May 6, 1938 A special meeting of Council was held in the Council Chamber in the library building at Savannah Beach at 5 P. M. and was attended by Ma7or McMillan, who presided, and Councilmen Farrell, Haar, Mayer, May, and Tant; also by Judge Alex McDonold and Councilman -elect Kreitzer. Judge McDonold administered the following oath to Mre Kreitzer: I, William C. Kreitzer, do solemnly smear. that I will faithfully and honestly perform the duties of Councilman of Savannah Beach, Tybee Islannd, to the best of my skkll and ability, without favor or affection, so help me God. The Mayor informed Council he had attended a meeting in t office of Mr. Don Nichols of the WPA with others in connection with working out of the plan to put in protective works on the beach. Mr. Nichols, submitted two propositions as follows: (1) The installation of the retaining wall,..beginning at 17th St. and continuing down the beach and joining up with the groin in front of Mr. -Adams place. In addition to this retaining wall there would be approximately 1000 feet of groins leading up from this bulkhead. The estimated cost would be: W.P.A. 3 22,500.00 Savannah Beach 12,500.00 plus 34000.00 which would cover .equipment that would have to be furnished by the Town, Making the total cost to the Town 16,500.00 78 This would take care of the emergency that now exists. (2) A retaining wall from 14th St. to the groin in front of the Adams property, with necessary groins leading out from this wall and some work that is necessary at the North end of the Island. LTr. Nichols did not state the estimated amount needed on this project but did estimate that the Town would have to put up 420,000.00, plus V4000.00 for equipment. However, if project No. r is under way, as the Town already would have equipment costing 34000.00 and it would only be necessary for the Town to put up 46000.00 to com- plete project No. 2. The Mayor stated that it would be possible to have 80% of the cost of the work furnished by P A and that the Town would only be re- quired to put up 20 %, and that he had been informed that it was entirely practical for the Town to get an R.F.C. loan on a basis of no interest and a retirement fund of 2% a year, over a period of 50 years, which would cost the Town around 3400.00 per year to retire the obligation. Councilman Haar moved that the Mayor be authorized to sign whatever papers are necessary in applying to the R.F.C. for a loan for this work. Councilman Tant seconded and the motion passed unanimously. The.,May:or informed the Council that he had been advised that the o£fieex of Recorder and Town attorney could not be combined, the office of Town attorney being appointive. Councilman Mayer moved that the action of Council creating the combined office of Town attorney and Recorder be recinded. This was seconded by Councilman Tant and the motion passed unanimously. Councilman Kreitzer nominated 0. E. Bright as recorder, at a salary of 3300.00 per year,, payable 325.00 monthly, but with the proviso that the Mayor handly small cases that may come up and the Recorder handling cases that should be sent to the higher Courts. Councilman Tant seconded and the motion passed unanimously. Councilman Mayer moved that the action of Council postponing the election of elective officers for two weeks be recinded. This was seconded by Councilman Tant and the motion passed unanimously. Councilman Kreitzer nominated Edward A. Dutton a'or Town Attorney, at an :annual fee of :250.00. Councilman Tant seconded the motion and it passed una rnously. Councilman Kreitzer moved that the election of Town Clerk and Ex- officio Treasurer be tabled indefinitely. Councilman Mayer seconded and the motion passed. T ere being no further business the Council adjourned, subject to he call o the Mayor. 1 1
