AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND APPROVING AN AMENDED PUD PLAN FOR 2323 WEST EDGEWOOD DRIVE and 1241 WEST STADIUM BOULEVARD (JEFFERSON CITY MEDICAL GROUP). WHEREAS, It appears that the procedures for amending a PUD plan set forth in the Zoning Code relating to zoning have in all matters been complied with. NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: SECTION 1. The following Amendment to the PUD Plan as depicted on the site plan prepared by the consulting firm of Trabue, Hansen & Hinshaw, Inc., Columbia, Missouri, on file in the Department of Community Development Planning Division as Case No. P03022 is hereby approved for the above land referenced in Section 1: A. Building additional areas of approximately 19,500 square feet (immediate project) and 8,000 square feet (future project); separate maintenance building of approximately 1,200 square feet. B. New off-street parking area containing approximately 166 parking spaces; C. improvements authorized on the public right-of-way as depicted on the above- 1W referenced site plan including: (1) West Stadium Boulevard: addition of a right-in/right-out entrance; lane widening as Indicated on the above-referenced site plan; (2) West Edgewood Drive: one additional drive entrance (total of two); painting of pedestrian crossing and installation of signage in vicinity of greenway trail crossing. (3) Other Improvements as required by the Engineering Division, such as lane restriping and installation of signage; D. Common Areas, Public Land. No common areas are included acid no public lands are dedicated with this PUD Flan. SECTION 3. The proposed building additions and uses conform with the "commercial" land use designation on the Comprehensive Plan Land Use Map and is compatible with existing surrounding land uses. SECTION 4. Wes!,Swdiru►t Boulevard COMMUNITY DEVELOPMENT Project Description This project is a proposed amendment to a PUD zoning containing the Jefferson City Medical Group Building. The scope of the project contains several elements; an addition to the building off the west side of the building with some additional parking, a parking lot addition west of the existing building near West Stadium Boulevard, a 30' x 40' maintenance huilding to the bast of tile. existing building, and a proposed future building expansion of approximately 8000 square feet off the south end of the building, Building Expansion This will be a three-story addition to the west side of the existing building. It will contain 19,500 square feet of floor space. This addition will be clone in the same architectural style as the existing building. This addition will resttlt in the removal of approximately 30 of the existing parking spaces. Twelve of these spaces will replaced when the parking lot around the building is reconstructed. The remaining I8 spaces will be. relocated to the proposed parking lot near Stadiurn Boulevard. This portion of the Project will also resttlt in the relocation of the existing dunapster pad which currently sits off the northwest corner of the huilding. New Parkirw, Lot This new lot will contain two lots constructed using asphal tic concrete. One lot will contain 116 parking spaces and the other lot will contain 50 spaces. Eighteen of these spaces will be relocated from the 30 spaces that were removed as described above. The remaining spaces will be required to be added with the current planned building expansion and will include the number of spaces required for tide luttn'c building expansion. The parking area will he accessed by two entrances; one entrance off'of West Edgewood Drive and a right in /right out only entrance oft'of West Stadium Boulevard. This lot will he landscaped according to the Jefferson City "toning Ordinance for landscaping and buffer Yard requirements. A pre-engineered pedestrian bridge will he Jeffet-son Cite Medical Group — Building Expansion 1241 West ,Stadium Boulevard installed across Weirs Creek to allow for access from the parking area to the main building. ' Maintenance Building This will be a 30 foot by 40 foot building. It will be located approximately 250 feet east of the existing building. This building will he used for storing maintenance and yard equipment. Proposed Future Addition This is a second building addition that will be approximately 8000 square feet. The facility is located in the southeast quadrant of the intersection of Stadium Boulevard and Edgewood 1Zoad. The site is currently served by three full access driveways: one on Stadium 10111evard approximately 860 feet south of its intersection with Edgewood Road and two on Edgewood approximately 550 feet and 740 feet from the intersection. It is our understanding that an expansion of approximately 27,500 square feet (sq. fl.) is proposed; approximately 19,500 sq. ft and 8,000 sq. ft would be added on the west and south sides of the existing building, respectively. Also, an additional 160-space parking lot would be provided on the west side of the site, Access to the new lot is proposed via a full access driveway on Edgewood load and a right-in/right-out drive on Stadnun Boulevard. The new lot would not have any vehicular connection to the existing parking areas, but a pedestrian bridge would bu, provided across the adjacent creek for access to the medical office building. The purpose of this study was to estimate the amount of additional traffic that would be generated by the proposed expansion, evaluate the impact of those trips on the adjacent road system, assess the ability of motorists to safely cntcr and