AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND APPROVING A
PRELIMINARY AND FINAL PUD PLAN FOR 2130 SCHOTTHILL WOODS DRIVE, LOCATED UPON
A TRACT OF 4.38 ACRES IN SECTION 21, TOWNSHIP 44 NORTH, RANGE 11 WEST, COLE
COUNTY MISSOURI, INCLUDING PARTS OF LOTS 99 AND 100 IN SCHOTTHILL WOODS
SUBDIVISION, SECTION FOUR.
WHEREAS It appears that the procedures set forth in the zoning code relating to zoning have in
all matters been compliev with;
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI AS FOLLOWS:
Section 1. The following property is subject to the Preliminary and Final Planned Unit
Development Plan described in Section 2:
Located in Section 21, Township 44 North, Range 11 West, including parts of Lots 99
and 100,Schotthill Woods Subdivision,Section Four, in the City of Jefferson, Missouri,
per plat of record in Plat Book 12, Page 338, Cole County Recorder's Office.
Containing 4.38 acres.
Section 2. The Preliminary and Final PUD Plan prepared by Central Missouri
Professional Services, Jefferson City, Missouri, on file as Case No. P04019 in the Planning Division
is hereby approved for the above land referenced in Section 1.
A. The following land uses are approved for the site: Office uses, newspaper publishing
and printing.
B. Common Areas and Public Land. No new common areas are proposed and no lands
are dedicated to public use with this PUD Plan.
Section 3. The proposed use conforms with the "commercial" land use designation
on the Comprehensive Plan Land Use Map and is compatible with existing surrounding land uses.
Section 4. This ordinance shall be in full force and effect from and after the date of
its passage and approval.

The City Council of the City of Jefferson, Missouri, will hold a public hearing on Monday,
July 19, 2004 at 6:00 p.m. in the Council Chamber of the.John G. Christy Municipal
Building, 320 East McCarty Street, to consider a Preliminary and Final PUD Plan as
described herein for the following property:
Section 1. Property Location and Description: 2130 Schotthill Woods Drive;
described as: Section 21, Township 44 North, Range 11 West, including part of Lots 99
and 100, Schotthill Woods Subdivision, Section Four, in the City of Jefferson, Missouri, per
plat of record in Plat Book 12, Page 338, Cole County Recorder's Office. Containing 4.38
acres.

(A.) The proposed development will occupy lots Number 99 and 100 of Schotthill
Woods Subdivision, Section 4. A total of4,38 acres will be utilized for a project to
construct a facility that will house the printing for the local newspaper. The final site
plan anticipates a building of(;9, 175 sq. fl. The project is to be phased with the initial
construction to be 48,820 scl. ii. Currently, the newspaper prints at their downtown
facility. Access for delivery of the paper requires blocking of'City streets while trucks
stage for unloading. The site is designed to accommodate trucks conveniently. With the
printing at this location, route delivery and distribution will also be relocated from a
congested downtown site.
(B.) The site plan provides for the public access and parking to be at the Northwest
corner of the building. Unloading for paper would be on the east end of the building, and
route and distribution access would be on the south side of the building.
Elevations of the facility and the final site plan are included with the submittal.
(C.) The final plat of Lots Number 99 and 100 of"Schotthill Woods, Section 4, has
been approved.
(D.) There are no Homeowners or Properly Owners bylaws, 'There are limited
restrictive covenants with the original subdivision.
® (E.) The traffic generated at the site will be as follows:
1. There will be approximately 25 employees at the site.
2. There will be 25-30 trucks per week, delivering paper. 'There will be
15-20 parcel deliveries per week.
3. There will be 30-35 distribution and route carriers using the site on a
daily basis.
4. General public access is not anticipated to generate much in the way of
traffic, since there will be no circulation offices at the site. Service and
delivery access for normal operating,, and maintenance functions is
anticipated to generate no more than 10 trips per day.

(h.) Signage is anticipated as shown on the building elevation. Total area of this sign
is approximately 87 sq. ft. A A' x 8' monument sign is proposed at the upper entrance.
There will also he directional signing at the drive entrances for general public, shipping,
receiving, entrance and exit. Lighting will be interior tier all signage.
(G.) The project is designed in phases with the initial phase to begin as soon as

COMMENTS:
The Engineering Division has dime a 1eChniCal review 01*11)C site; plan as submitted by Central
Missouri Professional Services, Inc. Most items Concerning 1711ginecring Division review in
accordance with Chapter 35 of the Zoning Code pertaining to site plan contents have been
addressed on the latest submittal of the site plan. The following comments are regarding; this
review;
Regarding infrastructure;
Existing street, storin sewer, and sanitary sewer infrastructure arc in the vicinity of the
proposed development.
Sidewalk extends along the frontage of the lot oil Schotthill Woods Drive.
Regarding traffic impact;
Classification of Schotthill Woods Drive in the future will be that of a collector type
roadway. It is planned to connect through in the lLJloire to the; cast and will serve as an
outer road or collector typi roadway far US Highway 50, if at-grade intersections are
eventually closed on the nlain highway.
The ADT (average daily traffic) for Eastland Drive, is 1,456 vehicles per day south of Elm
Street. (Source is MoUOT, Jefferson City Traffic Count Summary, August 2002)
This development is proposed within an existiilg commercial / olfice area.
Eastland Drive is classified as a minor arterial roadway between U.S. Route 50 /63 to
Bald Hill Road. (Classification of Eastland Drive is frorn the List of Functional Roadway
Classification far Jefferson City, dated ,April 12, 2000)
The speed limit for Schotthill Woods Drive is 30 mpll,
Width of'Schotthill Woods Drive is thirty-three (33 j feet front curb to curb.
