Executive Session : To consider the purchase, exchange, lease or value of real property if the chair declares that an open meeting may have a detrimental effect on the negotiating position of the public body. Chair Chaffee stated that the Board would be going into executive session to discuss strategy with respect to consider the purchase, exchange, taking, lease, or value of real property if such discussion may have a detrimental effect on the negotiating position of the governmental body, and would be returning to open session . Selectperson Bingham moved that the Board go into executive session at 6 : 01 pm consider the purchase, exchange, taking, lease, or value of real property if such discussion may have a detrimental effect on the negotiating position of the governmental body, and would be returning to open session . Selectperson deRuyter second . Selectperson Whitney-yes, Selectperson Bingham -yes, Selectperson deRuyter-yes, Selectperson Chatelain, Chair Chaffee-yes . The Board vote was 5 -yes, 0- No and every party present declared that no other person is present and /or able to hear the discussion at the remote location . Mr . Lombardi noted the discussion will be about three parcels in the Town of Brewster . The Sea Camps properties are two separate parcels ; one on the bay side , 55 acres plus and one on Long Pond . The assessed valuations were included in the packet . There was no advance notice to the Town of the property being placed on the market for sale . Mr . Lombardi recapped conversations held with Sarah Peake, regarding a possible DCR partnership . A phone call to the State was also placed . Brewster Conservation Trust is very interested in both parcels and have now ranked them as highest priority . They were also contacted by the Trustees of Preservation . Mr . Lombardi has spoken to Town council and as these parcels are not Chapter 61 land , the Town does not have a right of first refusal to either parcel . This would have to be approved by Town Meeting . Selectperson deRuyter asked about the process of eminent domain taking . The Select Board would initiate it, for Town Meeting approval . Chapter 79a of MGL was referenced . Town counsel has had previous similar situations across the state and will be a good resource . Selectperson Bingham asked if anyone has spoken to the family . The Peterson family is no longer involved , but the Board of Directors is in charge . Jim Kelley appears to be a liaison to that group . A few other local private parties are rumored to be interested . Selectperson Whitney asked if the Long Pond property was in use as a sailing camp, which it had been . There is not much for structure at that location . Selectperson deRuyter would like this to remain a summer camp . A group of Sea Camp alumni has been meeting daily, to acquire the bayside parcel, establish a nonprofit and establish it as a summer camp . He is hopeful that the interest of the two groups are aligned to keep it as a camp . He would like feedback on him participating in both the alumni group and in the Select Board discussions . The alumni group is looking for $ 30-$ 40 million dollars of donations to purchase and endow the camp . Selectperson Chaffee feels the Select Board deRuyter should talk to the State Ethics commission before being involved in further discussions for clarity . Chair Chaffee wants to protect the parcel to keep it conserved and feels swift actions are critical . The Open Space committee devised a scoring system which rates parcels on how valuable they are . This location is the number one location in Brewster. Selectperson Bingham understands the desire to keep the location as a camp, but hopes the Town will have a right of first refusal in the event it goes on the market . She also noted a prior executive session that the Select Board had which discussed attempting to gain more beach front access at this location . Selectperson Chatelain asked if the YMCA had any interest in the location , if the owners had any interest in a leaseback with the Town . Eminent domain seems antagonistic and he has concerns about that . Selectperson Whitney would like to keep it as open space, and sees the possibilities in the location for town use . Mr . Lombardi will communicate the Town ' s interest to the sellers, and will explore all possibilities . Chair Chaffee noted the Board will continue to meet in executive sessions on this topic . Stephan Brown has put his property on the market for $ 3 . 5 million . Its 15 acres from 6a to the rail trail with a good amount of wetlands . BCT had a discussion with Mr. Brown . It is not actively being shopped until the end of the month by agreement . This parcel has significant development potential and is zoned in 3 different ways . BCT has reached out to the Town to see the level of input that they would be willing to work with them for the purchase . There is a willingness on the owner' s part to work with the Town . Selectperson Chatelain has less concern with this parcel than the Sea Camp' s property . The price is high for commercial property, and has less of a preservation priority . Selectperson deRuyter has met with Hal Minus and Peter Johnson , and the BCT is interested in engaging with the Brewster Affordable Housing Trust, therefore via vie the Select Board , Stephan Brown would like to work with the Town , and would like to see the back part of the parcel preserved . Mr. Lombardi will convey to BCT they do have interest in the parcel and future discussion will be had .
