ORDINANCE NO._ I
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE CODE
OF THE CITY OF JEFFERSON, MISSOURI, BY ESTABLISHING ARTICLE III OF
CHAPTER 16, CITY OF JEFFERSON COMMISSION ON HUMAN RELATIONS.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. Chapter 16 (Human Rights), of the Code of the City of Jefferson , Missouri
shall be amended to add a new article as follows:

Sec. 16-20. 1?STABI,ISHNIENT.
A. There shall heals advisory coauuission tube known as the('ity of.lefferson Commission
on llutuan Relations.
B. Tile City of Jefferson Commission o►► llutuan► Relations shall foster mutual
underslauding and respect anion!;all ethnic,racial,and religious l;roaps of the City,sha►II discourage and
prevent discrimination against any such group,shall,where mlvisabfe,cooperate with federal,state an(I
municipal agencies and nougovernmental organizations with the purpose of effectuating its general aims.
The City of.lefferson Commission on llun►an Relations stay also make such mvcstigt inns-md-stu(ties
in the field of llutuan Relations, wl►icl► in its judgment, will be helpful in carrying; out its general
purposes.
C'. As used ill this article, the term "Commission" shall mean the "City of Jefferson

Sec. 16-21.STRUCTURE OF COMMISSION -QUORUM -COMPENSATION.
A. The City ofJet'ferson Commission on I lum:ua Itclaliuns shall consist of nine(9)nt►:mber s
who shall serve without compensation,aad who shall he broadly r•epresentadve of file religious, racial,
eQucational,labor,civic,conunercial,Ill Jill ageu►ent,ethnic,and governmental groups ol'the community.
All nletuber•s of the City of Jefferson Commission on llutuan Relations shall be appointed by the Mayor
and approved by the Council. Of the nine(9)members,three(3)members shall be appointed for a term
of one(1)year, three (3)others shall be appointed for a term of two(2)years, and still three(3)others
shall be appointed for a lerm of three(3)years. Thereafter,at the end of,the first term of each of such

the City of Jefferson Conlrnission ou Ilunlars Relations. The Commission may elect a vice chairman,sr
secretary or any combination of officers wwbich it finds advisslble For the efficient carrying out of its
purposes.
C. Ally five(5) members of,the City of Jefferson Commission oil Ilumun Relations shall

Sec. 16-22. POWERS AND DUTIES.
The powers and duties of the City of Jefferson Commission on Ilum;un Relations shall be as
follows:
A. To foster,through community effort or otherwise,good will,cooperation,Coll cilia Hon,
and sympathetic understanding annong all groups,elements, and individuals.
R. To formulate and carry out educational programs that will aid in eliminating and
preventing prejudice, discrimination, Lntolerance and bigotry which is based oil race, U.Ceti, color,
religion, national origin, sex, ancestry, age or f", ndimpdisability.
® C. Inform and warn the public of false and sinister propaganda subversive to the public
interest in the area of hunuun rights.

11;. To recommend to the Council legislation to aid in carrying out the purposes of t11e City

any unfair or unjust discrimination,prejudice,intolerance or bigotry against ally person or group which
are deemed detrimental to tine best interests of tine community.
C. To hold public hearings and .request tine attendance of witnesses lvhell the City of
Jefferson Commission ors 1lunsan Relations deems if necessary or advisable to accomplish its purposes.
If. To create such advisory subconuniftces,as,in its judgment,will aid in effectuating its
purposes.
1. To hold and colldtict meetings,public and private,calculated to enlist the cooperation
of all groups in the community to cooperate in eliminating and preventing group tensions,prejudices,
intolerance,bigotry and disc►•Imination on the grounds of race,erercf;color,religion,national origin,sex,

to the Mayor and the Council and to make a full report of all activities and progress annually, which

K. To adopt rules for the transaction of business, and keep a record of Its activities and
minutes of all n►eetings,
L. To further the policies of the Fail-Housing Act for the City of Jefferson,Missouri,and
to prevent or eliminate discriminatory housing practices.

Public or private agencies,organizations,and institutions which are formulating or carrying on progran►

Section 2. This Ordinance shall be in full force and effect from and after the date
of its passage and approval.

Re: Veto Message for Bill 2002-154
Under the authority vested in this office as Mayor and under the Charter of the City of
Jefferson, Missouri, I hereby exercise my veto power under Article 3, Section 3. 1 1 (g) and veto Bill
2002-154 - Pertaining to Human Rights Commission. As required by Charter, I am delivering this
message to the Council prior to the commencement of the meeting on April 21, 2003.
1 hereby veto Bill 2002-154 pertaining to a Human Rights Commission. 1 am vetoing this bill
for the following reasons:
1 . The Commission is a duplication of service.
® 2. The Commission has no legal power or authority.
3. The bill increases the role of local government at a time when the 2004 budget needs to be
focused on other issues.
4. The bill requires a staff liaison at a time when professional staff is already stretched with their
current City responsibilities.
5. Part of the mission of the Commission as depicted in the bill would best be accomplished by a
non-governmental entity.
6. 1 am against holding public hearings and requiring witnesses whenever the Commission deems
It "necessary or advisable" for the purposes of carrying out its mission as depicted in the
ordinance.
