AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING AN
ELECTION TO APPROVE THE EXTENSION OF THE CITY LIMITS THROUGH
ANNEXATION.
WHEREAS,public hearings concerning the annexation of certain real estate to the City
of Jefferson, Missouri, were held, and a "Plan of Intent" for areas known as "Algoa Area,"
"Southwest Area", and "Northwest Area", and evidence in support thereof, was presented;
and
WHEREAS, the City Council of the City of Jefferson, Missouri, adopted Resolution No.
RS2001-28 on March 4, 2002, declaring the intent to annex land,
WHEREAS,the City Council of the City of Jefferson, Missouri, adopted Resolution No.
RS2002-3 an May 6, 2002, to annex an unincorporated area of land contiguous to the present
city limits, said unincorporated area of land being described as the Algoa Area, and described
in Section 2 below; and
WHEREAS,the City Council of the City of Jefferson, Missouri, adopted Resolution No.
RS2002-5 on May 6, 2002, to further refine its intent to annex an unincorporated area of land
contiguous to the present city limits, said unincorporated area of land being described as the
Southwest Area, and described in Section 4 below; and
WHEREAS, the City Council of the City of Jefferson, Missouri, adopted Resolution
RS2002-4 on May 6, 2002, to further refine its intent to annex an unincorporated area of land
contiguous to the present city limits, said unincorporated area of land being described as the
Northwest Area, and described in Section 6 below; and
WHEREAS, by Ordinances No. 13410, 13411 , and 13412, duly adopted by the City
Council on August 5, 2.002, and approved by the Mayor, the Council authorized annexation
of the unincorporated areas known as the Southwest Area, Northwest Area, and Algoa Area,
respectively, which were the subject of the public hearings; and
WHEREAS, the City of Jefferson, Missouri, did cause to be filed on September 3,
2002, in the 19"' Circuit Court of Cole County, Missouri, in Case No. 02CV325274, a suit for
a declaratory judgment authorizing the City to annex the area of land described as the
Northwest Area; and

WHEREAS, the City of Jefferson, Missouri, did cause to be filed on September 3,
2002, in the 19" Circuit Court of Cole County, Missouri, in Case No. 02CV325275, a suit for
a declaratory judgment authorizing the City to annex the area of land described as the Algoa
Area; and
WHEREAS, the City of Jefferson, Missouri, did cause to be filed on September 3,
2002, in the 191" Circuit Court of Cole County, Missouri, in Case No. 02CV325276, a suit for
a declaratory judgment authorizing the City to annex the area of land described as the
Southwest Area; and
WHEREAS, the Mayor and City Council of the City of Jefferson, Missouri, believe
elections should be held in the City to determine if a majority of the qualified voters voting
thereat are in favor of extending the limits of the City to include the unincorporated areas of
land hereinbefore described.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. A proposition to extend the City Limits of the City of Jefferson, Missouri
so as to embrace and include all that territory located in the County of Cole, Missouri, known
as the Southwest Area, and as described in Section 2 below, shall be submitted to the voters
of the City of Jefferson, Missouri and the voters of the unincorporated territory subject to the
annexation proceedings, and an election shall be held and conducted for these two areas on
Tuesday, the 4'" day of February, 2003.
Section 2. The area to be annexed is described as follows:
Algoa Area
All that part of Township 44 North, in Range 10 West and Range 11 West, of
the 5"' Principal Meridian, all in Cole County , State of Missouri as described
herein to be annexed to and incorporated in the City of Jefferson City to wit:
Beginning at point on the corporate limits line of the City of Jefferson City, in
said County and State said point being also on the Southerly right-of-way line
of U.S. Highway Route No.50, at station 225+00 ( Mo. Project F-1 (12)), as
now established; thence Southeasterly along the Southerly right-of-way line
of said U.S. Highway Route No.50, to its intersection with the Westerly right-
of-way line of Liberty Road, as now established; thence Southerly and
Southeasterly along the Westerly right-of-way line of said Liberty Road to its
intersection with the South line of the Northwest Quarter of Section 25,
Township 44N, Range 11 W; thence East along the South line of the
Northwest Quarter and the South line of the Northeast Quarter of said Section
25, to the Southeast corner of said Northeast Quarter; thence South along the

Section 3. A proposition to extend the City Limits of the City of Jefferson, Missouri
so as to embrace and include all that territory located in the County of Cole, Missouri, known

of the City of Jefferson, Missouri and the voters of the unincorporated territory subject to the
annexation proceedings, and an election shall be held and conducted for these two areas on
Tuesday, the 4" day of February, 2003.
Section 4. The area to be annexed is described as follows:
Southwest Area
All that part of Township 44 North, in Range 11 West and Range 12 West, of
the 5'" Principal Meridian, all in Cole County, State of Missouri as described
herein to be annexed to and incorporated in the City of Jefferson City to wit:
Beginning at point on the corporate limits line of the City of Jefferson City, in
said County and State said point being also the Southwest corner of the
Southwest Quarter of the Northwest Quarter of Section 20, Township 44 North,
Range 12 West; thence South along the West line of the Southwest Quarter of
said Section 20, to its intersection with the Southerly right-of-way line of
Missouri State Highway"C", as now established; thence Northeasterly, Easterly
and Southeasterly along the Southerly right-of-way line of said Missouri State
Highway "C", to its intersection with the Westerly right-of-way line of Forest

Section 5. A proposition to extend the City Limits of the City of Jefferson, Missouri
so as to embrace and include all that territory located in the County of Cole, Missouri, known
as the Algoa Area, and as described in Section 2 below, shall be submitted to the voters of
