IA Meeting of Council was held today in the Library building at 5 P.m.
for the purpose of conducting into office the new board, which con-
sisted of Mayor -elect J. E. McMillen, Councilmen- elect, L. May, J.
E. Tant, W. H. Haar, J. T. Farrell and R. D. Mayer. The meeting
was called to order and Judge Alex R. McDonald administered the follow-
ing oath to Mr. McMillen:
I, J. E. McMillen, do solemnly swear that I will faithfully and honestly
perform the duties of Mayor of the Town of Savannah Beach, Tybjee
Island, Ga., to the best of my skill and ability without favor or
affection, SO HELP ME GOD;

Judge McDonald then administered the foll•''ing oath to the Councilmen:
We, L. May, J. E. Tent, W. H. Haar, J. T. Farrell and R. D. Mayer,
do solemnly swear that we will faithfully and honestly perform the
duties of Councilmen of the Town of Savannah Beach, Tybee Island,
Ga., to the best of our skill and ability without favor or affjection,
SO HELP US GOD
Judge McDonald spoke and said that he appreciated the honor of
being asked to administer the oath to the new Board and he wished
for them all success in the administration of the Town's affairs.
Mayor McMillen spoke and thanked the citizens of the Island for
electing him and his Board to office, stating that he expected'
everyone to work in the best interests of Savannah Beach and asked
for the cooperation of everyone.
It was moved, seconded and passed that arising vote of thanks be
extended to the old Board for their administration of the Town's
affairs while in office.
It was moved, seconded and passed that the Council room be located
in the building occupied by the Town library.
It was moved, seconded and passed that the Council Rules be adopted
as follows:
RULES OF COUNCIL
SAVANNAH BEACH, TYBEE ISLAND
RUIE 1. A Special meeting of Council may be called at any time by
the Mayor or any three Councilmen.
RULE 2. During the absence from the City or inability of the Mayor
to act, the Chairman of Council shall Derform his duties,
and if the Chairman of Council also be absent from the City or unable
to act, the Vice- Chairman of Council shall act as Mayor. Should all
three of the named officials be absent or unalbe to act, the Chairman
of the Finance Committee shall act as Mayor.
RULE 3.. Standing Committees of Council shall be as follows:
1. Finance & License
2. Sanitation & Drainage
3. Streets & Public Works
4. Lights, Water & Assessments
5. Fire & Insurance
6. Police
All Committees shall be appointed by the Mayor and each
Committee shall consist of two members of Council, one of whom shall
be Chairman. The Mayor shall be ex- officio a member of all Committees.
RULE 4. The Chairman of each Committee will make a report at each
regular meeting of Council.
RULE 5. The Mayor shall make all appointments of employees of The.
Municipality upon the recommendation of the Committee under
which such employee is to serve. However, the Mayor shall have the
right to disregard any recommendation for appointment and require
that other names be submitted. The Mayor shall have the right to
suspend or discharge any such appointee, with or without recommendation .
of such Committee- In the event of suspension or discharge of an
appointee without recommendation to that effect by the Committee, the
Mayor shall notify the Committee. If the Committee concurs in the
suspension or discharge the same shall be final; otherwise, the
matter shall be referred to the next meeting of Council whose action
shall be final. In the interim, the suspension or dishcarge shall
continue.
Any official elected by Council or whose appointment i,s
subject to the approval of Council may be suspended only Yt ?'r: the
Mayor, or Acting Mayor, for causes deemed by him to be sufficient
and he shall report such suspension in writing to Council within
forty -eight hours setting forthin such report the cause of such
suspension. The suspension shall continue until action thereon by
Council at the next meeting, which action shall be final.
RULE 6. In the usual conduct of Municipal business, instructions or
directions to employees of the Municipality shall be made
through the chairman, or Acting Chairman, of the Committee having
jurisdiction or charge of the particular work or matter. The Mayor
shall have the right, in his discretion, to issue instructions or
directions direct to employees, notifying the members of the
Committee or Committees interested in such directions. As to
instructions to employees issued by the Mayor through any Committee,
such Committee shall keep the Mayor informed as to the carrying out
or such instructions.
RULE'. 7. No funds of the Municipality shall be paid out without
the written approval of the Chairman, or Acting Chair-
man of the Finance Committee. No indebtedness shall be incurred
without the sanction of the Chairman, or Acting Chairman, of the
Finance Committee or by action of the Mayor and Council. All
funds shall be disbursed by check signed by the Mayor and the
Clerk of Council.
RULE S. These rules may be added to, amended, or repealed at any
regular meeting of Council.

It was moved, seconded and passed that W. H. Haar be made chair-
man of Council, and J. T. Farrell, Vice- Chairman of Council.
It was moved seconded and passed that the following resolution,
alathorizing the Mayor to name the banks in the City of Savannah
as depositories of Town funds, be adopted:
RESOLUTION
BE IT RESOLVED by the Mayor and Councilmen of Savannah Beach,
Tybee Island, Georgia, in meeting assembled, that all monies
collected by or paid to the municipality aforesaid shall be de-
posited in some bagik or banks in the City of Savannah, Georgia,
to be from time to time selected by the Mayor of said municipality
in t.e name of Savannah Beach, Tybee Island, Georgia, and to be
withdrawn therefore only upon checks signed in the name of Savannah
Beach, Tybee Island, Georgia, by Henry M. Buckley, Treasurerof
said municipality and countersigned by J. E. McMillan, as Mayor.
In the absence or disability of the Mayor, such checks shall
be countersigned by W. H. Haar, as Chairman of Council, and in
the absence or disability of the Chairman of Council, by J. T.
Farrell, as Vice- Chairman of Council.
BE IT FURTHER RESOLVED that a copy of this resolution be furnished
to each bank, in which an account is held.
It was moved, seconded and passed that Fire Chief Young and George
Hosti be allowed expenses of fifteen (15.00) dollars each to
attend the meeting of the Georgia State Fire College, to be held
in Atlanta on May 4 -5 -6.
It was moved, seconded and passed that the Finance Committee
endeavor to get a location for the Town office on the Island and
report back at the next meeting.
It was moved, seconded and passed that , in connection with the re-
moval of the Town office from Savannah to Savannah Beach, nothing
be done about it this time.
Mayor McMillan called attention to the fact that it was the first
time that the Mayor and Council had been elected from Savannah
'B each,.
It was moved, seconded and passed that A.P. Solomon, 3rd be per-
mitted to pay for his 1938 whisky license now, and that past due
licenses owed by him be paid as soon as possible by Mr. Solomon.
It was novel, seconded and passed that a resolution be adopted on
the death of Judge Charles JL Hunter, Commissioner of Chatham
County.
R E S O L U T I O N
WHEREAS, by the death of the late Judge
Charlesworth J. Hunter, Vice- Chairman of the County Commissioners
of Chatham County, the Town of Savannah Beach has loet a valued
friend and a public servant interested, at all times, in the com-
munity welfare.
NOW THEREFORE BE IT RESOLVED by the Mayor and
Councilmen of the Town Of Savannah Beach in meeting assembled,
that our sorrow be hereby expressed, as well as our sympathy, to
his family.
RESOLVED FURTHER that a copy of this resolution
be spread upon the minutes and a copy sent to Judge Hunter's family.
There being no further business, the Council adjourned subject to
the call of the Mayor.
