AGENDA ITEMS ANIMAL CONTROL OVERVIEW • CARLIN & OLANDA — STREET MODIFICATION & VACATION 10.ADJOURNMENT Next Regular Meeting is scheduled for July 28, 2016 STAFF REPORT CITY OF LYNWOOD PUBLIC SAFETY, TRAFFIC AND PARKING COMMISSION DATE: 06 -30 -2016 TO: THE HONORABLE CHAIRMAN AND MEMBERS OF THE TRAFFIC, PARKING AND PUBLIC SAFETY COMMISSION FROM: Raul Godinez II, P.E., Director of Public Works /City Engineer Elias Saikaly, P.E., Senior Public Works Manager SUBJECT: CARLIN AVENUE & OLANDA STREET STREET MODIFICATION & VACATION BACKGROUND: Public Works staff received several complaints from residents regarding unsafe driving behaviors at the intersection of Carlin Avenue and Olanda Street. When vehicles are traveling eastbound on Olanda Street and attempting to make a left turn to head Northwest on Carlin Avenue, drivers tend to travel on the upcoming lane on Carlin Avenue and drive through the middle of the lane of the opposing traffic. Another complaint that was raised, is that vehicles are driving recklessly (doing "donuts ") at this intersection (see attached photos). ANALYSIS: In response to the resident's request, staff checked this intersection and witnessed some reckless driving and driving in the opposite direction of traffic onto Carlin Avenue and onto Olanda Street. Staff is considered a design concept that will enhance the safety of this intersection. Since Carlin Avenue is a very wide street, Staff is proposing to add median island on Carlin Avenue that is 24' wide and a raised median on Olanda Avenue that will force traffic to make proper left hand turn from Olanda Street to Carlin Avenue westbound. This will prevent traffic to travel in opposite lanes. The added median islands will prevent reckless driving at this intersection and make it safer for pedestrians to use the crosswalks. In this concept, staff will narrow the entrance to the alley South of Carlin Avenue to 20' and will vacate a portion of the land to the adjacent homes. Carlin Avenue South of Olanda Street, has been vacated in the past by the City of Compton to a 20' wide alley. By vacating south of Carlin Avenue, the traffic flow will be a smooth transition into the alley created by City of Compton. RECOMMENDATION: Staff recommends that the Traffic, Parking and Public Safety Commission review this design and concur with staffs approval of the Street Modification and Vacation at the intersection of Carlin Avenue and Olanda Street.
