AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH BLUE CROSS BLUE SHIELD FOR EMPLOYEE GROUP DENTAL INSURANCE. WHEREAS, Blue Cross Blue Shield has been selected as the firm best qualified to provide professional services related to employee Group Dental Insurance; NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1 . Blue Cross Blue Shield is hereby approved as the best qualified firm to provide professional services and its proposal is hereby accepted. Section 2. The Mayor and City Clerk are hereby authorized to execute an agreement with Blue Cross Blue Shield for Group Dental Insurance. ® Section 3. The agreement shall be substantially the same in form and content as that agreement attached hereto as Exhibit A. Section 4. This Ordinance shall be in full force and effect from and after the date of its passage and approval. Including our current carrier, seven companies submitted proposals. The group dental plan provides dental insurance for all eligible employees and their dependents. After reviewing the various proposals and meeting with two of the carriers, a committee of staff members has selected Blue Cross Blue Shield and their Dentablue dental plan as the best proposal. In addition to offering the same rates we are currently paying, Blue Cross Blue Shield has offered a two year rate guarantee. The plan remains substantially the same as we are currently enjoying, with the removal of one waiting period for new hires, Current and renewal monthly premiums are. Current Renewal Employee only $2U.56 $20.56 Employee and spouse _ $43.16 $43. 16 Employee and children $45,48 _ — $45.48 Employee and family �! $68.08 Total estimated cost to the City for the calendar year is $94,987.00. The City covers the cost of each eligible employee's dental insurance. In addition, employees may elect to purchase dependent insurance. It should be noted that one carrier came in approximately $2200 per year lower than Blue Cross Blue Shield. However, the committee recommends Blue Cross Blue Shield over this carrier for a couple of reasons, One, Blue Cross Blue Shield requires 75% participation of City employees. Although the City purchases dental insurance for each employee, we do have some employees who have coverage already through their spouse and have elected not. to have coverage through the City. The other carrier requires 100% participation which means we would have to pay for coverage for each employee regardless as to whether or not they need it. Second, Blue Cross Blue Shield olTcrs two cleanings per year, regardless of how far apart they are. The other plan requires a full six months to pass bel-ore they will cover a second cleaning. Finally, Blue Cross Flue Shield will ofTer the $1000 orthodontia benefit to all current employees' covered dependents, regardless of how much has been covered by the previous carrier-, The other carrier will offiet the orthodontia benefit by any amounts that have already been paid by a previous dental carrier. A copy of the spreadsheet comparing the various proposals is attached. This information will be submitted to you in the lorm of a bill summary and ordinance at the next Council meeting on October 4, 2004. However, in order to have all the paperwork completed and forms prepared for open enrollment on November 2, a, and 4, 2004, 1 will be asking for a suspension of the rules to have this ordinance voted on at the October 4, 2004 Council meeting.
