HomeMy Public PortalAbout1976-10-19 Special Town Mtg Report REPORT OF THE SPZGIAL TONN !NTNG OCTOBER 19, 1976 In accordance with the Warrant, the meeting was held in the New Brewster- Elementary School, Tuesday October 19, 1976. The meeting was called to order by the Moderator, Stephen Doyle, at 7:00 P.m-7 a quorum of 127 being present. The Registrars were Dorothea Dugan, Jean Gage and Daniel 'felly. The Tellers were Paul Sylver, Dorothy Grenier, Gladys Curtis, Voris Powell and J. Ogden Tyldsley, Jr. The Pages were Natalie Pope and Beth Sylver. The Invocation was given by Rev. Mills. The Warrant was read by the Tower. Clerk, Ruth Eddy, with the exception of the articles, which were read as they were being considered. I ARTICLE 1 . To see if the Town will vote to rescind Article #38 of the Special Town Meeting of May 10, 1976, relating to the installation of water mains on Whiffletree Load. AT=ED ARTICLE that the Town vote to rescind Article #38 of the Special Town T�Teeting of May 109 1976, relating to the installation of water mains on Wildwood Road. A=ED ARTICLE VOTED UNANIMOUSLY ARTICLE 2. To see if the Town will vote to borrow a sum of money for extending a watermain not less than six (6) inches but less than sixteen (16) inches in diameter for 1750 feet, more or less, from Whiffletree Avenue along Wildwood Road to Punkhorn Corners and from Wildwood Road along Horse Way, the property owners guaranteeing the Town ten (1010) per cent per year for fifteen (15) years return on the cost thereof. The above work to be done in full comolian.ce with the Brewster Betterment Assessment Program. To see if the Town will vote to authorize its Selectmen to submit applications for the construction,, renovation, repair or other improvements of local public works projects under the Public Works Employment Act of 1976 (P.L. 94-369) and to expend any monies received in accordance with said application. VOT ED AS ABOVE ARTICLE 4. To see if the Town will vote to authorize the Board of Selectmen to make an additional layout of the westerly side of Underpass Road between Station 17 + 00 and Station 27 + 00 an& transfer a sum of money from Available Funds in the Treasury to permit the appraisal and engineering of the proposed taking and take any appropriate action relative thereto. VOTED that the Town authorize the Board of Selectmen to make an additional layout of the westerly side of Underpass Road between Station 17 + 00 and Station 27 + 00 and transfer the sum of One Thousand Four Hundred ($1 ,400-00) Dollars from Available Funds in the Treasury to permit the appraisal and engineering of the proposed taking and take any appropriate action relative thereto. ARTICLE 5. To see if the Town will vote to amend the Zoning By Law, Section II, DEFINITIONS, by eliminating the existing definition for "Medical Center or Clinics" and by substituting the following definitions: _..._ KEDICAL CENTER OR CLINICS: A medical facility devoted to diagnosis and outpatient treatment of the sick or injured including (officof physicians, dentists, osteopathic physicians and other health practitioners. AMENDED ARTICLE to see if the Town will vote to amend the Zoning Bye-Law, Sectiox III DEFINITIONS, by eliminating the existing definition for "Medical Center or Clinics" and by substituting the following definitions: MEDICAL CENTS OR CLINICS: A medical facility devoted to diagnosis and outpatient treatment of the sick or injured including office(s) of physicians, dentists, osteopathic physicians and other health practitioners. The acceptance of this Article shall not constitute an acceptance of Chapter ;x808 of the Acts of 1975. To see if the Town will vote to amend the Zoning By—Law, Section VI, Fable 2. , Area Regulations, Note 9. by eliminating the existing Note 9. and by substituting the following: 9. No building, loading space, parking space or structure other than a sign shall be located within 200 feet of the Industrial District boundary line in an Industrial District. The acceptance of this Article shall not constitute an acceptance of Chapter 4808 of the Acts of 1975. WED YES 215 NO 26 ARTICLE 7. To see if the Town will vote to accept from the Brewster School Committee receipt of the i°Old" Brewster Elementary School. ',TOTED UNANIMOUSLY ARTICLE 9. To see if the Town will vote to authorize the Board of Selectmen, to oversee the use of the "Old" Brewster Elementary School baildihg for recreational purposes, use by Town Departments, use by non— profit organizations, and/or municipal office space. A:• NDED ARTICLE that the Town vote to authorize the Board of Selectmen to oversee the use of the "Old." Brewster Elementary School building for re— creational and/or educational purposes, use by Town Departments, use by non profit organizations, and/or municipal office space. The use by 'Town Departments and/or by municipal office space shall be by specific vote of the Town in each case for permanent location therein. To see if the Town will vote to transfer from Free Cash a sum of money for a Town Audit . VOTED UNANIMOUSLY that the Town transfer from Free Cash the sum of $8,000.00 (Eight thousand) Dollars for a Ton Audit for the years 31/73 through 6/30/76. ARTICLE 11 . VOTE) LNTANII10USLY to transfer the balance of the Junior Office -- Clerk -w Treasurer's Office, as of October 30, 1976, in the amount of Three Thousand, Three Hundred, Eighteen and 14/100 ($3,318.14) Dollars to — "T'reasurerts Office — Senior Office Clerk", Account; and to transfer from Free Cash the sum of Eight hundred Ten and 11/100 ($810.11) Dollars to "Treasurer's Office -- Senior Office Clerk" , Account. ARTICLE 12. To see if the Town will vote to transfer Eighteen Hundred and 00/100 ($1 ,800.00) Dollars from "Secretary of Elderly Affairs' Account, a State Grant, to the Council ori Aging Bucget Account. To see if the Town will vote to transfer Four Thousand and 00/100 ($4:000.00) Dollars from Revenue Sharing Account to the Council on Aging - Federal Revenue Sharing Account for operating expenses. VOTED UNAITINOUSLY AS ABOVE ARTICLE 14. To see if the Town will vote to transfer from Available Federal Revenue Sharing Funds the sum of Thirty-nine Thousand and 00/100 ($39,000.00) Dollars to purchase .and equip a new rescue vehicle, said funds to be ex- pended under the direction of the Fire Chief with the approval of the Board of Selectmen. VOTED UNANIMOUSLY AS ABOVEE ARTICLE 15. To see if the Town will vote to transfer from Free Cash the sum of Two Thousand and 00/00 ($2,000.00) dollars to fund a school crossing guard at the new Brewster Elementary School entrance on Underpass Road. This Article was TEFEATED ARTICLE 16. To see if the Town will vote to transfer from Free Gash the sum of Four Hundred and 00/100 ($400:00) Dollars to Account ;,4,113.01 in the School Budget and take any action relative thereto. VOTED AS ABOVE ARI TIC E 17. To see if the Town will vote to transfer from Free Cash the sum of Twenty--eight Hundred and 00100 ($2,$00.00) Dollars for the purpose of making necessary repairs; including seeding and grading of the two Town Ball Farks. VOTED AS ABOVE ARTICLE 18. To see if the Town will vote to amend Article #31 , voted at the Annual Town Meeting of Larch 6, 1962, to read as follows: "To see if the Town will vote to commemorate February nineteenth every five years, commencing with the calendar year 1980, as 'Founder's Day, with appropriate exhibits and displays relating to Brewster history under the supervision of the Board of Selectmen together with a co=ittee of four appointed for this purpose by the Selectmen."
