ORDINANCE NO.
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 8
(BUILDINGS AND BUILDING REGULATIONS), OF THE CODE OF THE CITY OF
JEFFERSON, MISSOURI, BY REPEALING THE PRESENT SECTIONS 8-4 AND 8-5 AND
ENACTING NEW SECTIONS 8-4 AND 8-5 IN LIEU THEREOF.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
_$action 1. Chapter 8 (Buildings and Building Regulations), of the Code of the City of
Jefferson, Missouri, Section 8-4 (Ado tion of International Plumbing Code 1997 Edition), is
hereby repealed, and a new Section 8-4 is enacted in lieu thereof, to read as follows.
See. 8-4. Adoption of the International Plumbing Code 2000,3rd, Edition.
The International Plumbing Code/2000 published by file hitermidonal Code Council,
Inc. is hereh; adopted 1111d incorporated herein by reference as the I'lumbiog, Code of the City
of Jefferson, with the additions,insertions,deletions and changes contained in this ordinance.

Section 2. Chapter 8 (Buildings and Building Regulations), of the Code of the City
of Jefferson, Missouri, Section 8-5 • Arriendments to the International Plumbing Code
1997 Edition), is hereby repealed, and a new Section 8-5 is enacted in lieu thereof, to
read as follows:
See. 8-5. Amendments to the International Plumbing Code 2000.
The following addition,insertions,deletion and Changes in the International Plumbing;
Code 20110 and contained in Ordinance No._,shall be its set out below:
Add Section 101.5:

Delete Section 1103.1, 103.2, 103.3 and 103.4 and Insert Ill their place:
103.1 Plumbing Inspector: The administriotimi and col'oreement of the plumbing code
shall be tine responsibility of the Director of Community Development or designated

103.1.1 Quallfieatimts of Plumbing; iinspector: The Plumbing inspector shall Ile over
(wenty-one(21)veers of age,be of g;oo(I in,ind character,and he physicaally able to carry
out sill the provisions of the plumbing;code. The Plumbing Inspector shall have six (6)
,years experience as it licensed journeyman in the trade,or have two(2)years training
Ili it recognized college of Mechanical Engineering and fit addition thereto,slmall have it
mhdnnum of four (4) years of practical experience in plumbing construction. The
1'lumtbhag Inspector shall be it City of.lefferson ficense(I Journeyman plumber,but shall
not be actively engaged im the plumbing business,nor associated with (le operation of
any person, firm or corporation engaged in the plumbing husltess.
103.2 Appointment of Plumbing Inspector:The Plumbing inspector shall be appointed
by file Director of Community Development.
1113.2.2 Duties of tine Plumbing inspector: it shall be(he duty of the Plumbing;Inspector
to enforce file provisions of(lie plumbing code and to make all inspections required
thereunder,and to issue all permits,collect all fee's and keep all records required under
this ordinance. All fees are to be credited to the General Revenue. The Plumbing;
Inspector shall aaiso perform all tasks and services delegated by other ordinance's or
other supervisory personnel.
Delete section 106.3 and insert in its place.
106.3 Permit Application: Application for permits for plumbing work shall be made()It
forms providetl by the Department of Con nionity Development.
Delete 106.4 and insert in its place:
106.4 Peratits: Plumbing permits shall only he issued to licensed phimbing contractors
sad approved qualified home owners.
106.4.1 Il►me Owner Permits: A permit may Ile issued to at qualified person to do work
in it single family dwelling used exclusively for their living purpose,including file usual
accessory building; and quartets Ill connection with such buildings. provided (11111 the
person is the bona fide owner and shall occupy said dwelling for one (1)calendar year
after (late of approved final inspection of work covered by (lie permit. (honer sltall
purchase all materials and perform all labor to complete the plumbing installation. All
work perforated under this permit will comply to all Sections of this ordinance.
QualiffcaUon shall he determined by a test of basic knowledge of plumbing principles.
Delete 106.6.2 and insert in its place:
406.6.2 Fee Schedule. See Section 8-20.
Delele.Sectiou 1116.6.3 and insert file following in their place:
106,63: Permit fees shall be billed to licensed plumbing contractors the first of each
month. Permit fees are due in month billed,it twenty-five ten dollar($25) t$V)tpast due
shall be added to each permit fee not paid within sixty(60)days of first billing(title. All
permit fees and passed due fees not p.►id within ninety(90)days of first billing date can
be collected from contractor's surety bond.
Adil to section 107.1,Item (4) to (lie last paragraph:
107.1, (4): Notice of inspection; it sltall be (lie duty(it'tile permit holder to contact the
Department of Community Development to arrange for each required inspection. The
permit holder shall allow twenty-four (24) hours for the Plumbing laspeclor or Code
Enforcement personnel to conduct required inspections louring the City's normal
working hours.

