AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 35,
ZONING CODE; SPECIFICALLY, EXHIBIT 35-28, LAND USE MATRIX.
WHEREAS it appears that the procedures set forth in the zoning code relating to zoning have in all
matters been complied with;
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1,. Chapter 35,Article ll, Exhibit 35-28.3.8.Cornmercial Use/Lodging. Add Specific
Use for"Hotels and Motels with building area of 50,000 sf or less" as category #1 and renumber the
remaining entries as shown below.

Text Amendment to Chapter 35, Zoning Code
The City Council of the City of Jefferson, Missouri, will hold a public hearing on Monday,
August 16, 2004 at 6:00 p.m. in the Council Chamber of the John G. Christy Municipal
Building, 320 East McCarty Street, to consider the following amendment to the text of
Article 11, Chapter 35, Exhibit 35-28 Land Use Matrix, of the Zoning Code (Heard as
Planning and Zoning Commission Case No. P04029):
Land Use 35-28.33 (Lodging) - Add Hotels and Motels with building areas
of 50,000 square feet or less as a permissive use in the C-1 zoning district.
The complete text of the proposed amendment may be examined during regular business
hours in the Planning Division of the Department of Community Development; Room 120,

development transitions,

d. The proposed change is consistent with, and in furtherance of, the implementation
of the goals and policies of the Comprehensive Plan, other adopted plans, and the
policies, intents and requirements of this Ordinance and other City regulations and
guidelines.
The previous zoning ordinance allowed)notely as a conditional use in the C-I
district. The current ordinance adopted in Alaj,, 2002, restricts the use to G2
and C-3 district We believe it is reasonahle and desirable to avI)and the use to
C-1.
C. The proposed zoning is compatible with the zoning and uses ol'property nearby.

sanitary and storm sewers, water, electrical service, police and fire protection,

proposed zoning.
Public infrastructure is in place and adequate.
g. A traffic impact analysis has been provided to indicate the potential number of
new trips generated and provisions are provided to mitigate impacts of high
traffic-generating projects.
Total number of trips generated per dtt)+,for the 79- rornn facility+is 400.
This traffic volume will not have a significant impact on the street
network.
III. Authorized uses shall not adversely affect the capacity or safety of'the street
network in the vicinity of the property.

i. Potential environmental impacts (e.g., excessive storm water runoff, water
pollution, air pollution, noise pollution, excessive lighting, or other environmental
harms) of authorized uses shall be mitigated.

surrounding community to accommodate the zoning and community needs.

Commercial District. Prior to the 2002 revision to till' 7.OIllllg CodC, lodging uses such as 13& B,
roorning/boarding homes, hotels and motels were conditional uses of' the C'-I Neighborhood
Commercial District.
Owners ofproperty in the EI Mercado Subdivision, location of the Fairfield inn (3500-3600 block
oi'West Truman Blvd) were encouraged to rezone their properties from PUD to C-1 in order to
streamline the developnletlt review process Im an area that watt SUrrounded by commercial uses and
zoning.
