AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND
APPROVING A PRELIMINARY PUD PLAN FOR 2205 STONE HILL ROAD, DESCRIBED
AS LOT 3 OF STONEHILL SUBDIVISION, SECTION ONE.
WHEREAS, IT APPEARS THAT THE PROCEDURES SET FORTH IN THE ZONING CODE
RELATING 1*0 ZONING HAVE IN ALL MATTERS BEEN COMPLIED WITH.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
SECTION 1 . The following described property is subject to the Preliminary Planned
Unit Development Plan described in Section 2: 2205 Stone Hill Road, such real estate
being described as follows: Lot 3 of Stonehill Subdivision, Section One, located in
Section 24, Township 44 North, Range 12 West, in the City of Jefferson, Cole County,
Missouri. Containing 0.73 acres.
SECTION 2. The following described Preliminary PUD Plan prepared by Central
Missouri Professional Services, Jefferson City, Missouri, on file in the Department of
Community Development Planning Division as Case No. P03020 is hereby approved
for the above land referenced in Section 1 .
A. The following land uses are approved for the site described in Section 1:
Office and retail use, including associated storage area and off-street parking.
B. Common Areas, Public Land. No common areas are included and no public
lands are dedicated with this PUD Plan.
SECTION 3. The proposed use contorms with the"commercial" land use designation
on the Cornprohensive Plan Land Uso Map and is compatible with existing
surrounding land uses.
SECTION 4. This ordinance shall be in full force and effect from and after the date
of its passage and approval.

The City Council of the City of Jefferson, Missouri, will hold a public hearing on
Monday, September 15, 2003 at 6:00 p.m. in the Council Chamber of the John G. Christy
Municipal Building, 320 East McCarty Street, to consider a Preliminary PUD Plan as
described herein and for the following property:
SECTION 1 . Property Location and Description: 2205 Stone Hill Road, such real
estate being described as follows: Lot 3 of Stonehill Subdivision, Section One,
located in Section 24, Township 44 North, Range 12 West, in the City of Jefferson,
Cale County, Missouri. Containing .73 acres.
SECTION 2. The following described Preliminary PUD Plan prepared by Central
Missouri Professional Services, Jefferson City, Missouri, on file in the Department
of Community Development Planning Division as Case No. P03020 is hereby
approved for the above land referenced in Section 1.

COMMENTS:
'file 1 nginecring Division has done it technical review of the site plan as submitted by Central
Missouri Professional Services, tile. Items / comments concerning Engineering Division review in
Section 35-74C. of the Zoning Code pertaining to site plan contents that need to be examined
further are the following;
Regarding infrastructure;
Existing street, stornlsewer, and sanitary sewer infirastucture are in the vicinity oflhe
proposed development Stornmater impact upon tile. overall watershed has been
quantified for this development, and is directed to an existing system that was provided
in conjunction with the layout of'tile subdivision. A location and preliminary layout ofa
® regional detention facility has been identified by the City upstream front this development.
Also, a MDNR band Disturbance Permit is not needed for this development (site
disturbance less than one ( I ) acre). Hrosion control / best management practices have still
been indicated oil the site plan and considered with the project.
Grading has been proposed upon MO State Route B right-of=way.and MoDOT has final
determination / permitting orally improvements onto Route 13. A permit 1rom MoDOT
will be necessary regarding grading / filling upon MO State Route 13 right-of-way,
A modular retaining wall has been proposed upon the 15' general utility easenlent along
Stone I lilt Road. An application Im pct missive use has been submitted for consideration
at the next Public Works and planning Committee meeting scheduled for August 21, 2003,
regarding this retaining wall. being placed upon IIIIS easement.
Regarding traffic impact,
MO State Route li is classified as a minor arterial from l;llis Blvd. to the City limits.
MoDOT currently controls access to MO State Route 13. When the extension of Route
179 is completed to Route 13, this portion of Route B will become a City maintained
facility, by agreement with MoDOT.

Case No. P03020 -2205 Stone Hill Road. Preliminary and Final PUD Plan. A request filed
by Farr Out Properties, L.L.C., William I_. Farr and Joanie Payne, property owners, for approval
of a Preliminary and Final PUD Plan for a 3,505 square foot office and retail building on a 0.73
acre lot zoned PUD, Planned Unit Development. The subject site is located on Lot 3 of Stonehill
Subdivision Section One,
Mr. Mike Bates,Central Missouri Professional Services,2500 E. McCarty Street,spoke regarding
this request. Mr. Bates stated that existing business, JP Promotions, will be relocating to this new
location. The facility will be two stories with parking on both levels and interconnecting driveways. Mr.
Bates stated that the new facility will have sufficient access and emphasized that this is an ideal area for
this type of development.
No one spoke in opposition to this request and no correspondence was received in opposition.
The Planning Division and Engineering Division Staff Report's for Case No, P03020 were
entered into the record. Mr. Kliethermes gave Staff's recommendation.

Notification was sent by letter to adjacent and affected property owners within 185 feet and by
required sign posting.
Mr Bates concurred with Staff's comments.
Mr. Lake moved and Mr. Nunn seconded to approve the Preliminary and final PUD Plan for 2205
Stone Hill Road, with the following conditions:
1. Additional landscaping note must be shown:
2. Designation of the required loading space;
3. Approval for the proposed location of part of a retaining wall over the 15' general utility
easement along the frontage to Stone Hill Road, from the Public Works and Planning
Committee and the City Council.
4. Subject to corments from the Engineering Division.
