ORDINANCE NO.
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 18,
CHAPTER 35, AND CHAPTER 17 OF THE CITY CODE PERTAINING TO TARGET
RANGES.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1 . Section 18-114 (A) is hereby amended by adding the ( allowing:

apply to the firing of firearms within the hounds of

Code.

hereby authorized to issue permits for special

c. Nothing contained herein shall prohibit the

Section 2. Section 35-41 (13) is hurehy amended by adclinp, the Billowing:

n. 'Target ranges, its defined in Chapter 17, are
allowed in zoning districts where indicated in Exhibit 35-28
and fn accordance with standards of this section.
b. Design & Size; Plans Required
(1) Site, building and operational plans shall
be submitted which meet the requirements of Chapter 35,
Chapter S and Chapter 17 pertaining to target ranges, as
applicable.
(2) Outdoor ranges shall be designed to
prevent rounds frorn leaving the wren enclosed within the
range.
(3) Trill) or skeet shooting ranges where only
shotguns are allowed to be used shall have sufficient area
enclosed within the ritnge to ensure that the spent shot dues nut
fall outside thereof.
C. Upon receipt, one copy each of the site plans,
building plans, and operational plans ~hall be provided to the
chief of police for review pursuant to Chapter 17.
d. Granting of a conditional use permit by the
Board of Adjustment shall he conditioned upon lite approval
or conditional approval by the chief of police.
0 C. Granting of a conditional Ilse permit by the
!Board of Adjustment shall be conditioned upon the properly
owner maintaining in good standing at all times at business
license permit for it target range pursuant to Chapter 17,
Article XIV.
Section 3. Chapter 17 of the City Code is hereby amended by adding the
following:

Article XIV Firing Ranges, Oin Clubs and Target Ranges
17.300 The term "Target Range" s11u11 be construed to include
firing ranges, target ranges, rife riurges and other similar
property uses as well as gun chubs where firearms are
diseharged on club property.
17.302'1'arget Ranges may not be operated unless such range has
received permits from the Board of Adjustment and the C !lief of
Police.

17-304 Minimum Requirements for Target Ranges
A. Target ranges may he operated within enclosed buildings
protected with butts sufficient to stop bullets of the caliber and
velocity used therein.
B. Outdoor 'Target ranges, other than those limited to
trapshooting, may be operated when the range is designed so as
to prevent rounds from leaving file range.
C. Out-of-door ranges for trapshooting may be operated only
when the area enclosed within llte range is sufficiently large to
ensure that the spent shot floes not fall outside thereof'. No
ammunition larger than No. 7 'A shot shall be used on
trapshooting ranges.
D. Such target ranges or trapshooting ranges shall not be
operated,however,until the Chief of Police,or his designee,shall
have caused aft inspection to be made of the des policies and
procedures oflhe range and shall have found there to adequately
insure the safety of those using the range and the public at large
and shall have issued at permit therefor. Policies and procedures
shall be considered to be adequate if they meet the standards set
forth in The NIIA Range Source Book, 1999 revision or later, or
such other standard that the owner or operator caul show to the
satisfaction of the Chief of Police adequately protects those using
the range and the public at large.
E. Such target ranges or trap shooting ranges shall not be
operated until the Director of the Department of Community
Development, or his designee, shall have inspected the premises
and shall have found them to adequately insure the safety of
those using the range and the public at large and shall have
issued it permit therefor. The design and construction of the
range shall be considered to be adequate if it elects the standards
set forth in The NRA Range Source Book, 1999 revision or later,
or such other standard that the owner or operator call show to
the satisfaction of the Director adequately protects those using
the range and the public at large.
F. The City, and its officers, ntployees and agents, retain the
right to re-inspect the premises, including; the policies and
procedures used thereon, at any time to ensure continued
compliance and stay Ivithdraw the permit if an inspection is not

permitted or if the premises,policies,procedures and operations,
following an inspection,do not adequately protect the users of the
range and the public at large and such deficiencies are not
brought into compliance within the time set forth by the Chief of
Police or the Director to the Depar•trnent of Comrnrrnity
Development. Any owner or operator agg;ricved by it decision by
the Chief of Police or the Director may it file an appeal with the
Board of Adjustnicnt which shall review the decision following;tl
hearing.
Indoor ranges shall erect till State and Federal laws and
regulations regarding; indoor air quality, emissions, and lead,
Outdoor ranges shall meet the standards set forth in the United
States Environmental Protection Agency's manual entitled"Best
Practices for Lead at Outdoor Shooting; Ranges" (EPA-902-13-
001,January 2001).
S ction 4. This Ordinance shall be- in full force and effect from and after the date
of its passage and approval.