exit the site via the existing and proposed access drives, and identify appropriate roadway mod ificatroils to improve existing and forecasted conditions, where applicable. Edg;cwood (toad consists of two lanes cast of Stadium Boulevard, while a four-lane section is provided to the west. The intersection of Stadium Boulevard and Edgcwood Road is signalized with exclusive Iefl-turn lanes on all approaches, The traffic signal is under "free operation", wherein green time is allocated to each movement in a traffic-responsive manner rather than by a pre-determined timing plan. In order to quantify the existing traffic conditions adjoining; the site, manual traffic counts were perforined at the intersection of Stadium Boulevard and Fdgewood Road and at each of the existing site driveways during; the afternoon (4:00-6:00 p.m.) peak period of a typical weekday. Based on past experience with similar facilities, as well as input from the City and the developer, it was determined that the p.m. peak hour represented the critical time period Ior botli the tmdical office building; and adjacent road system. Therefore, if traffic G•om the facility call be accommodated at these times, it can be reasoned that adequate capacity would be available throughout the remainder of the day. The existing; traffic volumes are shown in Figure. 2. As can be seen, Stadium Boulevard carries relatively heavy volumes of traffic adjacent to the site, with approximately 1,330 vehicles per hour (vph) immediately north of the 3CMG main entrance. Edgewood Road also carries moderate volumes west of Stadium Boulevard during; the afternoon peak hour (approximately 1,070 vph), but volumes are relatively light adjacent to the site where total volume is less than 450 vph Tile turning; movements at each of the site's drives are moderate, with less than 90 vph for any individual outbound movement and 25 vpll for inbound movements. Based on these counts, it was possible to rleterniine the volume of traffic being; generated by the existing; medical office building;. As shown in "Fable 1, the facility currently generates a total of 330 vph during the weekday p.m. peak hour. Of this total, approximately 140 vph enter the site, while 190 vph exit the site during; this period. Synchro 5.0 and FICS 2000 analysis procedures arc based upon the rrletllodologics outlined in the i-lighwa,y Research Report No. 209 - "Highway Capacity Manual" (1-ICM), last updated in 2000 by the 1'ransportation Research Board. The Manual, which is used universally by highway and traffic engineers to nleasurc roadway capacity, establishes criteria for six Levels of Service: Level A ("Free Flow") to Level F ("Breakdown Conditions"). Levels of traffic service are measures of traffic (low, which consider such factors as speed and delay time, traffic interruptions, safety, driving comfort, and convenience. Level C, which is normally used for highway design, represents a roadway with volunles ranging from 70% to 80%, of its capacity. However, Level la is considered acceptable for peak period conditions in urban areas. The thresholds which define LOS are based upon the type of traffic control used at an intersection, i.e. whether it is signalized or unsignalized. For signalized intersections, the average control delay per vehicle is estimated for each nlovenlent and aggregated for each approach and the intersection as a whole. At intersections with partial (side-street) stop control, the delay for each minor movement is determined instead of t"or the ® intersection as a whole since motorists oil the main road are not required to stop. LOS is directly related to control delay. At sigilahy.ed intersections, the LOS criteria differ from that at unsignalized intersections primarily heeaUSe different transportation facilities create different driver expectations. The expectation is that a signalized intersection is designed to carry higher traffic volumes and, consequently, may experience greater delay than an unsignalized intersection. However, the main entrance on Stadium Boulevard currently experiences operational problems. Specifically, sonic motorists waiting to execute left turns onto Stadium Boulevard are subject to lengthy delays during peak times. The delays are the result of the heavy flows in each direction along Stadium Boulevard, which do not provide a sufficient number of gaps to accommodate the left turns in a timely manner. However, no feasible modifications would significantly improve service (the driveway is not an appropriate location for slgnallzation) and motorists have the option of exiting onto Edgcwood Road and making a signalized Icfl turn onto Stadium. 'Therefore, no roadway improvements ai•c recommended at the existing entrance. As shown, the signalized intersection of Stadium Boulevard and Edgcwood Road currently operates acceptably during; the p.m, pc,ak period. However, there are in appreciable volume of right turn", on tlx; Southbound and eastbound approaches. Those vehicles share a lane with through traffic, thereby reducing the opportunities for right turns on red and increasing delay and queuing at the intersection. Furthermore, an analysis of the recent accident conditions at the intersection (including all approaches within 300 feet of the intersection) revealed in there were S ►•eported accidents in the year 2000, 7 rcported accidents in 2001 and 5 reported accidents in the year 2002. The majority of the accidents al)pcared to be a consequence of inattention and following toll closely, in indication of congestion and Icnglhy queues. I'age 