Bassett, Constable of the Town of Brewster Greetings: In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of Brewster qualified to vote in Town affairs to meet at the Brewster School Auditorium on Monday, the third day of Plarch next at seven o°clock in the evening, then and there to act on the following articles: ARTICLE 1. To act on the annual report of the Selectmen and other Town Officers. ARTICLE 2. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1969 and to issue a note or notes, therefore, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17 of Chapter 4.4., General Laws as amended. ARTICLE 3. To see if the Town will vote to transfer a sum of money from surplus overlays to the Reserve Fund. ARTICLE 4.. To hear the report of any special committee. ARTICLE 5. To see if the Town will vote to fix the salary and compensation of all elective officers of the Town as provided by Section 108, Chapter 41, General Laws as amended, for the year 1969 to be effect- ive January 1, 1969. ARTICLE 6. To see if the Town will vote to amend the Personnel By- Law, Section 12.1.2 by deleting the present language and substituting the following: 12.1.2 W- Appointed Boards and Commissions - The compensation of permanent appointed boards and commission shall be as follows: Registrar of Voters $2.15/hr. Shifts may be rotated. Temporary substitutes shall be paid at the rate of $18.80 per shift, day or night. Regular part-time substitutes shall be paid at the rate of $18.80, $19.40, $20.00, $24.60, $21.20, $21.80 per shift for the Ist, 2nd, 3rd, 4th, 5th and 6th Steps respect- ively, when working night or day shift. To see if the Town will vote to install and maintain two street lights, one on pole 40, Rothe 13? and one at the junction of Old North Road and Point of Rocks Road. ARTICLE 8A. To see if the Town will vote to raise and appropriate such sums of money as may be deemed necessary to defray Town: charges and expenses for the year 1969. ARTICLE 9. To see if the Town will vote to raise and appropriate or transfer from unappropriated available Funds in the treasury, a sum of money for Chapter 81, Highways. ARTICLF 10. To see if the Town will vote to raise and appropriate or transfer from, unappropriated available funds in the treasury, a sum of money for Chapter 90, Highways. ARTICLE 11. To see if the Town will vote to appropriate from the Road Machinery General Fund, the sum of Thirty Five Hundred Dollars ($3,500.00) to be used for the purchase, maintenance and operation of Road IUachinery. ARTICLE 12. To see if the Town will vote to transfer the sum of Three Thousand Three Hundred Twenty Four Dollars and Twenty Five Cents ($3324.25) from the funds provided by Chapter 616 of the Acts of 1967 to be used for resurfacing a portion of Long Pond Road. ARTICLE 13. To see if the Town will vote to raise and appropriate the sum of Thirty Five Thousand Dollars ($:5,000.00) to be used in conjunction with Chapter 90, money previously appropriated for construction work on Freeman's Way, work to be done by Town forces. ARTICLE 14. To see if the Town will vote to accept the layout of Old North Road as made and reported by the Selectmen on January 28, 1969 as shown on a plan drawn by Nickerson & Berger and on file with the Town Clerk; and to authorize and instruct the Selectmen to purchase or take by eminent domain the land, or the interest in the lands within said layout, and to act fully thereon; and for this purpose raise and appropriate a sum not exceeding Six Thousand Seventy Dollars ($6,070.00) to be used for land taking. ARTICLE 15. To see if the Town will vote to accept the layout of Jonathan's Way and Aunt Moll's Ridge Road as made and reported by the Selectmen on January 28, 1969 as shown on a plan on file with the Town Clerk and to authorize and instruct the Selectmen to purchase or take by eminent domain the lands, or the interest in the land within said lay- out, and to act fully thereon; and for that purpose raise and appropriate a sura not exceeding Fifty Nine Dollars ($59.00) to be used for -land taking. ARTICLE 16. To see if the Town will vote: to raise and appropriate the sure of Two Thousand Dollars ($2,000.00) to construct a wooden bulk- head at the Breakwater Landing to be done under the supervision of the Department of Public 1orks. ARTICLE 17. To see if the Town will assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws, as amended by Chapter 516 and 524, Acts of 1950 for all damages that may be incurred by work to be performed by the Department of Public v�iorks of Massachusetts for the improvement, development, maintenance and protection of tidal and non--tidal rivers and streams, harbors, tidewaters, foreshores and shores along a public beach outside Boston Harbor, including the Merrimack and Connecticut Rivers, in accordance with Section 11 of Chapter 91 of the General Laws, and authorize the Selectmen to execute and deliver a bond of indemnity therefore to the Commonwealth. ARTICLE 18. To see if the Town will vote to authorize and instruct the Town Treasurer to pay the Bog Tax returns from the assessments of 1968 to the Brewster Ladies' Library Association in accordance with Chapter 140, Section 72. ARTICLE 19. To see if the Town will vote to transfer from available funds in the Treasury, the sum of Five Hundred Dollars ($500.00) to the Brewster Ladies' Library Association. ARTICLE 20. To see if the Town will vote to instruct the Selectmen to contract for one year for Ambulance Service with the Brewster, Orleans, Eastham Ambulance Association, Inc., and raise and appropriate the sum of Three Thousand Five Hundred Dollars ($3,500.00) for this purpose. 