May 5, 1938 A special meeting was held today in the Council Chamber in the library building at Savannah Beach at 3 P.M., and was attended by Mayor McMillan, who presided, and Councilmen Farrell, May, Mayer Tant and Haar; also by Mr. Perry Brennan, who acted as Town Attorney, and a committee consist- ing of Messrs. J. G. Miller, A. P. Solomon and R. H. Seay. Mr. Miller, speaking for the committee, requested that Commander Klinger be authorized to go to Washington with the view of getting some action on the proposed Coast Guard Station that has already been approved for Savannah Beach. He also requested that expenses be allowed for the trip. The committee was excused and Councilman Haar moved that one hundred ($100.00) dollars be appropriated for the use of Commander Klinger on his trip to Washington in an effort to get an appropriation for the Coast Guard station through. Councilman Mayer seconded it and the motion passed unanimously. Mr. Miller complained of the practice of some of the business houses of Savannah sending their trucks to the Island, selling the stores and then in turn, calling on private homes, soliciting business. He claimed it was in competition with the business interests of Tybee and that they should be prohibited from soliciting homes unless they pay a license for so doing. No action was taken at this time. The Mayor informed the Council that, under the original budged for 1938, the salaries of the Police Department amounted to 44945.00 and the combined salaries of the other officers and employees was 46444.00, making a total of 411389.00 for salaries for all departments. He suggested that the budget be changed and that the total salaries for the Police Department be increased to )5005.00, and the salaries of the ofher officers and employees be increased to a 16900.00, making a total of 411905.00, being an increase of 4516.00. He suggested changes on the new budget in the salaries of officers and employees be as follows: Town Clerk and Ex- officio Treasurer 175.00 Mo. Supt. of Sanitation & Drainage 115.00 " Supt. of "Public Works 150.00 " Lieutenant of Police 110.00 " Motorcycle Officer 85.00 rr Mayor 83.33 " Recorder 50.00 " 2 men at toll gate C (75.00 per Mo. 600.00 1 extra man 65.00 Mo. 1 extra man 300100 2 extra men, Sunday, Holiday, etc. 80.00 But no action was taken at this time. Councilman Tant motioned that W. W. Edwards be elected Chief of Police and Ex- officio tax Collector, seconded by Councilman Mayer, the motion passed unanimously. There was considerable discussion relative to the combining of the offices of Town Attorney and Recorder. Councilman Haar made a motion that no elective office be filled until Councilman -elect Kreitzer makes known whether or not he is to accept his office as Alderman and that he be requested to make known his intention within two weeks. 1 1 1 i 76 Councilman Tant seconded and the motion passed unanimously. Councilman Mayer moved that Thomas Heed be appointed Superintendent of Sanitation and Drainage and also perform any other duties he is called upon to do. This was seconded by Councilman Tant and passed unanimously. Councilman Haar moved that W. J. Bryan be appointed Superintendent of Public Works, Building and Plumbing inspector and also perform any other duties he is called upon Ito do. This was seconded by Councilman Mayer and the motion passed unanimously. Councilman Tant moved that W. T. Veronee be appointed Lieutenant of Police and also perform any other duties he is called upon to do. He also moved that Hoke Smith be appointed Motorcycle Officer and perform any other duties that he is called upon to do. These were seconded by Councilman Mayer and the motion passed unanimously. Councilman Councilman Councilman inspector, Tant moved that S. P. Kehoe be appointed Town Surveyer. Haar seconded and the motion passed unanimously. Liarrell moved that D. B. McCracken be appointed electrical Councilman Tant seconded and the motion passed unanimously. Councilman Mayer moved that Dr. Victor H. Bassett be appointed health officer. Councilman Tant seconded and the motion passed unanimously. Councilman Haar moved that one 1938 Master two -door Sedan be purchased from the Colonial Chevrolet Company for a net figure of 3436.25, on thirty day terms, without interest, this concern being the lowest bidder. This was seconded by Councilman Mayer and the motion passed unanimously. Councilman Haar moved that one 1938 Harley- Davidson Motorcycle with 74 cubic inch motor, be purchased from the Cleary Motorcycle Company, for the Police Department, at a net cost of 3300.00 net to the Town on thirty day terms without interest. This was seconded by Councilman Farrell and the motion passed unanimously. "Councilman Mayer moved that a bill of material for repairing the board- walk, presented. by Superintendent of Public Works be approved. Council- man Tant seconded and the motion passed unanimously. A letter from Mr. Marvin O'Neal, Jr. was read relative to the testing of the title to office of the new Board in the Supreme Court of Georgia on May 12. He suggested that the Board designate the attorney who will represent the Town, for he would life to confer with him relative to matters in which the Board is interested. Mr. Perry Brennan said that he would be glad to confer with Mr. O'Neal without compensation. Councilman Haar moved that Mr. Brennan be authorized to handle the matter with Mr. O'Neal, which was seconded by Councilman Mayor and the motion passed unanimously. The Mayor informed the Council that he had a communication from Mayor Hitch relative to a party who wants to Conduct some open -air meetings. IIThe Mayor was requested to ascertain what it was this party wanted to do. In the matter of U. ). Lingfenfelser, a former police officer, who recently has his leg Amputated and requested that the Town assist him in purchasing an artificial limb, the Financial Committee was requested to investigate the case and report back to the next meeting of Council. '11 Councilman Haar moved that, in the operation of the Town government, no verbal agreements be entered into by anyone. Councilman Mayer seconded and the motion passed unanimously. Mr. Perry Brennan agreed to act as Town attorpey, until the regular Town Attorney is elected. The Mayor appointed a committee consisting of Councilman Haar, Chair- man, Councilmen Tant and Farrell, to investigate the 1938 licenses and report at the next meeting of Council any suggested changes. Councilman Haar reported he had handled the matter of renting the building on Butler Avenue, owned by the Seay Estate, and that they wanted 3400.00 rent for it. No action was taken as it was decided that this was too much. It was brought to the attention of the Council that C. S. Hatfield, who had been authorized to blow up the old wreck on the beaohLnear Tybrisa Pavilion, had not completed the job and it was the opinion of Council that he finish the job before he is paid. Councilman Tant moved that the following Ordinance, regulating the use of water be adopted, Councilman Mayer seconded and the motion gassed unanimously; ORDINANCE AN ORDINANCE TO BE ENTITLED "AT,: ORDINANCE TO REGULATE THE USE OF WATER FOR WATERING LAWNS, SHRUBBERY, ETC., TO FIX A PENALTY FOR SAID VIOLATION AND 7011 OTHER ?URPOSES . SECTIONl. Be it enacted by the Mayor and Councilmen of Savannah Beach, Tybee Island, Ga., in Council assembled that from and after the passage of this ordinance, for the protection of fire losses, any person, firm or corporation which uses or permits to be used any water supplied by the Tybee. Waterworks for watering lawns, shrubs, etc., between 7 am and 9 pm shall be punished as provided in Section 2 of this Ordinance. SECTION 2. Any person, firm or corporation violating any of this ordinance shall upon convid-tion before the Police Court of said Town be subject to be fined in the sum of not more than 100.00 or to be imprisoned for not more than 30 days, either or both, or any part of either or both, in the discretion of said court. SECTION 3. All ordinances or parts of ordinances conflict- ing with provisions of this ordinance are hereby repealed.
