A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD IMPOSING A
HIRING FREEZE AND MAINTAINING ALL CURRENT VACANCIES UNFILLED FOR
FY16 -17, UNLESS THIS RESOLUTION IS MODIFIED BY A 415 VOTE OF THE CITY
COUNCIL
WHEREAS, City of Lynwood ( "City ") staff has advised the City Council and
Lynwood community of the City's ongoing structural deficit. A combination of
circumstances has resulted in projected deficits far beyond the City's capacity to absorb
them; and
WHEREAS, the City is experiencing reduced revenues and difficulty for the City
in meeting its financial needs; and
WHEREAS, the City Council wishes to impose a temporary hiring freeze on all
regular City employee positions to alleviate the current and future financial difficulties
the City will face.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, ORDER, AND RESOLVE AS FOLLOWS.
Section 1. Hiring Freeze Length of Time. The City shall not fill any current,
vacant full -time, permanent- budgeted positions, or City employee positions as defined
in the City's Personnel Regulations, from the effective date of this Resolution and for the
remainder of the 2016 -17 fiscal year, unless a change to this resolution is approved by
a 4/5 vote of Council.
Section 2. This Resolution shall take effect immediately upon adoption.
Section 3. The City Clerk shall certify to the passage and adoption of this
City Council Resolution.