7 I'lic capacity analyses indicated that the provision of a right-turn lane on file southbound and eastbound approaches would significantly improve existing conditions. In filct, the additional right-turn lanes would 'improve the intersection operation to LOS 13. Therefore, it is clear that the addition of right-turn lanes would alleviate any existing congestion at the intersection as well as accommodate future growth in the area. Therefore, it is suggcsted that the City of.lefferson give consideration to providing these turn lanes in the near Future. In addition to the traffic counts and capacity analyses of existing conditions, vehicular queues were measured on the cast and south legs of the intersection of Stadium Boulevard and Edgewood Road for a 2-hour period during the afternoon. This was done in order to assess the potential of blockage at the proposed driveway locations. The observed queues for each leg are summarized in Table 4. However, this level of queuing was infrequent and only occurred during tine heaviest time. Qucucs were typically less than 5 vehicles on the westbound approach and 8 vehicles on the northbound approach. Forecasted Traffic Volumes As a primary step in this analysis, a forecast. was prepared to estimate the amount of traffic that the proposed expansion would generate during the p.nl, peak period. Trip generation rates for the existing facility were calculated based on the driveway counts and existing building square footage. These trips rates were compared to data provided in the "Trip Generation Marittal", Sixth Edition, published by the Institute of Transportation Engineers (ITF;). This manual, which is a standard resource for transportation engineers, is based on a compilation of nationwide studies documenting the characteristics of various land uses. The existing trip rates and those obtained from iTE are compared in 'Fable 5. In fact, all movements at both chives would operate at LOS B or better. However, these capacity analyses do not reflect the influence of potential spillbacks in front of the driveways from the adjacent signalized intersection, so additional analysis was performed to assess the impact of vehicular queues. As previously mentioned, existing queue lengths were measured on the south and cast legs of the intersection of Stadium Boulevard and Edgewood Road. Based on queuing analysis, it anticipated that the additional traffic generated by the proposed expansion would increase queues on the south and cast legs by approximately one car length cacti. The proposed right-in/right-out would be located approximately 450 feet from the signalized intersection of Stadium and Edgewood (centerline-to-centerline). Therefore, approximately 17 vehicles could queue back from Edgewood Road before the driveway would be obstructed. However, the maximum queue anticipated under the forecasted conditions would be only 16 vehicles (the maximum existing queue was observed to be 15 vehicles), so it does not appear that spillbacks from the signal would reach the proposed drive under typical conditions, l,urtliermore, the driveway is proposed to serve only right-turn movements so occasional blockage would not have a significant impact on the operation of the drive. The proposed driveway on Edgewood Road would be a full access drive located approximately 230 feet from Stadium Boulevard (ecnterlinc-to-centerline). Therefore, a maximum of 8 vehicles could stack on the cast leg before the driveway is obstructed. As previously noted, the maximum existing queue observed on that leg was 9 vehicles. It is anticipated that the queues would be increased by one vehicle for each signal cycle, which would yield the forecasted queues shown in Tablc 9. However, it is important to note that this represents only 2.5`%o of the heaviest two-flour period. 'i'hercRlr•e, it appears that (ILrcuing would have only a rnillimal impact on the operation of'thc drive under typical conditions. Nevertheless, additional analysis was performed to identify appropriate improvements that could be pursued to reduce queuing on the cast leg. It was determined that the provision of an exclusive westbound right-turn lane at Stadium 13oulCVard would rCdlucC queues significantly. In fact, it is anticipated That the additional lane would reduce queue lengths by 15-20%. Consequently, the proposed driveway would not be blocked under typical conditions. 'I'llerefore, it is recommended that the City of Jefferson consider requiring the widening of Ldgewood to provide an a dedicated westbound right-turn lane. Finally, an evaluation was performed to ensure that adequate sight distance would be available; at each of the proposed driveways. Sight distance measurements were conducted at the approximate location of both proposed driveways. At the proposed tight-in/right-out drive on Stadium Boulevard, sight distance limitations were observed to be (-+/-) 610 ICCt to south on Stadium and (-I-/-) 270 feet to the north of Stadium. Since the driveway is proposed to serve right turns only, it was concluded that the afforded sight distance would be adequate. The available sight distance from the proposed driveway on 1?dgewood (toad (->500 feet) was also concluded to be satisfactory. Finally, a sight distance evaluation concluded that the afforded sight distance at each proposed driveway location would be adequate. 9. Overall, it appears that the proposed expansion could be accommodated favorably as proposed, although several roadway improvements have been identified to filrther improve existing and forecasted o1m,ations.
