AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING THE PRELIMINARY
AND FINAL PUD PLAN FOR 3234 WEST TRUMAN BOULEVARD, LOCATED ON LOT 11 OF
JULMAR SUBDIVISION, SECTION 4.
WHEREAS,Associated Industries of Missouri, owners of the real estate hereinafter described,
having submitted to the City Council a Preliminary and Final PUD Plan of said real estate, being
located in Jefferson City, Cole County, Missouri, and more particularly described as follows:
Lot 11, Julmar Subdivision, Section 4 in the City of Jefferson, Missouri, per plat of
record in Plat Book 12, Page 434, Cole County Recorder's Office.
WHEREAS, it appears that the procedures set forth in the zoning code relating to zoning have
in all matters been complied with, as said property owners submitted to the Planning and Zoning
Commission and City Council a Preliminary and Final PUD Plan for the above referenced property.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
SECTION 1. The Preliminary and Final PUD Plan prepared by Central Missouri
Professional Services, Jefferson City, Missouri, on file as Case No. P04032 in the Jefferson City
Planning Division is hereby approved for the above land referenced herein.
® SECTION 2 The following principal land uses are approved for the site: Office uses.
SECTION 3. Common Areas and Public Land. No new common areas are proposed and
no lands are dedicated to public use with this PUD Plan.
SECTION 4. This ordinance shall be in full force and effect from and atter the date of its
passage and approval.

Preliminary and Final PUD Plan for 3234 Vilest Truman Boulevard
The City Council of the City of Jefferson, Missouri, will hold a public hearing on Monday,
September 20, 2004 at 6:00 p.m. in the Council Chamber of the John G. Christy Municipal
Building, 320 East McCarty Street, to consider a Preliminary and Final PUD Plan as
described herein for the following property:
Section 1 ._ Property Location and Description is 3234 West Truman Boulevard;
described as Lot 11, Julmar Subdivision, Section 4. in the City of Jefferson, Missouri, per
plat of record in Plat Book 12, Page 434, Cole County Recorder's Office.
Section 2. The Preliminary and Final PUD Plan prepared by Central Missouri
Professional Services, Jefferson City, Missouri, on file as Case No. P04032 in the City of
Jefferson Planning Division is to be approved for the land referenced in Section 1 and
includes the following elements:

COMMEN'rs:
The l nf;ine..cring Division has done a technical review of the site plan as submitted by Central
Missouri Professional Services, Inc. Most items concerning,, Engineering Division review in
accordance with Chapter 35 of the 'Zoning Code pertaining to site plan contents have been
addressed on the latest submittal of the site plan. The following; corriments are regarding this
review;
Regarding infrastructure;
Existing street, storm sewer, and sanitary sewer infrastructure are in the vicinity of'the
proposed development.
The site plan presented shows picking up off-site drainage to the cast into the existing 36"
RCP that flows under West "Truman Blvd. According to the plans when West. Truman
Blvd. was constructed, an area to the west of this site was also picked up by this same
system. We request that this be considered in the design of the site as to accomodate
future drainage from the development to the west.
Sanitary sewer is existing in front of the proposed building.
Is the waterline shown existing or proposed? The size of this is not indicated as well. If
proposed, a note indicating that it must be bored under West Truman Blvd. needs to be
added to the site plan, Will other undeveloped lots have individual service crossing West
Truman Blvd. or would a main extension to serve all the proposed lots be necessary?
Detention is not required since when West Truman Blvd. was constructed, this area was
considered to be developed in the future, and the culverts were sized considering future
development.
Driveway access is proposed to be shared with the adjacent lot to the cast from 'Truman
Blvd. Will an ingress / egress easement be necessary for the driveway?
Regarding traffic impact;
The ADT (average daily traffic) for West Truman Blvd. Cast of SchUnlate Chapel Road is
13338 vehicles per day (Source is MoDOT, Jeflerson City Traffic Count Summary,
August 2002)
This development is proposed within an existing commercial / office area.
West Truman Blvd. is classified as a minor arterial roadway between U.S. Route 50/63
to Missouri Route 179. (Classification of West 'Truman Blvd, is from the List of
Functional Roadway Classification for Jefferson City, dated April 12, 2000)
The speed limit for West Truman Blvd, is 40 mph.
Width of West Truman Blvd. is thirty-eight (38) feet from curb to curb.
Sight distance on West Truman Blvd. is adequate in both the westerly and easterly
direction.
ENGINEERING STAFF POSITION:
Support, with the following condition;
Finalize technical comments regarding site issues, including those listed above regarding stornn
drainage and waterline construction.

Boulevard, directly north of'the West Truman Boulevard/Malian Plaza intersCCtion. The
building housing the Public Schools Retirement System of Missouri lies to the cast in a
C-O Commercial Oflice zolliing district, and a variety of' residential '/,mill districts
(including RS-1, RS-2, and RA-2) lie north, west, and south of the subject site.
