BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI AS FOLLOWS: Section 1. Contluet of closet! meetings. A. Closed meetings shall he conducted in compliance willr applicable state statutes. 13. The Mayor or any individual Council nrenubcr shall have lire right to request a closed session of the Council provided the subject of file closed session complies with the Slate Sunshine Law and proper notice can be given. If is the public policy of the city that meetings, records, votes, actions and deliberations of this body shall be open to the public unless otherwise provided by law. The City shall comply Nvith Sections 610.11111 to 610.0311 RS11o, file Sunshine Law, as now existing or hereafter amended. It. Whenever any meeting takes place outside of City hall, then required postings shall also he posted at the actual location ol'any such public meeting. Section 3. The City Clerk be and hereby Is appointed custodian of the records of the City and that such custodian located at 320 bast McCarty, Jefferson City, Missouri. The custodian shall respond to all requests for access to or copies of it public record within the tithe period provided by the Sunshine law except in those circumstances authorized by Statute. The fees to be charges for access to or furnishing copies of records shall be established and maintained by the City Clerk in accord with section 610.026 ItSMo. 1. The City Clerk shall establish and maintain it registry of all news outlets, which request notices of meetings and the results of nivetings including information released pursuant to (lie requirements of the Sunshine law. .1. The Council agenda referencing closed meetings shall only reference such exceptions as is known to be discussed it( the time of the distribution of the agenda by the City Clerk. K. Whenever any reportable action has occurred between City Council meetings, and which is then required to be made available or made public,which Inas not been previously made public or available, the City Clerk shall indicate on the next Council agenda any reportable action which has occurrent in it prior closed session and that the appropriate information is now available in the office of the City Clerk. Section 4. The Council shall provide minutes are taken at its Pre meetings which are held immediately prior to each Council meeting. Section 5. This Ordinance shall be in full force and effect from and after the date of its passage and approval. Passed: '� f 1 Approved: Presiding Officer Mayor ATTEST: APPROVED AS TO FORM: City Cleat City Counselor w Veto Message (Sunshine Davy) Under the authority vested in this office as Mayor and under the Charter of the City of Jefferson, Missouri, I hereby exercise my veto power under Article 3, Section 3.1 1(g) and veto Bill 2002-46-Amending Code Pertaining to Sunshine Law. As required by Charter, I,.im delivering this ,71essage to the Council prior to the commencement of the meeting on September 3, 2002. 1 am vetoing Bill 2002-46 - Amending Code Pertaining to Sunshine Law which would establish a variation of the Sunshine Law applicable only to Jefferson City, Missouri. The City currently follows the provisions of the State statutes commonly referred to as the Sunshine Law and will continue to do so. Establishing additional specific obligations unique to Jefferson City is not conducive to-the efficient operation of government and this Bill would place additional burdens on the City which are not necessary in order to keep the citizens well informed ofthe happenings of City government. In my opinion if there are specific issues that need to be diSCUSSCd, these should be reviewed in detail with staff and a specific problem identified before adoption of any such ordinance. lv ayor Datc '7 .//
