passed;
ORDINACE. -
AN ORDINANCE to be entitled " An ordinance to provide forthe
issuance of licenses and to regulate the sale, handling, or
dealing in intoxicating beverages within the cotporate limits of
Sava-nah Beach, Tybee Island, Georgia.
SECTION 1 BE IT ORDAINED by the Mayor and Councilmen of Savannah
Beach, Tybee Island, Georgia, ih regualar meeting assembled for
the purpose of raising revenue that from and after the passage of
this Ordinance no person, firm or corpora ion shall sell any
intoxicating beverages, until after first obtaining an approved
petition from the Police Committee of said Town, which said
petition sha.1 be approved by said Police Committee before any per-
son fiirm or corporation shall enegage in such business.
SECTION 2 BE IT FURTHER ORDAINED that any person, firm or
cor,oration violating the provisions of_this ordinance shall
upon .conviction before the Police Court of said Town be subject
tp pay a fine not exceeding One Hundred ($100.00) Dollars and
inprisonment not exceeding Thirty (30) Days for each violation of
this ordinance.
SECTION 3 AE IT FURTHER ORDAINED that all ordinances, or
parts of ordinances in conflict herewith be and the same are
hereby repealed.

The minutes of the meetings of March llth, 23rd and April 14th
were read and approved.
The Assessment Committee met on March 31st, 1938, for the pur-
pose of arriving at propertyrmvaluations for the year commencing
May 1, 1938 and submitted the following report;

on Assessments be adopted;

Tybee Island,for the year commencing May lst, 1938, be received .
and the valuation as .thereon assessed be adopted as the basis of
assessments for taxation of real estate and improvements in said
Savannah Beach, Tybee Island, for the tear ending April 30, 1938.

commening May 1, 1938 and ending April 30, 1939, be adopted, as
follows;

by the Finance Committee of the Mayor and Councilmen of Savannah
Beach, Tybee Island, and for other purposes.
SECTION 1 BE IT ORDAINED by t=ie Mayor and Councilmen of Savannah
Beach, stand, in meeting assembled that the attached budget, ''

It was moved, seconded and passed that an Ordinance for the
taxation of real and personal property and also to provided for the
rate of licenses for do ng business in t.e Town for the year commencing
May 1, 1938, adopted;
ORDINANCE.
TO PROVIDE for the taxation of real and personal property
in the Town of Savannah Beach, Tybee Island1 Ga., for the fiscal
year commencing May 1st, 1938, dnd to provide for the rate of licenses
for doing business in said Town of Savannah Beach, Tybee, Island, Ga.,
for the fiscal year ending April 30, 1939, and for other purposes.
SECTION` .1. Be it Ordained by the Mayor and Councilmen of
the Town of Savannah Beach, Tybee Island, Ga., in Council assembled
and it is hereby ordained by the authority of the same that the rate
of taxation upon real estate and personal property within the limits .
of the said Town of Savannah Beach, Tybee Island, Ga., for the fiscal
year commencing May 1st, 1938, shal be ONE AND ONE-QUARTER PER CENT
upon the assessed or returned value of same, the value of real
estate and improvements to be ascertained from the returnes of the.
Committee on Assessments of saidMayor and Councilmen and the valuation
of personal property to be ascertained from the returns of the owners
thereof in pursuance of the schemeand plan contained in sections
One, Two, Three and Four of the Ordinance to provide for the assessment
of taxable property in the Town of Savannah Beach, Tybee Island, Ga.,
and the mode of valuing such property for taxation and to carry into
effect the provisions of the Act of the General Assembly of the
State of Georgia approved August 19, 1922, Section 21, passed in
Council assembled October 13, 1922, and it is further ordained that
if any person or persons should refuse or neglect to pay the tax re-

quired by this Ordinance within Thirty (30) DAYS after same shall
become due, or shall fail or refuse to pay any DOUBLE TAX assessed
as above provided, -within THIRTY (30) DAYS after same shall become due,
the Clerk of Council as Ex- officio. Treasurer of said Town shall
issue execution therefore and the further sum of ONE DOLLAR 01.00)
for costs, the Chief of Police and Ex- officio Tax Collector '!,shall
proceed with such execution in the same manner as now provided by
the law in such cases'of execution lodged with the Sheriff of Chatham
County.
SECTION 2. Be it further ordained that any property,
including new improvements upon completion and installation, will be-
come taxable after May 1, 1938, and shall` be subject to taxation
from the first day of the month immediately succeeding the time
when the same becomes taxable and the owner or owners shall pay such
proportion of the tax required by this Ordinance as the time left
for the taxable year shall bear to the whole, Except that any im-
provement completed after July 1st shall not be taxed for the re-
mainder of the fiscal year through April 30th.
SECTION 3. And every person h shall ry p on w o sh 11 pay his taxes within
FIFTEEN (15.) DAYS after same shall become due shall be entitled to
a deduction of TWENTY(20) PER -CENT on account thereof, and the Clerk
of Council and Ex- officio Treasurer of said Town is hereby authorized
to make such deduction upon receipt of tax. The provision of this
section shall not apply to licenses for doing business in said Town,
the rate for such licenses being NET.
SECTION 4. The licenses for doing business in the Town
of Savannah Beach, Tybee Island, Ga., for the fiscal year ending
April 30, 1939, payable on or before commencing of business shall be
as fellows:

SECTION 5. In the event any business or calling not
specifically mentioned in the above list set forth shall be established
in the Town of Savannah Beach, Tybee Island, Ga., the Mayor and Council-
men reserve the right to establish a license fee for same by resolution
which fee is to be of equal dignity as the license specifically mentioned
in the above section, provided however that such licenses shall not
be less than TWO DOLLARS -FIFTY CENTS AND not more than the sum of ONE
HUNDRED DOLLARS.
SECTION 6/ This Ordinance shall be subject to alterations
or repeal in whole or in part at any time during the fiscal year be-
ginning May 1, 1938, ehauld it be deemed advisable and no such amend-
ment or repeal shall be construed to impair the right of Council to
assess or levy tax for the whole of such year whenever made.
BBCTION $. All ordinances or parts of ordinances'conflict-
ing with provisions of this ordinance are hereby repealed, provid-
ing nevertheless that so much and such parts of ordinances passed
as provided for the exeuution for any tax assessment, or part of
tax assessment, required by such ordinance and nowremaining unpaid,
shall continue and remain in force so as to authorize the Clerk of
Council and 1x- officio Treasurer to issue executions and the-Chief
of Police and Ex- officio Tax Collector to collect same, until taxes
or assessments shall be fully paid.
It was moved, seconded and passed that the following resolution be
adopted:
RESOLUTION
BE IT RESOLVED by the Mayor and Councilmen of Savannah
Beach, Tybee Island, in meeting assembled, that there now existing
a casual deficiency in the revenues of said municipality, the said
municipality do borrow from such bank, or banks in the City of
Savannah, as may be determined by the Finance Committee of the
Mayor and Councilmen of Savannah Beach, Tpbee Island, ar sum not
exceeding SEVEN HUNDRED AND FIFTY ($750.00) DOLLARS, and that the
Mayor be authorized to negotiate said loan from such bank, or banks
as he may prefer, and upon each terms as he may decide.
Any note, or notes executed as evidence of such loan shall
be signed by the Mayor and attested by the Clerk of Council with
corporate seal of the municipality attached, and such, or notes,
shall be repaid in full on, or before, May 15, 1938, out of the
proceeds of the first current revenues received by the municipality
beginning May 1, 1938s
