AN ORDINANCE REPEALING SECTION 11 "SPECIAL
EVENTS COMMITTEE" OF CHAPTER 13 "ADVISORY
BOARDS" OF THE CODE OF ORDINANCES OF THE CITY
OF RICHLAND HILLS, TEXAS, AS AMENDED, PROVIDING
A SEVERABILITY CLAUSE; PROVIDING A SAVING
CLAUSE; AND AN EFFECTIVE DATE.
Whereas, the City Council of the City of Richland Hills, Texas, has heretofore by Ordinance
No. 712-94, adopted January 25, 1994, created by ordinance the Richland Hills Special Events
Committee; and
Whereas, said ordinance was codified as Section 11 "SPECIAL EVENTS COMMITTEE"
of Chapter 13" ADVISORY BOARDS" of the Richland Hills Code of Ordinances, as amended; and
Whereas, the Special Events Committee has rendered valuable service to the City of
Richland Hills, Texas; and
Whereas, the apparent need for the services of the Special Events Committee has now
passed; and
. Whereas, the City Council of the City of Richland Hills, Texas, wishes to express its
appreciation to all current and former members of the Richland Hills Special Events Committee for
the valuable services performed on behalf of the City; and
Whereas, the City Council of the City of Richland Hills, Texas, finds and determines that
the Special Events Committee ordinance should be repealed, and that the committee formed thereby
should be disbanded.
NOW, THEREFORE, IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
RICHLAND HILLS, TEXAS:
I.
That Section 11 "SPECIAL EVENTS COMMITTEE" of Chapter 13 "ADVISORY
BOARDS" of the Code of Ordinances of the City of Richland Hills, Texas, as amended, be hereby
repealed in its entirety.
II.
That the Richland Hills Special Events Committee be, and the same is hereby, officially
disbanded.

Severability Clause. That it is hereby declared to be the intention of the City Council that
the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and if any
phrase, clause, sentence, paragraph or section of this ordinance shall be declared invalid or
unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such
invalidity or unconstitutionality shall not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such invalid or unconstitutional phrase,
clause, sentence, paragraph or section.
IV.
Saving Clause. That Chapter 13 of the Code of Ordinances, City of Richland Hills, Texas,
as amended, shall remain in full force and effect, save and except as amended by this ordinance.
V.
Effective Date. This ordinance shall be in full force and effect from and after its passage and
publication as provided by the Richland Hills City Charter and the laws of the State of Texas.

Richland Hills City Council on the 23rdday of March , 1999, by a vote of 5 ayes, 0 nays,
