April 28, 2016
1. Call to order at 6:00 p.m.
2. Pledge of Allegiance
Commissioner Becerra led the Pledge of Allegiance
3. Roll Call
Commissioners Rowland Becerra, Arthur Martinez, Antonio Munguia, Jaime Flores and Julian
Del Real - Calleros were present.
4. Acknowledgement of Posting
Elias Saikaly acknowledged the posting of the agenda
Public Oral Communications
Resident of 4283 Agnes requested help regarding parking on his block.
Resident of 2979 Oakwood has problem with cars blocking her driveway.
Resident requested the presence of the Los Angeles County Sheriff's at meetings and respect
of the sheriff when called upon.

9. Parking Enforcement Overview
JD Whitaker gave a presentation on the Parking Enforcement situation within the City.
10. Request for Proposal - Engineering and Traffic Survey
Raul Godinez II gave a presentation on the City's Request for Proposal. Raul Godinez II
described information requested on this RFP for the City's need.
Commission Oral Communications
Commissioner Martinez commented on the following items: Parking enforcement and sheriff not
stopping minibikes around Lynwood. The need of Sheriff's presence. Limit speaking to 3.5
minutes.
Commissioner Flores commented on increase of speeding in our neighborhood:;-
Commissioner Del Real - Calleros commented on Sheriffs and there need to do more patrolling
around neighborhoods. Danger of speeders on Cortland towards Atlantic.
Chair Becerra commented on the following; the presence of the Sherriff Department at the
meetings. Enforcement provided by Sherriff's. WRI takes 2 days to pick up bulky items while
City of Lynwood employees take 30 minutes to respond.
Vice Chair Munguia commented on the following: Safety concerns of pedestrian crossing
median islands on Long Beach Blvd. between Norton and Martin Luther King Jr. Blvd. Heavy
traffic on California and Martin Luther King Jr. Blvd.

a. Animal Control
JD Whitaker briefed the Commission on the goal for the Animal Control division this year.
Three officers handle everyday operations. He described how Lynwood is a nesting ground
for Hawks. He mentioned several cases of animal abuse and described how the Animal
Control division is fighting animal negligence. Past and upcoming events for animal
vaccination.
b. Carlin Avenue & Olanda Street — Street Modification & Vacation
Elias Saikaly gave a presentation on this CIP project. The design will address safety
concerns from residence and engineering point of view. The item was voted on as follows:

Cornmission Oral Communications
Commissioner Flores commented on the following: Block watch meeting was a success.
Mention statistics shows there is a crackdown on prostitution.
Commissioner Martinez commented on the following items: Linear Park needs ramps along the
streets between Atlantic Avenue and Bullis Road. West end of Linear Park needs a ramp and
cross walk.
Commissioner Del Real - Calleros commented on the following items: Commercial vehicle
parking on residential areas. Paint curb red at intersections of Virginia and Cortland. New rules
for people riding Bicycles. Recent events from the City of Montebello (mountain fire).
Chair Becerra commented on the following; Street sweeping scheduled for Martin Luther King
Jr. Blvd. The new Lynwood phone app has issues. Parking issues on Martin Luther King Blvd.
and address no overnight parking.

BACKGROUND:
Staff received a request for an on- street disabled parking space from Christine Green of
3697 Fernwood Avenue. Staff reviewed the application and conducted a site inspection
(see attached photos).
ANALYSIS:
The applicant has access to an on -site parking facility and a garage that can be accessed
through the front of the property.
RECOMMENDATION:
Staff recommends that the Traffic, Parking and Public Safety Commission review this
application and concur with staff's denial of the on- street disabled parking request in front
of 3697 Fernwood Avenue.
