13. Special Committees.
All special committees comprised or members of the council, approved
by a majority or the council, shall be appointed by tiro (Mayor f'r.CT-3 cmrrcm who,

on each committee. Each special committee shall select a chairman and vicc-
chairman. The vice-chairman shall plcside at all committee mcctings in the absence
