AN ORDINANCE AMENDING CHAPTER 12 "ZONING" OF
THE CODE OF ORDINANCES, CITY OF RICHLAND HILLS,
TEXAS; AMENDING THE CITY OF RICHLAND HILLS
OFFICIAL ZONING MAP FOR CERTAIN PROPERTY
IDENTIFIED AS A PORTION OF LOT 14, BLOCK 15,
RICHLAND HILLS ADDITION; PROVIDING FOR A CHANGE
OF ZONING UPON SAID PROPERTY FROM R-1 (SINGLE
FAMILY RESIDENTIAL) TO C-2 (GENERAL COMMERCIAL);
PROVIDING A SEVERABILITY CLAUSE; PROVIDING A
SAVINGS CLAUSE; AND EFFECTIVE DATE.
WHEREAS, the Richland Hills Planning and Zoning Commission conducted a
hearing on September 14, 1998 concerning a request to rezone the northwest (rear)
eighty-five feet of Lot 14, Block 15, Richland Hills Addition from its present zoning
classification of R-1 to zoning classification C-2, and unanimously recommended
denial of said requested zoning change; and
WHEREAS, the City Council of the City of Richland Hills, Texas, conducted a
public hearing on November 10, 1998 at which all persons wishing to speak to the
requested zoning change were afforded the opportunity to do so; and
• WHEREAS, the City Council of the City of Richland Hills, Texas, after
consideration of the recommendation of the Planning and Zoning Commission and
public comments and all other relevant factors, has determined that the proposed
zoning change for the above-referenced property is in the best interests and will
promote the general welfare of the citizens of the City of Richland Hills.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF RICHLAND HILLS, TEXAS:
I.
That the Official Zoning Map of the City of Richland Hills, Texas, adopted as a
part of Chapter 12 "ZONING" of the Richland Hills Code of Ordinances, be hereby
amended to change the zoning classification of the northwest (rear) eight-five feet
of Lot 14, Block 15, Richland Hills Addition, the City of Richland Hills, Tarrant
County, Texas, also known as 7073 Hardisty, Richland Hills, Texas (as more
particularly described in Exhibit "A" attached hereto and incorporated herein by
reference), from its present zoning classification of R-1 (Single Family Residential)
to C-2 (General Commercial) and that the official zoning classification for said
property be changed as herein recited.
II.
Severability Clause. That it is hereby declared to be the intention of the City
Council that the sections, paragraphs, sentences, clauses and phrases of this

• ordinance are severable, and if any phrase, clause, sentence, paragraph or section of
this ordinance shall be declared invalid or unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such invalidity or unconstitutionality
shall not affect any of the remaining phrases, clauses, sentences, paragraphs and
sections of this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such invalid or
unconstitutional phrase, clause, sentence, paragraph or section.
III.
Saving Clause. That Chapter 12 of the Code of Ordinances, and the Official
Zoning Map of the City of Richland Hills, Texas, as amended, shall remain in full
force and effect, save and except as amended by this ordinance.
IV.
Effective Date. This ordinance shall be in full force and effect from and after
its passage and publication as provided by the Richland Hills City Charter and the
laws of the State of Texas.
PRESENTED, GIVEN FIRST READING AND APPROVED at a regular meeting of
the Richland Hills City Council on the 9~ day of February , 1999, by a vote