3� L ARTICLE 21. To see if the Town will vote to permit the Brewster Historical Society, Inc. to use the second floor auditorium of the Town Mall as well as the small room opposite and raise and appropriate the sum of Sixteen Hundred Dollars ($1,600.00) for restoring, painting and electrical work. ARTICLE 22. To see if the Town will vote to raise and appropriate a sun of money for the purchase of approximately 1.4 acres of land now owned by Ivxs. George F. Russell to increase the size of the present Town Landing on Sheep Pond. ARTICLE 23. To see if the Town will vote to raise and appropriate the stun of Two Hundred Dollars ($200.00) for engineering fees in connection with the enlargement of Sheep Pond Landing. ARTICLE 24. To see if the Town will vote to instruct the Assessors to act under Chapter 40, Section 4 of the General Laws, and to enter into a contract for a professional equalization of unimproved acreage north of Route 6A and raise and appropriate the sum of Twelve. Hundred Dollars ($1200.00). ARTICLE 25. To see i_f the Town will vote to appropriate the sum of Twenty One Thousand Dollars ($21,000.00) to purchase or take by eminent domain land shown on plans entitled "Plan showing marsh at Quivet Creek in Brewster, Mass. as surveyed for the Brewster Conservation Commission, Scams 1F' = 100', March 1969, Nickerson & Berger, Civil. Engineers, Eastham Chatham, Mass." and 'Plan showing Skaket Creek in Brewster, Mass. as surveyed for the Brewster Conservation Comarission, Scar: I" = 1001, March 1969, Dickerson & Berger, Civil Engineers, Eastham & Chatham, Mass." for conservation purposes, and to determine whether such monies should be raised by taxation, borrowing or otherwise, anLt8 authorize and direct the Brewster Conservation_ Commission to enter/any agreements it deems advantageous on behalf of the town with the Commonwealth of Massachusetts and/or United States of America for partial reimbursement of the cost of the land. ARTICLE 26 To see if the Town will vote to raise and appropriate the sum of Three Thousand Dollars ($3,000.00) for regal fees in connect- ion with the acquisition of the salt marshes. ARTICLE 27. To see if the Town will vote to raise and appropriate theses Two �Iundred Six and 80/100 ($206.80) under the provisions of Cha�ter 388, Acts of 1954 amended by Chapter 433 of 1955, control of Greenhead Fly, and authorize the Toon Treasurer to pay said appropriation into the State Treasury. ARTICLE 28. To see if the Town will vote to demolish the Hassard house and raise and appropriate the sum of Nine Hundred Fifty Dollars ($950.00). ARTICLE 29. To see if the To-vm will vote to raise and appropriate the stun of -'--Two Thousand Dollars ($2,000.00) to construct and equip an information booth. ARTICLE 30. To see if the Town will vote to accept the provisions of Chapter 40 Section 6A whish concerns the use of matching funds to advertise the advantages of the Town. ARTICLE 31. To see if the Town will vote to raise and appropriate the sun of Fifteen Hundred Dollars ($1,500.00) under the provisions of G.L., Chapter 40, Section 6A to operate the information booth with matching funds of the same amount to be deposited by the Board of Trade with the Towm Treasurer by June 1, 1969. ARTICLE 32. To see if the Town will vote to authorize the Selectmen to petition the Legislature to increase the limit of money to be spent in advertising the advantages of the Town. to Twenty Five Hundred Dollars ($2500.00) and also to permit the Town to regulate the limit. ARTICLE 33. To see if the Town will vote to adopt the following by- law: No person shall, between the hours of 8:00 P. M. and 8:00 A. Vii., sed up on any property, public or private, without permission of the owner thereof, a camp, tent, or sleep in. the open on any property, public or private, within the territorial limits of the gown of Brewster. Any person violating this by-law shall be punished by a fine of not more than fifty dollars for each offense. :-LHTICLE 34. To see if the Town will raise and appropriate the sum of Seven Thousand Dollars ($7,000.00) for the purpose of putting fluorescent lighting in the Brewster Elementary School. ARTICLE 35. To see if the Town will raise and appropriate a sum of money for the purpose of buying a temporary or portable type building for the use of the kindergarten at the Brewster School. ARTICLE 36. To see if the Town will authorize the School Committee, in accordance with General Laws Chapter 149, Section 1781 as amended by Chapter 633 of the Acts of 1968, to designate an attorney as a represent- ative of the school committee for the purpose of bargaining with employee �_ . organizations for school employees, or to take any other action re- lating to the same. ARTICLE 37. To see if the Town will vote to raise and appropriate the sum of One Hundred Eighty Four dollars ($184.00) to be paid to the Cape