AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI,ACCEPTING AND APPROVING THE
FINAL PLAT OF JULMAR SUBDIVISION, SECTION FOUR, A SUBDIVISION OF THE CITY OF
JEFFERSON, MISSOURI.
WHEREAS, Tom D. Smith, owner of the real estate hereinafter described, having submitted
to the City Council a plat of said real estate, being located in Jefferson City, Cole County, Missouri,
and more particularly described as follows:
Description For Tract One (Lots 9, 10 & 11)
Part of the West Half of the Southwest Quarter of Section 3, Township 44 North,
Range 12 West, in the City of Jefferson, Cole County, Missouri, more particularly
described as follows: BEGINNING at the southwesterly corner of Lot 7 of JULMAR
SUBDIVISION, SECTION TWO, as per plat of record in Plat Book 12, page 103, Cole
County Recorder's Office; thence southwesterly, along the northerly right-of-way line
of WEST TRUMAN BOULEVARD, on a curve to the.right, having a radius of 5689.62
feet, an arc distance of 426.79 feet, (Ch=S57 55'04"W, 426.69 feet) to the
southeasterly corner of Lot 8 of JULMAR SUBDIVISION, SECTION THREE, as per
plat of record in Plat Book 12, page 408, Cole County Recorder's Office; thence
N25°56'27"W, along the easterly line of said Lot 8 of JULMAR SUBDIVISION,
SECTION THREE, 257.94 feet to the northeasterly corner thereof; thence
N67°1 3'16"E,308.85 feet;thence N57°29'58"E, 127.29feet tothe northwesterly corner
of the aforesaid Lot 7 of JULMAR SUBDIVISION, SECTION TWO; thence
S23'03'00"E, along the westerly line of said Lot 7 of JULMAR SUBDIVISION,
SECTION TWO, 210.07 feet to the POINT OF BEGINNING. Containing in all 2.26
acres.

line of WEST TRUMAN BOULEVARD, on a curve to the right, having a radius of
5689.62 feet, an arc distance of 133.47 feet, (Ch=S62°14'57"W, 133.47 feet); thence
continuing along the northerly right-of-way line of WEST TRUMAN BOULEVARD,
S620561 6"W, 56.57 feet to the southeasterly corner of a tract of land as described in
Book 297, page 826, and Book 301, page 892, Cole County Recorder's Office; thence
NO3°57'10"W, along the easterly line of said tract of land as described in Book 297,
page 826, and Book 301, page 892, and along the easterly line of a tract of land as
described in Book 361, page 640, Cole County Recorder's Office, 306.47 feet;thence
N67°13'16"E, 75.31 feet to the northwesterly corner of the aforesaid Lot 8, of JULMAR
SUBDIVISION, SECTION THREE,thence S25 56'39"E,along the westerly line of said
Lot 8, of JULMAR SUBDIVISION, SECTION THREE, 274.69 feet to the POINT OF
BEGINNING. Containing in all 0.85 of an acre.
WHEREAS,it appearing that said plat has been fully and properly signed and accepted by the
owner of said subdivision, known and referred to as the Plat of Julmar Subdivision, Section Four, that
all taxes have been paid, and that in all respects the requirements of Chapter 445, RSMo, entitled

"Plats" have been fully complied with by the owner of said subdivision, and that in all respects the
requirements of the Planning and Zoning Commission of the City of Jefferson, Missouri, relating to
plats and subdivisions have been complied with.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
SECTION 1.That the plat of Julmar Subdivision, Section Four, lying,being and situated within
the corporate limits of the City of Jefferson, Missouri, as shown by the said plat attached hereto and
made a part of this ordinance, is hereby approved and accepted by the City Council of the City of
.Jefferson, Missouri.
SECTION 2. The Mayor and City Clerk are hereby authorized and directed to endorse
acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of
Jefferson.
SECTION 3. This ordinance shall be in full force and effect from and after the date of its
passage and approval.

COMMENTS:
The Engineering Division Nas done a technical review of the final plat as submitted by Central
,Missouri hrofcssional Services, Inc. All items conceming E-Iiginceriilg Division review in
Section 33-8. of the Subdivision Code pertaining to final plat contents have been ticloressed on
the latest submittal ofthe final plat. The following comments arc regarding this review;
Regarding infrastructure;
Existing street, storm sewer, and sanitary sewer infrastructure arc in the vicinity of the
proposed development.
Site plans will be necessary to consider how any future c)evclOpnlent will tic to these
existing facilities.
Regarding traffic impact;
West Truman Blvd. is classified as a minor arterial roadway. from U.S. Highway 50 to
MO Route 179 (Classification is from the List of Functional Roadway Classification for
Jefferson City, dated April 12, 2000).
The speed limit for West Truman Blvd. is 40 mph.
ADT (average daily traffic) inforinatioll available far 'Mest Truman Blvd. cast of
SchUrnatc Chapel Road is 13338 vehicles per clay. (Source is MoDOT "Traffic Col.int
Su111111,11'y for .lcffcrson City, 2002).
The proposed development is within an existing office area.
Width of'West Trunlan Blvd. is approximately thirty-ei`,ht (38) acct fi-0111 curb to curb.
Access for the proposed developnlcnt will occur as per 111evious agreement, One (1)
private drive access per 200 linear fleet of road frontage. See the note included upon the

The subject property is located west of.lulmar Subdivision Sections One. Two,and Three in the 320013lock
of West 'Truman Boulevard. A revised preliminary plat was approved by the Plaruling and 'honing
Commission on September 1 O, 1996.0n February I l, 1999 the (Tannin&'and Zoning Commission al)pl•ovcd
a rezoning of 3.47 acres on the corner of WCSI'I'l-lllratl 1301.11cvard and North'Fen Mile Drivc that comprises
Lots 1 -7 from PUD Planned Unit Development to C-O Off ice Commercial.'The proposal was subsequently
approved by the City Council on April 19, 1999 by Ordinance No. 12913. 'i'he histol-y u!'.luln)ar Subdivision

Current Proposal for Julmar Subdivision, Section 'Thrcc
The Final I'lat of Section Four proposes to continue with the construction of a c',onlrricrcial subdivision
containing four lots on 3.11 acres, all zoned PUD, 1'1a11ned Unit i)evClt)pmcnt. Access 161-the subdivision
is available from West Truman Boulevard, and the lot has street frontatie upon West Trutllan 1oulevard.
The proposed Final Plat sloes conform to the approved Revises! I'rclilninary Plat of Rillnal• Subdivision.
Section 33-5 of the Subdi—yision Code. Regarding Final Plats
All items required by Section 33-5 Final Plat Contents have been addressed, which generally conforms to
the approved Revised Preliminary Plrlt. All information pertinent to review by I'lanning s!afl'have been
addressed. No improvements plans were required 1S the infrastructure is exiS!irle.
Section 33-9 of the Subdivision Code, Construction of Sidewalks
The construction of sidewalks has not been applied 10 thiS Subdivision as the preliminary plat was approved
prior to the passage o!'the sidewalk ordinance, and no revision to the preiinrinary plat was proposed,
Recommendation: Approve.
