Matters Not Reasonably Anticipated by the Chair No discussion . Next Meetings : January 19, 2021 Executive Session : To consider the purchase, exchange, lease or value of real property if the chair declares that an open meeting may have a detrimental effect on the negotiating position of the public body, to conduct contra ct ' negotiations with non-union personnel Director of Golf Operations, to approve of December 15 , 2020 Executive Session Meeting Minutes Chair Chaffee stated that the Board would be going into executive session to discuss strategy with respect to consider the purchase, exchange, taking, lease, or value of real property if such discussion may have a detrimental effect on the negotiating position of the governmental * body, to conduct contract negotiations with non - union personnel : Director of Golf Operations, to approve the December 15 , 2020 Executive Session Meeting Minutes, and would not be returning •to open session . Selectperson Bingham moved that the. The Board vote was 5 -yes, 0- No and every party present declared that no other person is present and/or able to hear the discussion at the remote location . To consider the purchase, exchange, lease or value of real property If the chair declares that an open meeting may have a detrimental effect on the negotiating position of the public body Mr . Lombardi shared an overview of the scope of work for an appraisal which was generated between himself, Donna Kalinick and Mark Robinson . Proposals will be sought from 2 firms near Boston and a local appraiser. A dead line for quotations will be January 22, 2021 . An expected deadline of March 15, 2021 was set for the return of the appraisal . Chair Chaffee asked about the confidentiality of the request, and if it was sufficient . Mr. Lombardi will meet with Town Counsel to discuss a procedure so that the work documents and the work product are kept as privileged . Selectperson Chatelain asked when the next public statement regarding the Boards activities will be issued and when does the Board involve the public to outright declare their intentions of acquiring the Sea Camp properties . Mr . Lombardi is concerned how a public statement might affect negotiations, but that it could be considered after an appraisal is final . Following the return. of the appraisal the Select Board would meet in early March to review, and then enter into the negotiation process . Chair Chaffee feels like public outreach could not be done until early April .. Mr . Lombardi feels that making a public statement should be timed carefully and the language that Is used thoughtfully considered . Mr . Chatelain is comfortable with holding off on a statement and that once the Town begins negotiations with the seller, and that they will also need to get support from the public for the purchase . Selectperson deRuyter feels the Board made their intentions clear to the citizens, and that public engagement should not begin , until once they have had negotiations, as to not impact them in any manner . He also feels that a positive public interest in the project would be a strong negotiation point for the seller to another interested party . Selectperson Chatelain noted that going to the public with this information will be following the consideration by voters of the Nauset Regional High School project, which is the most expensive municipal project to date . Chair Chaffee mentioned the meeting of the Natural Resources Commission the week prior, and an issue that came up a few times was the pressure of Natural Resources in the Town and how that group is going to have to address it . Selectperson Bingham is very concerned of the financial impact on the taxpayer. Selectperson deRuyter noted that the Sea Camps had initially communicated to families that they would refund the deposit payments, but they have yet to have issue any payments or communication . No further communications has been had with other interested parties . To conduct contract negotiations with non- union personnel : Director of Golf Operations A conditional employment offer to Jay Packett. was approved by the Select Board . The draft contract has been generated . If the Charter is approved , the oversight of the position would move from a contract with the Select Board to the Town Administrator 'under Personnel Bylaw . The advertised salary range was $ 90, 000 to $ 115, 000 . The contract to Jay offers a $ 94, 000 salary . Selectperson Bingham asked if the job description f for the position Jay is leaving has changed .