Cod Mental Health Association under the direction of the School Committee for services rendered or to be rendered to citizens of the Town of Brewster at the Mental Health Center under the provisions of Massachusetts General Laws, Chapter 40, Section 5, (40c). ARTICLE 38. To see if the Town will vote to create a special un- paid committee to be known as a regional refuse disposal planning comm- ittee ommittee consisting of three persons to be appointed by the moderator, in accordance with the provisions of General Laws, Chapter 40, Sections 44A. ARTICLE 39. To see if the Town will vote to raise and appropriate the sum of Two Thousand Two Hundred Dollars ($2,200.00) for the erection of a school zone traffic light at the entrance to the Brewster Elementary School on Route 6A under the provisions of Chapter 616 of the Acts of 1967. ARTICLE 40. To see if the Town will vote to raise and appropriate the sum of Three Thousand ($3.,000.00) Dollars to install a drainage system at the junction of Stony Brook Road andAPercieNewcomb,Rd.said money to be used with funds rade available under the Chapter 81 appropriation. ARTICLE 41. To see if the Town will vote to raise and appropriate, or expend from available funds the sura of Twelve Hundred Fifty Dollars ($1250.00) in accordance with the provisions of Chapter 114 of the General Laws for the maintenance and care of the following so called Ancient Cemeteries: Dillingham Burying Gound, Lincoln Foster Cemetery, Red Top Graveyard, Sears Burying Ground and the Old Burial Ground (north of the First Parish Church), funds to be expended under the direction of the Superintendent of Public Iorks. . kRTICLE 42. To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000.00) to be used for the propagation of shellfish, said money to be spend under the direction of the Shellfish Constable and the Board of Selectmen. ARTICLE 43. To see if the Town will vote to return the following un- expended balance from Road Machinery Expense to the Road Iliachinery Fund: Three Hundred Thirty Nine Dollars and Eight Three Cents ($339.83) ARTICLE 44. To see if the Town will vote to raise and appropriate the sum of Thirty Five Hundred Dollars ($3500.00' to construct a side walk from Route 6A to the Brewster Elementary School. ARTICLE 45. To see if the Town will vote to raise and appropriate a sum of money for meeting bills of prior year on theunpaid bills _ ARTICLE 46. To see if the Town will vote to transfer the follo-�ring unexpended balances of special appropriations to surplus revenue: Office Equipment $3.70 Tracts 1 & 4 - Water 35.00 Slough Fond Landing 75.60 Crosby Neck Road 1.3.50 Millstone Road 180.87 Eldredge Way 5.00 $ 313.67 ARTICLE 47 . To see if the Town will vote to utilize the town-owned land of approximately 19M' acres on Great Fields Road near its junco®n with Route 124 as the site of a public disposal area . ARTICLE 48 . To see if the Town will authorize the Selectmen to enter into negotiations with the owners of two lots of land , comprising approxi. mately 14 acres , to the west of the town-owned land on the northern side of Great Fields Road , in order to add to the use of the latter as a public disposal area . ARTICLE 49 , To see what action the Town will take with regards to its Herring or Alewives Fisheries . ARTICLE 50 . To see if the Town will vote to raise and appropriate the sum of Six Hundred Dollars ( $600 . 00 ) to drive a well , install a pump and storage tank at the Town garage to make available water at the garage and for watering grass at the Little League field and for future drinking water at the Little League field and at any future tennis courts ; to be expended under the direction of the Selectmen and the Little League Committee , ARTICLE 51 . To see if the Town will vote to accept the provisions of the Act of the General Court , designated H1680 of 1969, enti_tled An Act Authorizing the Towns of Brewster , Chatham, Harwich and Orleans to acquire land and convey the same to the Commonwealth for the purpose of Construct - ing and Operating an Ice Skating Rink , such acceptance to be effective upon passage of the act ; and to raise and appropriate a sufficient sum of money for the purposes set forth insaid Act and any damages relating there- to ; and upon the Selectmen having been furnished with evidence satisfact- ory to them that the Commonwealth of Massachusetts will construct an ice skating rink in accordance with the provisions of said Act , within two years from the effective date of said Act , to pay the said approp- riation to the Town of Harwich for the purposes as set forth in said Act , including improving the lana and installing water , sewer and parking facilities . ARTICLE 52 . To see if the Town will vote to raise and appropriate the sum of Three Hundred Sixty Five Dollars ( $365 . 00 ) for the purchase of a heat vacuum applicator to produce street, signs . ARTICLE 53 . To see if the Town will vote to appropriate a seam of money from Free Cash in the Treasury to be used for the reduction of taxes . ARTICLE 54 . To act on any other business that may legally come before this meeting . And you are directed to serve this Warrant with your doings thereon to the Town Clerk at the time and the place of said meeting as aforesaid .
