AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND
MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY
REZONING 106.28 ACRES LOCATED ON THE EAST SIDE OF HIGHWAY 179 IN THE 1700 TO
2000 BLOCKS, IN SECTIONS 14, 15, AND 22, TOWNSHIP 44 NORTH, RANGE 12 WEST,
JEFFERSON CITY, COLE COUNTY, MISSOURI FROM RU RURAL USE DISTRICT TO C-2
GENERAL COMMERCIAL DISTRICT' AND ENDORSING AN AMENDMENT ON THE
DEVELOPMENT PLAN MAP OF THE COMPREHENSIVE PLAN TO REFLECT SUCH CHANGE.

altornativo zoning is submitted with the petition; and
WI-IF RE S, SSM Rogional Health Systems Inc has submitted a petition for annexation and a
zoning plan for land located along Highway 179 in Cole County; and
WHEREAS, Tho zoning ordinance requires consistency between the comprehensive plan and the
zoning mat) and tho proposed zoning change would necessitate a change to the
comprolionsivo plan development plan map;

The City Council of the City of Jefferson, Missouri, will 'hold a public hearing on Monday, July 19,
2004 at 6:00 p.m. in the Council Chamber of the John G. Christy Municipal Building, 320 East
McCarty Street, to consider rezoning 106 acres located east of Highway 179 in the 1700 to 2000
Blocks, in Sections 14, 15, and 22 of Township 44 North, Range 12 West, Jefferson City, Cole
County, Missouri, from RU Rural Use to C-2 General Commercial, and endorsing an amendment
to the Comprehensive Plan Development Plan Map changing the land use designation from Low
Density Residential-Detached to Commercial,such land being more specifically described as follows:
All of the southwest quarter of the southwest quarter of Section 14, part of the
southeast quarter of the southeast quarter of Section 15 and part of the northeast
quarter of the northeast quarter of Section 22, Township 44 North, Range 12 West,
Cole County, Missouri, more particularly described as follows: BEGINNING at the

SUBJECT: our objection to the proposed re-zoning and annexation
Dear Ms. McMillian:
As property owners that adjoin the 108 acres that St. Mary's wants to build
upon, we wish to use this means to communicate our displeasure of the situation to
you.
We are adamantly opposed to re-zoning this 108 acres from
residential to commercial, for a whole plethora of reasons.
To start with we do not want to live and raise our Family next to a 108 acre

Next, we feel like the values of our neighborhood homes will be deminished by
a considerable amount, because no one will buy our homes if faced with living next
to a 108 acre commercial park.
Next, we do not want all of that traffic flowing by our homes - and sure do not
want all of those high speed, loud siren bearing ambulances going by at all hours of
the day and night. Your City street department cannot take adequate care of this end
of Rolling Hills Drive now, so you can just guess what would happen if you increase

the traffic count many times over - our area of the street is falling apart and the City
has not been able to care for it as it is.
We could go on for a considerable amount of time in our attempt to tell you
about our concerns with this proposed rezoning and construction, but feel you should
understand our concerns are legitimate, and we object very strongly to each proposal
listed in your June 3, 2004 notice on this matter.
There is adequate real estate available to St. Mary's Hospital now within the
County that is already zoned commercial -- and St. Mary's should look to that realty
and leave this end of town alone.
