ORDINANCE NO.
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND
MODIFYING THE ZONING MAP OF THE ZONING. CODE OF THE CITY OF JEFFERSON, BY
REZONING 68.08 ACRES FROM RS-2 SINGLE-FAMILY RESIDENTIAL TO A COMBINATION OF
RD ONE AND TWO FAMILY RESIDENTIAL, AND C-0 OFFICE COMMERCIAL, SUCH PROPERTY
BEING LOCATED SOUTHWEST OF THE INTERSECTION OF WEST STADIUM BOULEVARD AND
WEST EDGEWOOD DRIVE, IN SECTION 14, TOWNSHIP 44 NORTH, RANGE 12 WEST,
JEFFERSON CITY, COLE COUNTY, MISSOURI AND ENDORSING AN AMENDMENT ON THE
DEVELOPMENT PLAN MAP OF THE COMPREHENSIVE PLAN TO REFLECT SUCH CHANGE.
WHEREAS, It appears that the procedures set forth in the zoning code relating to zoning have in all
matters been complied with.
WHEREAS, The zoning ordinance requires consistency between the comprehensive plan and the
zoning map and the proposed zoning change would necessitate a change to the
Comprehensive Plan Development Plan Map.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. The following described real estate is rezoned from RS-2 Single Family Residential
to RD One and Two Family Residential:
Part of the East Half of the Northwest Quarter of Section 14,Township 44 North, Range
12 West, in the City of Jefferson, Cole County, Missouri, more particularly described as
follows: BEGINNING at the southwest corner of the East Half of the Northwest Quarter
of the aforesaid Section 14; thence N5°21'14"W, along the Quarter Quarter Section
Line,2716.12 feet to a point intersecting the southerly line of the Edgewood Drive right-
of-way as described by deed of record in Book 370, page 789, Cole County Recorder's
Office; thence N86'34'36"E, along said Edgewood Drive right-of-way line, 229.67 feet;
thence S66"04'1 6"E,along said Edgewood Drive right-of-way line, 29.62 feet to a point
intersecting the westerly line of the West Stadium Boulevard right-of-way as per deed
of record in Book 263, page 567, Cole County Recorder's Office; thence along said
West Stadium Boulevard right-of-way line, the following courses: Southerly, on a curve
to the left, having a radius of 1115.31 feet, an arc distance of 451.34 feet, (the chord
of said curve being S40'1 620"E,448.26 feet);thence Southerly,on a curve to the right,
having a radius of 1569.08 feet, an arc distance of 289.91 feet,(the chord of said curve
being S46'34'20"E, 289.50 feet); thence S41 n 16'45"E, 150.49 feet; thence leaving the
westerly line of the aforesaid West Stadium Boulevard right-of-way, S48'20'14"W,
10.22 feet; thence Southerly, on a curve to the left, having a radius of 150.00 feet, an
arc distance of 209.83 feet, (the chord of said curve being S8*15'47"W, 193.13 feet);

radius of 150.00 feet, an arc distance of 157.47 feet, (the chord of said curve being

Section 3. This ordinance shall be in full force and effect from and after its passage and
approval.
Section 4. An amendment to the Comprehensive Plan Development Plan Map is hereby
endorsed to reflect the changes for the area described in Section 1 from Low Density Residential
Detached to Medium Density Residential Attached; and
Section 5. An amendment to the Comprehensive Plan Development Plan Map is hereby
endorsed to reflect the changes for the area described in Section 2 from Low Density Residential to
Commercial t and Use .

The City Council of the City of Jefferson, Missouri, will hold a public hearing on Monday, July 19,
2004 at 6:00 p.m. in the Council Chamber of the John G. Christy Municipal Building, 320 East
McCarty Street,to consider a rezoning application and associated amendments to the Development
Plan Map of the City's Comprehensive Plan for 68.08 acres located southwest of the intersection of
West Stadium Boulevard with West Edgewood Drive, in the 1200 Block of West Stadium Boulevard
and 2400 Block of West Edgewood Drive, as follows:

Thanks for your comments. We will copy and distribute your email to the Planning & Zoning Commission
this evening; your comments will also be forwarded to the City Council at the time the matter is taken up
there. I will try to answer some of your concerns by email.
We have begun working with the developer and his consultant on a sketch plat, Access to the proposed
"Schepker" development will be from Stadium Boulevard and from future streets to the west; no st-eet
access is being discussed which would connect streets to inglenook, Cedarbrook or Greenleaf. A
pedestrian way has been discussed which would connect pedestrian ways within the new Schepker
subdivision to the existing Greenleaf right of wayso that easier pedestrian access would be available to
Cedar Hill School. Your neighborhood will not experience any direct traffic impact from this proposed
development, but for information purposes, two attached dwellings generally equate to one detached
single family unit in terms of trip generation.
Concerns about property value is often mentioned during rezoning proceedings. Information that I hear
time and again from appraisers and the County Assessor indicates there is no negative effect on the
valuation of adjacent residential properties from a townhouse development such as is being proposed.
The zoning that has been requested is "RD"which provides only for one and two-family residential
structures. The Jefferson City zoning code defines an "apartment building" as containing three or more
units. The RD zoning district does not allow for apartments.
As for city services, services are available for extension into the area. The city's subdivision standards
provide for the grades and widths of streets so that emergency and maintenance vehicles may service the
area. As for fire service. a distinct advantage of being a Jefferson City resident is that there are five fire
stations strategically located around the city, each with a full contingent of equipment and fire personnel
on duty 24 hours per day, 365 days per year which provide unparalleled service. I would encourage you
to contact the Jefferson City Fire Department to discuss any concerns you may have in this regard. Chief
Rennick may be reached at 634-6401. The Fire Department is also your contact regarding blasting. As for
stormwater, a storniwater detention area is planned; these are usually constructed as dry basins so that
there is no permanent pool.
With the opening of Missouri Highway 179 development will be drawn to this area of our community.
Unfortunately, wildlife is impacted by development, but sorne will return to the area, especially since many
residents encourage its return by putting out feeding stations, and by planting trees and wildlife habitat.
We will keep you advised on the status of this proposal as it moves through the City Council but please
don't hesitate to contact me if you have questions.
