Constable of the Town of Brewster
Greetings:
In the name of the Commonwealth of Massachusetts you are here-
by directed to notify and warn the inhabitants of the Town of Brewster
qualified to vote in Town affairs to meet in the Brewster Elementary
School Cafetorium, October 19, 1976, at seven o'clock:_ in the even-
ing, then and there to act on the following articles:
ARTICLE 1. To see if the Town will vote to rescind Article #38
of the Special Town Meeting of May 10, 1976, relating to the instal-
lation of watermains on Wiffletree Road.
ARTICLE 2. To see if the Town will vote to borrow a sum of
money for extendin a watermain not less than six (6) .inches but
less than sixteen 16) inches in diameter for 1750 feet, more or
less, from Whiffletree Avenue along Wildwood Road to Punkhorn Cor-
ners and from Wildwood Road along Horse Way, the property owners
guaranteeing the Town ten (10%) per cent per year for fifteen _(15)
years return on the cost thereof. The above work to be done in
full compliance with the Brewster Betterment Assessment Program.
ARTICLE 3. To see if the Town will vote to authorize its
Selectmen to submit applications for the construction, renovation,
repair or other improvements of local public works projects under
the Public Works Employment Act of 1976 (P.L. 94-369) and to ex-
pend any monies received in accordance with said application.
ARTICLE 4. To see if the Town will vote to authorize the
Board of Selectmen to make an additional layout of the westerly
side of Underpass Road between Station 17 + 00 and Station 27 + 00
and transfer a sum of money from Available Funds in the Treasury to
permit the appraisal and engineering of the proposed taking and take
any appropriate action relative thereto.
ARTICLE 5. To see if the Town will vote to amend the Zoning
By-Law, Section II, DEFINITIONS, by eliminating the existing defin-
ition for "Medical Center or Clinics" and by substituting the fol-
lowing definitions:
MEDICAL CENTER OR CLINICS: A medical facility devoted to
diagnosis and outpatient treatment
of the sick or injured including offices of physicians, dentists,
osteopathic physicians and other health practitioners.
ARTICLE 6. To see if the Town will vote to amend the Zoning
By-Law, Section VI, Table 2. , Area Regulations, Note 9. by elimina-
ting the existing Node 9. and by substituting the following:
9. No building, loading space, parking space or structure
-^ other than a sign shall be located within 200 feet of the
Industrial District boundary line in an Industrial District.

ARTICLE 7. To see if the Town will vote to transfer from
Free Cash the sum of ThreeThousand, Eight} Hundred and Fifty-two
and 85/100 ($3,952.85) Dollars to pay the following unpaid bills
of fiscal year ended June 30, 1976:

ARTICLE 8. To see if the Town will vote to accept from
the Brewster School Committee receipt of the "Old" Brewster
Elementary School.
ARTICLE 9. To see if the Town will vote to authorize the
Board of Selectmen to oversee the use of the "Old" Brewster
Elementary School building for recreational purposes, use by
Town Departments, use by non-profit organizations, and/or munici-
pal office space.
ARTICLE 10. To see if the Town will vote to transfer from
Free Cash a sum of money for a Town Audit.
ARTICLE 11. To see if the Town will vote to transfer the
balance of the Junior Office Clerk - Treasurer' s Office, as of
October 30, 1976, in the amount of Three Thousand, Three Hundred
Eighteen and 14/100 ($3,318.14) Dollars to - "Treasurer' s Office
- Senior Office Clerk," account; and to transfer from Free Cash
the sum of Eight Hundred and Ten 11/100 ($810.11) Dollars to -
"Treasurer's Office - Senior Office Clerk," account.
ARTICLE 12. To see if the Town will vote to transfer -_
Eighteen Hundred 00/100 ($1,800.00) Dollars from t1 Secretary of
Elderly Affairs" account, - a State Grant, to the Council on
Aging Budget Account.
ARTICLE 13. To see if the Town will vote to transfer Four
Thousand 00/100 ($4,000.00) Dollars from Revenue Sharing Account
to the Council on Aging - Federal Revenue Sharing Account, for
operating expenses.
ARTICLE 14. To see if the Town will vote to transfer from
Available Federal Revenue Sharing Funds the sum of Thirty-nine
Thousand 00/100 ($39,000.00) Dollars to purchase and equip a new
rescue vehicle. said funds to be expended under the direction of
the Fire Chief with the approval of the Board of Selectmen.
ARTICLE 15. To see if the Town will vote to transfer from
Free Cash the sum of Two Thousand 00/100 ($2,000.00) Dollars to
fund a school crossing guard at the new Brewster-Elementary School
entrance on Underpass Road.
ARTICLE 16. To see if the Town will vote to transfer from
Free Cash the sum of Four Hundred 00/100 ($400.00) Dollars to
Account #4,113.01 in the School Budget and take any action rela-
tive thereto.

ARTICLE 17. To see if the Town will vote to transfer from
Free Cash the sum of Twenty-eight Hundred and 00/100 ($2,800.00)
Dollars for the purpose of making necessary repairs; including
seeding and grading of the two Town Ball Parks.
ARTICLE 18. To see if the Town will vote to amend Article
##31, voted at the Annual. Town Meeting of March 6, 1962, to read
as follows:
"To see if the Town will vote to commemorate February
nineteenth every five years, commencing with the calendar
year 1980, as 'Founder's Day' with appropriate exhibits
and displays relating to Brewster history under the super-
vision of the Board of Selectmen together with a committee
of four appointed for this purpose by the Selectmen."
ARTICLE 19. To act on any other business that may legally
come before the meeting.
And you are directed to serve this Warrant with y6ur doings
thereon to the Town Clerk at the time and place of said meeting
as aforesaid.
