
ARTICLF 5�. To see if the Town will vote to amend the Zoning By-Law,
Section V, Table 1, Use Regulations, Wholesale and Manufacturing, 7 by adding
"except airports, heliports, and all air support facilities and private air-
strips" so that Item 7 will read as follows:

ARTICLE Sb. To see if the Town will vote to amend the Zoning By-Law,
Section V, Table 1, Use Regulations, Retail and Service, Number 5, by deleting
the word "aircraft".
ARTICLE 57. To see if the Town will vote to amend the Zoning By-Law,
Section VII, B by elininating the present Paragraph 6 and substituting the
following:
116. All historical and conservation markers shall be Limited
to 12 square feet in surface area on one side of a double
faced sign."
ARTICLE 58. To see if the Town will vote to adopt under Section 81E of
Chapter 41 of the Massachusetts General Laws a map designed and compiled for
the Town of Brewster Planning Board by Nickerson and Berger Engineering Firm,
Inc. of Orleans, Massachusetts dated January 1, 1976, said reap hereinafter to - .
be known as the Official Town Map. A copy of said map is presently on file
in the Town Clerk's office.
ARTICLE 59. To see if the Town will transfer from Available Federal
Revenue Sharing Funds a sum of money to purchase and equip two (2) new cruisers
for the Police Department, and to authorize the Board of Selectmen to trade-in
two (2) used police cruisers.
ARTICLE 60. To see if the Town will vote that an Industrial Development
Financing Authority under Chapter 40D of the General Laws is needed in the Town
of Brewster and that (1) unemployment or the threat thereof exists in the muni-
cipality, or (2) security against future unemployment and lack of business op-
portunity is required in the municipality, and that unemployment or the threat thereof
can be alleviated or the security against future unemployment and lack of business
opportunity can be provided, by attracting new industry to the municipality or
substantially expanding industry existing in the municipality through an Industrial
Development project or projects financed under Chapter 40D of the General. Laws.
ARTICLE 61. To see if the Town will vote to charge the designated use of
Land taken by the Town in Article 17, Annual. Town Meeting of March 2, 1970,
during which it was designated "for use as a municipal disposal area to the
Town of Brewster only", and that it now be designated "to be returned to the
Board of Selectmen to be used for municipal economic development."
ARTICLE 62. To see if the Town, will vote to raise and appropriate the
sum of One Thousand Five Hundred ($1,500.00) Dollars for shellfish propogation,
said funds to be expended under the direction of the Board of Selectmen.
ARTICLE 63. To see what action the Town will take with regard to its
Herring or Alewives Fisheries.
ARTICLE 64. To see if the Town will vote to raise and appropriate from
Available Funds the sum of Seven Hundred Fifty ($750.00) Dollars to pay the
costs of special legal counsel for representation before the Appellate Tax Board.
ARTICLE 65. To see if the Town will vote to accept, under the provisions of
Section 47 of Chapter 40 of the General Laws, the heretofore used Seal of the Town
of Brewster, based upon the chair of the Elder Brewster, as the "official" Seal of
the Town of Brewster. (By request)
ARTICLE 66. To see if the Town will vote to raise and appropriate the sum
of Four Thousand Five hundred ($4,500.00) Dollars to cover the cost of a proposed
professional study and reorganization of Brewster's Personnel By-Law.
ARTICLE 67. To see if the Town will vote to raise and appropriate a sum of
=ney to be expended under the direction of the Board of Selectmen for the purpose
of hiring a professional appraisal firm, to effect a re-evaluation of land values
in Brewster. (By request)
ARTICLE 68. To see if the Town will vote to raise and appr6ariate or
transfer from Available Funds the sum of Three Thousand ($3,000.00) Dollars to
be used for purchase and/or operating expenses of a mini.-bus for the Brewster
Council on Aging, said funds to be expended under the direction of the Board of
Selectmen.
ARTICLE 69. To see if the Town will vote to authorize the Board of
Selectmen to transfer Town-awned property Located off Crowell's Bog Road, Town
of Brewster, such property identified on Map 40 as Lot 76, Town of Brewster, rec-
orded in Book 524, Page 35 and Land" Court Decree Book 660; Page .103 in the
Barnstable County.Registry of Deeds, to the Brewster.Post 9917, Veterans of
Foreign Wars of the United States, for the sum of One ($1.00) Dollar.

