AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE PARKS
AND RECREATION COMMISSION TO PARTICIPATE IN COOPERATIVE PURCHASING
WHEREAS, Chapters 70.220 and 70.230 of the Revised Statutes of the State of
Missouri authorize any municipality or political subdivision to cooperate with any other
municipality or political subdivision for the planning, development, construction, acquisition or
operation of any public improvement, and;
WHEREAS, Section 2-382 of the Code of the City of Jefferson affirms the desires of
the City to participate in Cooperative Procurement Programs with the State of Missouri, the
County of Cole, the Housing Authority and any other interested governmental bodies, and;
WHEREAS, the City of Jefferson has historically participated in cooperative purchasing
agreements with other political subdivisions, and,-
WHEREAS, in October 2002, on behalf of all state, city and school agencies and other
political subdivisions, the City of Chesterfield, Missouri solicited and awarded sealed
competitive bids for athletic lighting on a cooperative purchasing basis for a period ending
September 30, 2005, arid;
WHEREAS, the Successful bidder, Musco Lighting L.L.C. has provided a signed anti-
collusion affidavit and agreed that their response also constitutes a bid price to all state, city
and school agencies and other political subdivisions for the Sam(:, prices and effective period,
and;
WHEREAS, funds for athletic field improvements have been designated in the City of
Jefferson Parks Capital Improvements Sales Tax Program, and;
WHEREAS, the City of Jefferson Parks and Recreation Commission desires to join the
other municipalities, school districts, universities and political subdivisions throughout the State
who have already reaped the savings benefits of volume purchases and reduction of
administrative expenses defined in the City of Jefferson Purchasing Policies and Procedures
Manual.
BE IT ENACTED BY THE COUNCIL 01--' THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1 . That the Parks and Recreation Commission of the City of Jefferson and
'the Director of Parks and Recreation are hereby authorized to utilize the cooperative
procurement bid for athletic lighting awarded to MUsco Lighting LLC by the City of Chesterfield
in October of 2002 for the period ending September 30, 2005 and any extensions or renewals
thereof. The Director of Parks and Recreation, the Director of Finance and the-Purchasing
Division Director are further authorized to issue purchase orders and take any additional
actions pursuant to the procurement of items included in the cooperative bid on an as needed
basis.
S ction 2. This Ordinance shall be in full force and effect from and after the date of its
passage and approval.
