AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REAFFIRMING THE
CURRENT ORDINANCE RELATING TO FINANCIAL DISCLOSURE BY MUNICIPAL
OFFICIALS AS CITED IN CHAPTER 2 OF THE CODE OF THE CITY OF JEFFERSON,
MISSOURI.
WHEREAS, the Missouri Ethics Commission reClUires municipalities to annually readapt their
Financial Disclosure Ordinance;
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. Section 2-115, Financial Disclosure Policv of Chapter 2, Administration,
of the Code of the City of Jefferson, Missouri, shall continue to read as follows:

C. Conflicts ol•Interesl.No elected or appointed official who has a financial or private interest concerning any
business ol'the city shall participate in discussion with the city council or any ol'licer or ollicial body ol'the city government,
I. A mayor or member of thc. city council who has a financial or other private interest in any bill
shall disclose on IhC records of the city council the nature of his interest and shall disqualify
himself li-onl voting on any matters rClatine,to this interest.

Re: Veto Message for Bill 2002-56
Under the authority vested in this office as Mayor and under the Charter of the City of
Jefferson, Missouri, I hereby exercise my veto power under Article 3, Section 3. 1 1 (g) and veto Bill
2002-56 - Pertaining to financial disclosure. As required by Charter, I am delivering this message to
the COUncil prior to the commencement of the meeting on October 2 I, 2002.
1 hereby veto Bill 2002-56 pertaining to financial disclosure by City officials. I am
vetoeing this bill not because it is flawed, but by virtue of the fact that this City and City Council can
and should do more. A new bill that will require "that public officials and employees be independent
and impartial and responsible to the people, that government decisions and policy be made in the
proper channels of the governmental structure, that public office not be used for personal gain and
that the public have confidence in the Integrity of its government" should be introduced, fully debated
.and passed.
I look forward to a new bill that can receive the support of all ten City Council members
and allow the City of Jefferson to take Its rightful place as a leader In good goverment.