109.2.1 Duties of(lie Board: The Board shall act on grievances by an applicant for a
plumbing;permit,tine holder of plumbing permit,or the owner and/or agent of n building
or structure wherein plumbing work is to be installed. Such grievances shall be ar
appeal of the decision of the Plumbing;lnspeclor or authorized agent or representative.
Refusing; to groat it modification of provision of the plumbing code governing the
Installations or materials to be itself. Applications for appeal will be submitted to the
Director ofCommuniI),Developmen I orate authorized representative,when it Is claimed
that:
1. The true intent of the plumbing;code or rules adopted thereunder have
been incorrectly interpreted.
2. The provisions of the plumbing code do not fully apply.
At such time as the Board of Review and l;xanliners meet to act oil such an appeal,the
Plumbing f uspector shall not vote. If one of the members of said Board is the appellant,
that member shall not-vote. A simple majority of those voting shall constitute it qualified
decision. In the event (lie voting members of the Board are evenly divided,the decision
of the Plumbing Inspector shall be affirmed. The Board shall review all examinations
and the plumbing;code it nrinimuni of once it year. They shall t•ansnnft to City Council
any and skit recommendations and/or chafagvs necessary to update (lie plumbing code.
109.2.2 1l1eetng of the Board: The Board shall nnect of such intervals as may be
necessary for the proper performances, upon call of the Board chairman, but not less
than twice it year. Minutes of meetings will he kept on file for Council review.
109.2.3 Licenses:No person,firms or corporation shall install,repair,alter,or extend silly
plumbing system within the City of Jefferson unless licensed as required in tills
ordinance. Plumbing System includes the water supply itnd distribution pipes;plumbing
fixtures and traps;soil,waste and vent pipes,and sanitary and storm sewer sued building
drafts;in addition to their respective cottnectons,devices and appurtenances within a
structure or premises and their extension to the purveyors or other water supply and the
connection there to it point of disposal.
1. Isxemptions: No license or permit is required for the performance of
the following;plumbing work:
a) Wafer faucet repair/replacemen(
b) Toilet tank fixtures repair/replacement
C) Bathroom stool replacement
(1) Bathroont(kitchet drains unclogging

109.2.3.1 Application, Qualification and Fee for Licenses: Persons desiring a license
shall complete and subunit to file Plumbing Inspector all application for license.
(Applications are obtained from the Department of Community Development).

109.2.4 Plumbing Contractor License: Persons desi►•fng n Plumbing Contractor License
shall be or employ full time it licensed blaster Plumber and maintain it two thousand
dollar($2,0011)surety bond. Said bond shall indemnify and keep harmless ale City of
Jefferson from all liability from any accidents or damages arising from negligence or
unskillfulness ft doing or protecting work or any unfaithful or inadequate work done

a journeynlall with the City of Jeffersoo a minimum of two(2) years or provide proof
of licensed Journeyman or master experience acceptable to the hoard, aand score it

revocated for cause.

109.2.6 Journeyman I'hunbing Licenses: Persons desiring; it license shall have been
licensed as an apprentice with the City of Jefferson a minimum of four(4) years and
shall have worked under the direct supervision of it licensed joorneynam or funster
plumber during these four(4)years or show proof of four(4)years plunrbing experience
acceptable to the Board and score a miuhmum of 75%, oil the City of Jefferson
Journeyman Plumbers Lxamination. 'Phis license requires a hyeily f re-dMI-ira-C$2`.01"
fifty dollar($511.00) fee and is permanent unless revoked for cause.

109.2.7 Apprentice Plumber License: Persons desiring;a license to work its an apprentice
plumber shall submit their name, address, phone number and social security nunlher
with the ten dollar($111.00)fee to the Plumbing;Inspector. This license is renewable earl►
calendar year. holder ofan apprentice plumber license may only work under the direct
supervision of at licensed master or journeyman plumber. The ratio of apprentices to
Journeyman or master is two(2)to one(1).

109.2.8 Licenses, Suspension or Revocation: The Board may suspend or revoke the
license of any,apprentice,journeyman,master or contractor plumber when charges are
preferred against them by the Plumbing Inspector, and the Board finds the person
charged is incompetent or had willfully violated the provisions of(his ordinance. Prior
to Board action, (lie person charged shall be given at least tern (10) days notice of(lie
time and place of it formal hearing on said charges and the person charged shall be
apprized of the charges. The person charged shall be given the opportunity to appear
ill person or with an attorney and Shall have the harden of showing, cause why the
license should not be suspended or revoked. The Board shall render its decision within
five(5) days. The decision shall be ball, no appeal shall be allowed. The Board naay
drop the charges, suspend the license for such period deemed proper or permanently
revoke the charged person's license. A person whose license has been revoked by life
Board shall not be perniltted to re-apply for it license for a period of olle(I) year, and
nmust successfully pass ally required exam fion for the license.

109.2.9 Assignment of Contractor licenses: No person licensed as a Plumbing
Contractor slmdl allow this license to be used by others for the purpose of obtaining
Plumbing Permits o►•knowingly, allow non-licensed persons to ago plumbing work.

1003.5.2 Grease interceptor Design: The Inlet (influent)shall be two inches(2")above
the outlet (effluent). A center baffle shall run to within six inches (6") of the bottom
Inside and be sealed to the top and both sides. The outlet shall have it lee baffle with top
open and the bottom extended to within six incites (6") of the bottom inside. The inlet
shall have it '/(90°)bend sweep Install with the open end down and extended down one
