Select Board Town Administrator 3 ' Brewster, MA 02631 - 1898 i Y _ 4, Phone : ( 508) 896=3701 Fax : (508) 896= 8089 MINUTES OF THE SELECT BOARD EXECUTIVE SESSION MINUTES DATE : February 16, 2021 TIME : 9 : 00 AM PLACE : Remote Teleconference ALL PARTICIPANTS ARE PARTICIPATING REMOTELY : Chair Chaffee, Selectperson Whitney, Selectperson • Chatelain , Selectperson Bingham , Town Administrator Peter Lombardi , Assistant Town Administrator Donna Kalinick ABSENT : Selectperson deRuyter Call to Order & Declaration of a Quorum , Meetini; Participation Statement and Recording Statement Chair Chaffee called the meeting to order at 9 : 02 am , conducted a roll call vote of attendance , declared a quorum present, and read the meeting participation and recording statements . Matters Not Reasonably Anticipated by the Chair No discussion , Next Meetings : February 22, and 24, 2021 Executive Session : To consider the purchase, exchange, lease or value of real property if the chair declares that an open meeting may have a detrimental effect on the negotiating position of the public body . Chair Chaffee stated that the Board would be going into executive session to discuss strategy with respect to consider the purchase, exchange, taking, lease, or value of real property if such discussion may have a detrimental effect on the negotiating position of the governmental body, and would not be returning to open session . Selectperson Bingham moved that the Board go into executive session at 9 : 03am to consider the purchase, exchange , taking, lease, or value of real property if such discussion may have a detrimental effect on the negotiating position of the governmental body, and would not be returning to open session . Selectperson . Chatelain second . Selectperson IWhitney-yes, . Selectperson Bingham -yes, Selectperson Chatelain, Chair Chaffee -yes . The Board vote was 4-yes, 0- No and every party present declared that no other person is present and/or able to hear the discussion at the remote location . Mr . Lombardi recapped discussions he has had with Chris McKeown who is Involved with HALE in Westwood and Dover . Mr . McKeown had initially contacted Jim Fleet of Phoenix Management regarding interest in acquiring the Sea Camps properties . The email exchange was included in the agenda packet for this meeting . Mr. McKeown was unaware of the Brewster Flats Coalition' s parallel interest in the property . The Select Board encouraged Mr . Lombardi to engage in general discussions with Mr . Fleet to express the interest in the property by the Town, and to explain the benefits of the sale to the municipality. The disclosure that the Town is conducting an independent appraisal will signal the seriousness of the Towns intentions . A purchase of the land by a private party would be a more lengthy process versus a purchase by a municipality. The Town has interest in both of the properties, where most of the private entities are only looking at the Bay parcel . Chair Chaffee also reviewed the implication to the Town should a private entity purchase the parcel . Select Board Chatelain had additional questions he reviewed for Mr. Lombardi' s discussion with Mr . Fleet . The level of disclosure and . public information regarding the interest of the property was considered . This will be delayed until a more comprehensive understanding of the financial implications is had by the Board and the Town staff. There is an understanding by a portion of the general public that there is interest in the property already . Mr . Lombardi will report back to the Select Board following his initiation for discussion with Mr. Fleet , Adiournment Selectperson Bingham moved to adjourn at 9 : 34am , Selectperson Whitney second . A roll call vote was taken . Selectperson Whitney-yes, Selectperson Chatelain -yes, Selectperson Bingham -yes, Chair Chaffee-yes . The Board vote was •oyes; 0- No .
