BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI,
AS FOLLOWS:

International Fuel Gas Code. 2000. Third Edition), to read as follows:

The 2000, international Fuel Cgs Code, 'I'lilr(l Edition, published by the Iiiiernational Code
Council Inc. is hereby adopted and incorporated herein by reference its the Fuel Gus Code of
the City of Jefferson,with the additions, insertions, deletions, and changes contained Ill this
ordinance.
Section 2. Chapter 8 (Buildings and Building Codes), of the code of the City of
Jefferson, Missouri, is hereby amended by enacting a new Section 8-8 (Adoption of the
2000, International Fuel Gas Code), to read as follows:

between a provision of the ordinance and any provision of state law or any regulation
promulgated pursuant to state law, the state law or regulation shall govern.

Subject: Veto Message for Bill 2003-56 (Ord. No. 13-1581 )
1 am returning Bill 2003-56 (Ord. No. 13581 ) relating to the inspection of gas
facilities to the Council and indicating my intention to disapprove the bill as
follows:
At our last rneeting, the Council paassed ordinances relating to six types of
inspections. Five of the inspections ware: building, plumbing, electrical,
property maintenance and fire.
Two other types of inspections were prol:aosed ---- gas and mecl-aanical. If both
ordinances had passed, a new inspector would have been needed to perform
the inspections,
Of those two, the mechanical inspection ordinance did not pass, but the gas
inspection ordinance did pass.
Although I am generally in favor of inspections of both etas and mechanical
facilities, it would be imprudent to hire a new insl:)ector only to perform
mechanical inspections. In addition, it does not appear there will be funds
available in the budget: to hire a new inspector in any event.
Therefore, I would recommend that the; Council rc:aconsider whether the gas
inspection ordinance should be passed at this time. Perhaps in future years
we will be able: to fund the fairing of an additional inspector to perform gas and
mechanical inspections. In the event. the Council is disposed to override my
disapproval, please consider the iMI-)CICt ora our upcarraing budget
deliberations.
