MINUTES OF THE SELECT BOARD MEETING EXECUTIVE SESSION
DATE : July 8, 2021
TIME : 4 : 00 PM
PLACE : Brewster Town Office Building, 2198 Main Street
PRESENT : Chair Bingham, Selectperson Whitney, Selectperson Chatelain, Selectperson Chaffee,
Selectperson Hoffmann , Town Administrator Peter Lombardi
PARTICIPATING REMOTELY : Assistant Town Administrator Susan Broderick, Assistant Town
Administrator Donna Kalinick
Call to Order & Declaration of a Quorum, Meeting Participation Statement and Recording Statement
Chair Bingham called the meeting to order at 4a00pm, declared a quorum and read the participation
and recording statements .
Matters not Reasonable Anticipated by the chair : None
Chair Bingham stated that the Board would be going into executive session and not return to
open session . Selectperson Chatelain moved that the Board dissolve open session at 4 : 01pm
and go into executive session . Selectperson Hoffmann second . A roll call vote was taken .
Selectperson Whitney — yes, Selectperson Chatelain — yes, Selectperson Chaffee — yes,
Selectperson Hoffmann -yes, Chair Bingham -yes , The Board vote was 5 -Yes, 0- No .
Executive Session • To consider the purchase, exchange, lease or value of real property if the
chair declares that an open meeting may have a detrimental effect on negotiating position of
the public body .
Peter Lombardi stated that he spoke with Jim Fleet before the Town submitted their bids and
Mr . Fleet stated that bidders would most likely receive information on their bids in
approximately 2 weeks . The Board discussed the date to make their announcement that the
Town had submitted bids and depending on the outcome of the bids, the announcement may
include language on eminent domain . The Board agreed to give Mr . Fleet a week' s notice
before it would make any public announcement .
The Board discussed the recent social media posts concerning the sale of the properties and the
fact that the public does want to know if the Town is involved in the process at all . The Board
was in agreement to release a public statement on July 26 but will be prepared to release the
statement sooner if they feel it is necessary .
In speaking with Jay Fay, of the Flats Foundation , Mr . Fay stated that he was glad that the Town
did not enter a partnership with the Flats, as he believes that the seller does not want to sell to
the Flats Foundation , The Flats Foundation would be interested in 7 or 8 acres of the bay parcel

to conduct summer research and learning sessions . The owners of the Wychmere Group, who
put in a bid , supposedly the bid included a public beach , public parking for the beach and use of
the recreation fields for the Town . This information was relayed to a former Select Board
member .
Trustees of Reservations may have also put in a bid to purchase one or both properties . The
Board was in agreement that Mr . Lombardi could reach out to those that we believe put bids in
on the properties to verify if they actually did place bids . There was a discussion regarding
Brewster Conservation Trust and Audubon , who have both agreed to contribute to the Town ' s
purchase of the properties, on how much information to relay to them .
It was agreed that the proposed dates for the public announcement could be shared . The Board
discussed having the Open Space Committee and the Finance Committee join an executive
session meeting on the morning of July 26 to discuss the possible purchase or taking of the
properties .
The Board reviewed the draft public statement to be read at the July 26 meeting and made a
few minor edits , including wording that ' negotiations are ongoing', if the Town were to win
either of the bids and slight edits to the eminent domain language . There was a discussion on
who the public should contact if they have questions . It was decided that the Town
Administrator' s office and the Town Admin email will be listed as the contact .
The Board also reviewed and made edits to the email that will be sent to staff as well as press
releases . There was a conversation regarding adding a statement to the second press release
regarding extensive community outreach and engagement on preferred future uses of the
properties . The Board will meet again at 8am on Friday, July 16 .
Adiournment
Selectperson Chaffee moved to adjourn at 5 : 17pm . Selectperson Chatelain second . A roll call
vote was taken . Selectperson Whitney — yes, Selectperson Chatelain — yes, Selectperson
Chaffee — yes, Selectperson Hoffmann -yes, Chair Bingham -yes . The Board vote was 5 -Yes, 0- No .