ARTICLE 70. To see if the Town will vote to raise and appropriate the sum
of One Thousand ($1,000.00) Dollars for publishing the advantages and services of
the Town in the form of the 1975-1976 Brewster Guide and Map published annually
by the Brewster Board of Trade; such a public appropriation to be augmentative
in a minority amount to those majority funds raised and furnished privately by
the Brewster Board of Trade; said appropriation to be in accordance with Chapter
475, Acts of 1969 - and to act fully thereon. (Be request)
ARTICLE 71. To see if the Town will vote to authorize the Board of Select-
men to petition the General Court to pass the following special Act; "The offices
of Town Clerk and Town Treasurer/Tax Collector in the Town of Brewster shall not
be held by the same individual." (By request of the Finance Committee)
ARTICLE 72. To see if the Town will vote to raise and appropriate or transfer
from Available Funds a sum of money to the Finance Committee Reserve Fund Account.
ARTICLE 73. To see if the Town will vote to raise and appropriate a stem
of money for deposit to the Stabilization Fund.
ARTICLE 74. To see if the Town will appropriate a sum of money by borrowing
or otherwise, for the acquisition of land by purchase or taking by eminent domain,
for recreational use including the construction of a municipal golf course, as
shown, on a plan dated January 20, 1976 prepared by Schofield Brothers, Inc. and
approved by the Planning Board on January 20, 1976, said plan, being on file in the
Town Clerk's office, plus a sum of money sufficient to pay interest on any bonds
or notes issued hereunder, or take any other action relative thereto.
ARTICLE 75. To see if the Town will appropriate a sum of money by borrowing
or otherwise, for the construction of a municipal golf course including the con-
struction of buildings and the cost of original equipment and furnishings, as
shown on a plan dated January 20, 1975 prepared by Schofield Brothers, Inc. , and
approved by the Planning Board on January 20, 1976, said plan being on file in the
Town Clerk's office, plus a sun of money sufficient to pay interest on any bonds
or notes issued hereunder, or take any other action relative thereto.
ARTICLE 76. To see if the Town will vote to approve the creation of a
Brewster Municipal Golf Commission consisting of six members to be appointed by
the Board of Selectmen, such Commission to supervise the construction of an
eighteen hole golf course and the subsequent operation of the same. Members to
be appointed by the Board of Selectmen for a term of two (2) years with vacancies
to be filled by the Selectmen.
ARTICLE 77. To see if the Town will vote to raise and appropriate the sum
of One Thousand Seven Hundred Twenty-two ($1,722.00) Dollars to be expended to-ard
the operating expenses of Cape Cod Family and Children's Service, Inc. under the
direction of the Board of Selectmen.
ARTICLE 78. To see if the Town will vote to raise and appropriate the sum,
of Five Hundred Fifty ($550.00) Dollars for the Cape Cod Retired Senior Volunteer
(RS'v') Program for the fiscal year July 1, 1976 to June 30, 1977.
ARTICLE 79. To �t2he Town will vote to raise and appropriate the slam
of Dine Hundred Forty-three and 75/100 ($943.75) Dollars for children's services

services to be paid to the Cape Cod Hospital Health Association under the direction

fray expenses in providing facilities for training, rehabilitation and employment
of mentally retarded and handicapped residents of the Town of Brewster employed
at- Nauset Workshop, Inc., Hyannis, Massachusetts, or to do anything in relation
thereto, to be spent under the supervision of the Board of Directors of Nauset

ARTICLE 81. To see if the Town will vote to raise and appropriate from
Available Funds the sum of One Thousand Eight Hundred ($1,800,.00) Dollars to
be used for the Brewster children being served by the Cape Cod Islands Child -
Development Program, Inc. (Head Start) Such funds to be spent under the
direction of the Board of Selectmen. (By petition)
ARTICLE 82. To see if the Town will vote to authorize the Board of Selectmen
to have a street light installed on pole number Ill at the corner of Millstone
Road and King Phillip Road. (By request)
ARTICLE 83. To see if the Town will vote to authorize the Board of Selectmen
to have a street light installed on pole number 40 on Stoney Brook Road, next to
Dillingham Cemetery.
ARTICLE 84. To act on any other business that may legally come before this
meeting.
