AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 3 (ADVERTISING AND SIGNS) OF THE CODE OF THE CITY OF JEFFERSON PERTAINING TO BANNERS. BE IT ENACTED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI AS FOLLOWS: Section 1. Chapter 3 (Advertising and Signs), of the Code of the City of Jefferson, Missouri, shall be amended to add a new article as follows: ARTICIX IV: BANNI?RS ON UTILITY POLES Section 3-40: Purpose. The purpose of this section is to establish the practice and procedure for placement of banners on utility poles within certain areas of the City of.leflerson. Section 3-41: Practice. The Department ol'Conmmunity Development. under the direction of the Director of the Department ofCommunity Development,shall he the lead department in the administration ofthis policy. Support and assistance shall be provided by the Department of'Transportation. Section 3-42: Procedure. I. Requests for overhead banner placement shall he submitted, in writing, to the Department of Conmmunity Development not less than lour weeks prior to the desired display period. Requesting organizations should contact the Department ofconlnlunity Development for an application 1,01'111 and illstrtictlons.The application shall be accompanied lvith an installation fee of$10.00 per banner to be installed. The installation lee will he refunded should the application not be approved. 2. Banners may be installed for the benefit of non-profit organizations such as, but not limited to, educational nlstitudons (at high school level or higher), associations lilrnled for the purposes business,and city boards or commissions. 3. For purposes of this policy,a"display period"shall Consist ofMarch 7"'through August 14"' August 15"'through November 14"' and November 15"'Through March G" 4. Applications will be approved oil a first-come, first-served basis excepted as stated hereinatier. The date of receipt of the required tees shall constitute the application date. 5. All overhead banners shall be installed under the direction of the Department of'f Transportation. Requcstingolganizations nutynut install banners. Bill 2002-67 Page 1 6. This program allows for inspection by the City of existing banners/brackets at an annual cost of$10 per banner. Should the City determine that it banner needs to be replaced or should the requesting organization choose to change it banner, the cost for such replacement or change shall be $10 per banner, Removed banners must be claimed by the organization at the Department of Community Development offices no less than 10 business days after the organization receives notice of removal. The banners listed in this article are not Subieet to the definitions of banners or advertising devices in Section 3-2, Section 3-5, or Section 3-22(A)of the Code of the City of Jeflerson. Section 2. This ordinance shall be in full force and effect from and after its passage and approval.
