AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING THE PRELIMINARY
AND FINAL PUD PLAN FOR PROPOSED DOUBLE EAGLE SUBDIVISION, A PLANNED
CONDOMINIUM DEVELOPMENT
WHEREAS,Double Eagle Investments,L.L.C.,owners of the real estate hereinafter described,
having submitted to the City Council a Preliminary and Final PUD Plan of said real estate, being
located in Jefferson City, Cole County, Missouri, and more particularly described as follows:
Part of the Southwest Quarter of the Northeast Quarter of Section 24, Township 44
North, Range 12 West, in the City of Jefferson, Cole County, Missouri, more
particularly described as follows: From the northwest corner of the Southwest Quarter
of the Northeast Quarter of said Section 24; thence N85'47'39"E, along the Quarter
Quarter Section Line, 570.67 feet to the northwest corner of the tracts described by
deed of record in Book 112, Page 487 and Book 216, page 088, Cole County
Recorder's Office; thence S3 54'09"E, along the west boundary of said tracts
described in Book 112, page 487 and Book 216, page 088, 218.64 feet to the
southwest corner of said tract described in Book 216, page 088 and the POINT OF
BEGINNING for this description; thence continuing S3 54'09"E, along the west
boundary of the aforesaid tract described in Book 112, page 487, 184.56 feet to the
southwest corner thereof; thence N85050'51"E, along the south boundary of said tract
described in Book 112, page 487, 431.58 feet to a point intersecting the west boundary
of a 30 foot wide strip of land conveyed to the City of Jefferson by deed of record in
� Book 265, page 367, Cole County Recorder's Office; thence N7°21'02"W, along the
westerly boundary of said strip of land described in Book 265, page 367, 119.16 feet
to the northwesterly corner thereof;thence N82'38'58"E, along the northerly boundary
of said strip of land described in Book 265, page 367, 15.00 feet to a point intersecting
the east boundary of the aforesaid tract described in Book 112 , page 487; thence
N7°21'02"W, along the east boundary of said tract described in Book 112, page 487,
8.25 feet to a point on the southern boundary of the aforesaid tract described in Book
216, page 088; thence along the southern boundary of said tract described in Book
216, page 088,the following courses: N29°44'48"W, 65.53 feet;thence S85'29'1 2"W,
410.34 feet to the POINT OF BEGINNING. Containing 1.82 Acres.
WHEREAS, it appears that the procedures set forth in the zoning code relating to zoning have
in all matters been complied with, as said property owners submitted to the Planning and Zoning
Commission and City Council a Preliminary and Final PUD Plan for 1.82 acres previously rezoned to
PUD by Ordinance No 13672;
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
SECTION 1. The Preliminary and Final PUD Plan prepared by Central Missouri
Professional Services, Jefferson City, Missouri, on file as Case No. P04020 in the Jefferson City
Planning Division is hereby approved for the above land referenced herein.
SECTION) 2 The following principal land uses are approved for the site: A total of eight (8)
residential units to be constructed as attached single family dwellings, with two units per building and
four total buildings.
SECTION 3. Common Areas and Public Land. Common areas are as described in the
Declaration of Condominium for this development, Rights-of-way and easements proposed to be
dedicated to public use shall be as indicated on the Final Subdivision Plat of Double Eagle
Subdivision.
SECTION 4. This ordinance shall be in full force and effect from and after the date of its
passage and approval.

The City Council of the City of Jefferson, Missouri, will hold a public hearing on Monday,
September 20, 2004 at 6:00 p.m. in the Council Chamber of the John G. Christy Municipal
Building, 320 East McCarty Street, to consider a Preliminary and Final PUD Plan as
described herein:

subject to the Preliminary and Final Planned Unit Development Plan: Property proposed to
be platted as Double Eagle Subdivision, a planned condominium development, addressed
as 2002 Tanner Bridge Road, located in part of the Southwest Quarter of the Northeast
Quarter of Section 24, Township 44 North, Range 12 West in the City of Jefferson, Cole
County, Missouri; containing 1.82 acres, including proposed right-of-way.

(a.) Proiect Description
The proposed development would construct four (4) two (2) unit
townhomes for a total ofcight (8) residential ('amily dwelling units on a 1.82
acre site situated on 'fanner Bridge: Road, south of Ellis Boulevard. The type of
construction would be single story wood frame with exterior beim, a combination
of brick veneer and siding. The roof would be architectural composite asphalt
shingle. The development would be comprised of one (1 ) platted lot to be owned
by the association with individual ownership planned for each dwelling unit. A
public street, approximately 270 feet long would be dedicated and constructed as
a part of tile piatting process. with necessary sanitary sewer, stormwatcr and other
utilities. The association would maintain the common area with a detailed
landscaping plan with irrigation system to be included with the planned
development process. All direct access to the units will be from Double Eagle
Court. No drive access would be allowed from Tanner Bridge Road. Two (2)
basic styles of units are planned, with all units to have a two (2) car attached
garage. The two types of units would have 1,375 sq. fl, and 1,610 sq. fl.
respectively, and where the site allows, there may be a portion of a walkout
basement finished depending upon the ovvnc►•'s need.

(e,) Traffic Impact
Tanner 13ridue Road is considered a collector street, with 2.500 to 3.000
ADT (cars per day). Based on actual traffic counts for similar types of
development, we anticipate six (G) trips per unit per day for a total ADT of'50.
This is a very small percentage increase of traffic in the area. Stopping site
distance for the intersection is river 300 feet. Minimum design sta (inuk n T _ _

(i.) Land Use
The property is bordered by C-I oil the: North, RD on the West and South,
and RS-2 on the South. The PUD land use for condominiums is considered a
good transition and buffer with the surrounding; land uses.
Density
The averagc area per unit for the development is approximately 7,000 sq.
ft. The percentage of impervious area is 33%. By contrast the adjoining Scott
Valley Acres Subdivision has an average area of'7 200 sq. ft. 'Tile percentage of'
impervious area is 360ii0.
